Why can a Bounty remain after Wanted status fades?
Wanted status is the immediate pursuit; a Bounty is an outstanding consequence that can remain after you get away. The PS4 walkthrough says a growing Bounty and continued chaos can draw more lawmen, posses, and bounty hunters. It also says deputies may be bribed, unlike marshals and bounty hunters, and gives a deputy bribe example costing half the Bounty.
