A single site can concentrate billions of dollars of GPUs, electrical equipment, cooling plant and networking behind one grid connection. The insured loss may begin with a failed UPS, transformer, cooling loop, generator, fuel supply, network route, cyber control or supplier—not with a defective GPU. That concentration makes location, power continuity, outage duration, policy limits and portfolio aggregation the first questions for an insurer or investor.
Swiss Re Institute says construction for one AI data-centre location can reach USD 20 billion and identifies cooling failures, power-continuity weaknesses and new fire sources as emerging loss contributors. The practical test is whether risk-adjusted cash flow and available insurance capacity remain attractive after correlated outage, catastrophe, construction-delay and GPU-obsolescence scenarios.

Why AI data centres create an unusual insurance problem
Value is concentrated in one physical node
Traditional data centres already have significant accumulation, but AI clusters intensify it. High-density racks place expensive accelerators, networking, power conversion and liquid-cooling equipment in a small footprint. A fire, flood, electrical fault or cooling incident can therefore damage a large share of a project’s productive capacity at once. Separate the insured values for land and buildings, electrical distribution, cooling, GPUs, networking, software and customer-owned equipment; otherwise a single limit can conceal a severe sublimit or coinsurance gap.
Concentration also changes how a portfolio should be measured. Two buildings in different cities may still have one loss pathway if they share a utility, transmission corridor, cloud customer, chip supplier, engineering contractor, cooling design or fuel source. Swiss Re describes concentration, supply-chain bottlenecks and network dependencies as accumulation channels in the current capital-spending cycle.

AI economics depend on continuous operation
Training and inference customers buy dependable compute, not simply access to a room. An outage can produce lost compute revenue, service-level credits, customer migration, contingent-business-interruption losses and reputational damage even when equipment is repairable and no property is destroyed. Business-interruption values should therefore be tied to contracted utilization, committed capacity, pricing, ramp schedules and contractual remedies rather than to the replacement value of the hardware alone.
Swiss Re links approximately USD 450 billion of projected 2026 hyperscaler capital expenditure to physical AI infrastructure such as servers and GPUs. That spending supports demand, but it also means insurers may be asked to provide capacity for very large, rapidly built sites before operating histories are available.
Power is a chain of dependencies
A utility bill is not a resilience plan. The relevant chain runs from the grid and transmission system through the interconnection, substation, transformers, switchgear, UPS, batteries, generators, fuel, cooling controls and network connections. A weak link can make the entire cluster unavailable.
| Dependency | Failure mode | What to verify |
|---|---|---|
| Grid interconnection | Queue delay, curtailment, voltage or frequency event | Binding agreement, energization date, contracted capacity, curtailment rights and tariff exposure |
| Substation and transformers | Fire, fault, overload or long replacement delay | Ownership, protection scheme, spare-transformer plan, testing and lead time |
| UPS and batteries | Thermal event, control failure or insufficient ride-through | Topology, battery chemistry, maintenance records, bypass design and test results |
| Generators and fuel | Start failure, fuel contamination, permit limit or delivery interruption | Capacity, black-start tests, fuel autonomy, contracts, emissions permits and dual-fuel capability |
| Cooling plant | Pump, chiller, control or liquid-loop leak | Redundancy, isolation valves, leak detection, temperature alarms and warranty effects |
| Network and cloud services | Route cut, carrier outage or failed manual failover | Path diversity, cross-connects, failover timing and customer dependency map |
Howden projects about 10 GW of behind-the-meter generation at US data centres by 2030, a sign that operators are supplementing constrained grids rather than relying on one source. Its 2026 analysis attributes 45% of major outages primarily to UPS failures. Behind-the-meter generation can reduce grid exposure, but it introduces fuel, mechanical, emissions, fire, maintenance and regulatory risks that must be modelled together with the grid.

Can the grid support an AI campus?
Do not accept a utility letter of intent as proof of firm power. Request the executed interconnection agreement, milestone schedule, network-upgrade obligations, curtailment language, deliverability studies and evidence that the upstream substation and transmission path are funded and permitted. Stress a simultaneous loss of grid supply and one or more backup systems. A site that meets its average megawatt requirement may still fail when a heat wave reduces generation, transformers derate and cooling demand peaks at the same time.
Cooling and water can become the initiating loss
AI racks reject far more heat than conventional enterprise racks. A cooling-loop leak, pump trip or control error can force an immediate shutdown to protect chips, and a temperature excursion may affect GPU warranties or service-level commitments. Swiss Re specifically identifies cooling failures as an emerging contributor to data-centre loss.
Map the complete heat-rejection design: direct-to-chip or immersion loops, chillers, dry coolers, cooling towers, pumps, controls and emergency isolation. Record the number of independent trains, the load each train can carry after a failure, and the time required to replace a pump, heat exchanger or control module. Establish who owns water rights, treatment equipment and discharge permits. Reclaimed-water dependence, drought restrictions, contamination and extreme heat can all reduce effective capacity. Leak detection should be tested under operating conditions, not merely installed.

