The biggest individual climate actions are usually changes to travel and mobility: drive less or go car-free where practical, fly less, and use public transit, walking, or cycling instead. Plant-based eating and lower-carbon home electricity and heating can also make a substantial difference. The best choice depends on what you currently do and what your local infrastructure and energy supply make possible.
Which individual actions have the greatest potential?
The IPCC’s comparison of actions that could change individual consumption puts mobility at the top. In its 2022 assessment, the panel states: “Among 60 identified actions that could change individual consumption, individual mobility choices have the largest potential to reduce carbon footprints.” The comparison is based on estimates from assessed studies, not a personalized emissions calculator.
Within mobility, the strongest opportunities include avoiding conventional car travel where alternatives work, reducing air travel, and shifting trips to public transit, walking, or cycling. The IPCC estimates that prioritizing car-free mobility by walking and cycling and adopting electric mobility could save 2 tonnes of CO2-equivalent per person per year. That is an assessment estimate, not a guaranteed result for every person.

How large could the combined reduction be?
The IPCC says choosing low-carbon options such as car-free living, plant-based diets, low-carbon electricity and heating, and local holidays could reduce an individual’s footprint by up to 9 tonnes of CO2-equivalent. This is an upper-end estimate across options and contexts, not a typical or universal personal result. Your starting point matters: someone who already rarely flies, for example, has less scope to cut emissions in that category.

The scale of the underlying evidence is broad: the IPCC chapter describes a systematic review of 6,990 peer-reviewed papers, with 771 options grouped into 61 consumption-option categories. Its estimates compare options across the literature; they do not predict what one household will save.
How should you choose what to change first?
- Start with travel. Look at regular car trips and flights first, since mobility has the greatest potential in the IPCC comparison. Consider whether a trip can be avoided, combined, shifted to public transit, or made by walking or cycling.
- Check what is practical where you live. Safe cycling routes, walkable destinations, reliable transit, housing options, and travel distances affect whether alternatives are realistic. A bicycle may help replace some short car trips, but buying one by itself does not reduce emissions.
- Review diet and home energy next. Consider a shift toward plant-based meals, then assess electricity, heating, and energy efficiency in light of your home and local power supply.
- Prioritize changes that replace higher-emission activity. The benefit depends on the activity displaced and your baseline, not simply on adding a new product or habit.
Why individual choices are not enough
Personal choices can contribute to lower emissions, but they are constrained by the systems people live in. The IPCC says realizing high-potential options requires policy support to overcome infrastructural, institutional, and socio-cultural lock-in. The OECD summarizes IPCC demand-side strategies as having potential to reduce greenhouse-gas emissions by 40–70%; that is sector-wide potential, not a claim that an individual household can cut its emissions by that percentage.