GPU value can fall before the policy ends
Physical-damage cover does not solve technology risk. Accelerators can lose economic value when a newer architecture delivers materially better performance per watt, when software support changes, or when a major customer shifts workloads. Underwrite the asset in separate layers:

- Utilization: verify booked capacity, historical load, ramp assumptions and the proportion of revenue that is contracted.
- Customer and chip concentration: identify exposure to one cloud customer, model provider, GPU vendor, board design or interconnect standard.
- Replacement economics: test purchase price, shipping, import rules, installation, firmware qualification and the time to obtain spare parts.
- Residual value: use conservative resale assumptions and account for software, export-control and warranty restrictions.
- Repairability: determine which failures can be repaired on site, which require vendor return and which trigger a full-rack replacement.
- Refresh timing: compare the technology roadmap with the loan, lease and policy term; model an early refresh and the cost of stranded power and cooling capacity.
Replacement lead times matter twice: they extend business interruption and can make a like-for-like replacement impossible. A policy that promises new-equipment replacement should define how equivalence is determined when the original GPU generation is unavailable.
Location determines catastrophe and power correlation
Overlay the actual campus, substations, fuel routes and network entrances with hail, tornado, flood, wildfire, wind, seismic and extreme-heat data. Swiss Re finds that more than a quarter of US capacity may be in locations with at least three large-hail days per year, while over 40% is in areas with significant-to-very-high tornado-day exposure. Those figures describe capacity exposure, not a prediction that every site will suffer a loss; they show why regional accumulation needs explicit limits.
Assess hazards beyond the property line. A substation across the road, a shared transmission corridor, a municipal water plant or a single bridge used for fuel deliveries can be the true bottleneck. Include access restrictions, workforce evacuation, smoke, heat-related derating and restoration priority in catastrophe scenarios.
Model outage losses instead of guessing a flat rate
Build an outage-duration distribution from engineering dependencies and historical restoration assumptions. Howden reports major outages attributed primarily to power failures (45%), cooling (14%), networking (11%) and IT systems (9%); the categories are useful for challenge sessions, not substitutes for site-specific analysis.

| Scenario | Direct damage | Financial effects to model |
|---|---|---|
| Grid interruption with UPS ride-through but generator failure | Possible battery, switchgear or control damage | Lost compute, SLA credits, fuel logistics and customer migration |
| Transformer or substation fire | Electrical equipment and smoke damage | Long lead time, partial-capacity operation and contingent outage at linked sites |
| Cooling-loop leak during peak load | Water damage and affected racks | Thermal shutdown, GPU warranty dispute and staged restart |
| Ransomware with manual failover | Little or no physical damage | Forensic delay, data-restoration cost, SLA exposure and reputational loss |
| Chip-supply or replacement shock | No initiating physical event | Extended downtime, higher replacement cost and residual-value decline |
| Regional heat wave and curtailment | Potential equipment derating | Reduced available megawatts, cooling demand spike and simultaneous customer claims |
Business-interruption worksheets should show revenue by customer, utilization by rack or cluster, waiting periods, indemnity periods, service credits, extra-expense options and the time needed to repatriate workloads. Add contingent business interruption for a utility, carrier, cloud platform, chip supplier or fuel provider. A low property deductible does not make a policy adequate if the waiting period or sublimit truncates a multi-week outage.
Due-diligence sequence for an investment or underwriting file
- Collect the dependency register. Require a one-line electrical diagram and a written map covering grid, substations, UPS, batteries, generators, fuel, cooling, water, network routes and cloud-service dependencies.
- Validate firm power. Obtain executed interconnection documents, energization milestones, contracted capacity, curtailment terms, tariff exposure and evidence of upstream upgrades.
- Test resilience at the design point. Review commissioning records, black-start tests, UPS and generator maintenance, battery monitoring, cooling failover and leak-detection tests under full load.
- Separate values and contracts. Reconcile the schedule of values to invoices and serial numbers; read GPU warranties, service-level agreements, liquidated-damages clauses and customer termination rights.
- Run correlated scenarios. Include heat wave, grid curtailment, substation fire, transformer delay, generator-fuel interruption, cooling leak, ransomware with manual failover and chip-replacement shock.
- Price downtime explicitly. Build gross profit and extra-expense values from contracted utilization, then challenge customer concentration, migration assumptions and contingent dependencies.
- Set portfolio limits before binding. Cap accumulation by grid node, metro area, hazard zone, hyperscaler, GPU vendor, EPC contractor and energy source; use facultative reinsurance or syndication for peak sites.
Match the policy to the project lifecycle
| Lifecycle or exposure | Coverage question |
|---|---|
| Construction and delay | Are EPC schedule, testing, commissioning, long-lead transformers, permits, grid-queue position and liquidated damages covered with clear delay triggers? |
| Operational property and equipment breakdown | Do limits distinguish building, electrical, cooling, GPUs and networking, and do they address firmware, obsolescence and vendor repair? |
| Business interruption | Are contracted utilization, SLA credits, extra expense, waiting periods, indemnity duration and contingent outages consistent? |
| Cyber and cyber-physical loss | Can a ransomware event that disables controls or manual failover trigger both cyber and property responses without a coverage gap? |
| Liability and environmental impairment | Who is responsible for customer data, model services, generator emissions, water use, noise and heat discharge? |
| War, terrorism and physical security | Do wording, sublimits and exclusions reflect the site’s threat environment and shared infrastructure? |
Construction risk is especially time-sensitive. Howden says 58% of all data-centre capacity built since 1990 was delivered between 2020 and 2025, compressing commissioning, contractor and supply-chain risk into a short period. Require phased acceptance, independent testing and evidence that temporary power and bypass arrangements are insured during commissioning.
Aggregation, legal exposure and community constraints
Maintain an accumulation ledger that names every common utility, transmission corridor, cloud customer, chip vendor, EPC contractor, cooling supplier and fuel source. Set both occurrence and aggregate limits against correlated failures, not just against the replacement value of each building. A portfolio can breach its effective limit when several sites lose the same carrier, utility or supplier on one event.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesReview environmental permits, generator emissions, water withdrawals, wastewater discharge, noise, heat discharge, physical security and community agreements. Howden reports that major lawsuits and arbitrations involving data centres rose from four in 2021 to 14 in the first half of 2026. That increase makes contract allocation, permitting evidence and dispute-resolution language material underwriting information.

Governance when insurers use AI themselves
AI-assisted underwriting does not transfer accountability. The National Association of Insurance Commissioners’ AI Model Bulletin, adopted in December 2023, says insurers remain responsible for applicable insurance laws, fairness, accuracy and consumer protection when AI supports decisions. Document training data, validation, human review, adverse-action explanations, vendor controls and monitoring for disparate outcomes. The same discipline should apply to models that estimate outage probability, replacement cost or customer reliability.
Adoption is already broad. BlackRock’s 2025 survey of 463 insurance executives found 73% investing in AI-related software and technologies; the leading use cases were security selection and evaluating investment opportunities (70%) and insurance-risk underwriting (68%). NAIC reports AI use, planned use or exploration among 88% of auto, 70% of home, 58% of life and 92% of health respondents. NAIC also reports that about 95% of insurers’ bond investments in infrastructure are in energy, with two-thirds in downstream electric-power generation, transmission and distribution. Investment committees should therefore govern both the AI facility being financed and the analytical AI used to price it.
A practical comparison scorecard
Before approving a project, compare alternatives on the dimensions that drive correlated loss rather than on headline megawatts alone.

Monitoring after closing
Require quarterly reporting, not an annual certificate. Track utilization, contracted backlog, power-quality events, outage minutes, near misses, maintenance completion, spare capacity, fuel autonomy, customer mix, technology refresh plans, supplier concentration, regulatory changes and open claims. Escalate when utilization falls below the debt case, when a major customer exceeds its concentration limit, when a transformer or GPU replacement lead time lengthens, or when a cooling or water permit changes.
The strongest long-term insurance opportunities are likely to combine risk engineering with accumulation modelling, outage coverage and advice on behind-the-meter generation, storage and power resilience. Howden describes power supply and outage as areas where a large protection gap leaves room for product innovation. For insurers and investors, disciplined dependency mapping and scenario-based limits are the prerequisite to capturing that opportunity without mistaking rapid AI growth for reliable cash flow.
