If a chip company loses access to its foundry, production of the affected chips may be interrupted or stop altogether. A foundry provides more than factory space: it supplies wafer capacity and the manufacturing process a chip was designed for. A replacement is not automatic, so the effects can reach the chipmaker’s customers, schedules and sales.
What does losing foundry access actually mean?
A foundry manufactures chips for companies that design them. Losing access can mean the chip designer can no longer place production orders, receive completed wafers or obtain shipments from that supplier. The cause may be commercial, operational or regulatory.

It is also important to distinguish this from a fab losing access to equipment or technology. In the first case, a chip company loses a source of wafer production. In the second, the foundry’s ability to maintain or expand its manufacturing operations may be constrained, potentially affecting supply to multiple customers.

TSMC describes manufacturing capability in terms that include both output capacity and fabrication-process technology. Losing a supplier can therefore mean losing access to a particular process as well as the volume needed to meet orders.

What happens to production and customers?
Orders and shipments may be interrupted
If a foundry stops accepting orders or shipping products, the immediate gap is between customer demand and chips already available in inventory. The size and duration of that gap depend on the company’s stock, the affected products and whether another source can supply them.
In its 2025 Form 20-F, TSMC identifies export-control restrictions as a risk that could delay or prohibit shipments. The company also warns that difficulty securing production equipment or raw materials in time could harm manufacturing capacity and financial results. These are risks TSMC identifies; they do not mean every interruption has the same outcome.

Shortages can travel down the supply chain
A chipmaker that cannot ship may miss its customers’ schedules or lose sales. Those customers may in turn delay products or look for another source. TSMC’s risk disclosures note that restrictions can affect its ability to ship and may affect customer demand. The financial effect on any particular company requires company-specific evidence.

Why can’t the chip simply be made somewhere else?
A chip is built to work with a particular manufacturing process. Another foundry must offer a process suitable for that design and enough production capacity on a usable schedule. Having a fab in the same general technology category does not, by itself, establish that it can make a given chip.

Moving production may involve adapting the design, validating it on the alternative process and qualifying the new supply. The time and cost vary with the chip, process and replacement supplier. The available sources do not establish a universal migration timeline or switching cost, so a single estimate would be misleading.
What options does a chip company have?
Possible responses depend on whether the problem is temporary, technical or legal. The choices below are general planning options inferred from the documented capacity and process constraints, not claims that every company can use them successfully.

A second source reduces dependence only if it is technically suitable and can supply the required volume. Maintaining inventory or arranging another source also involves planning trade-offs; neither guarantees uninterrupted supply.

How can regulation affect foundry access?
Export controls can apply to finished chips, manufacturing equipment or technology. The specific effect depends on the rule, covered item, destination, license status and effective date. A policy announcement should not be treated as a universal ban on all chip shipments or all foundry activity.

On January 15, 2025, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) announced strengthened advanced-computing semiconductor restrictions and foundry due-diligence requirements intended to help prevent diversion of advanced computing chips to the People’s Republic of China. On August 29, 2025, BIS announced it was ending license-free treatment for certain foreign-owned semiconductor fabs in China. BIS said it did not intend to grant licenses under that policy for capacity expansion or technology upgrades. These measures concern different parts of the supply chain, including foundry equipment and technology, not only deliveries of finished chips.
The Government Accountability Office’s review of BIS’s advanced semiconductor rules is an oversight source on implementation and private-sector compliance. It does not provide a general estimate of what it costs a company to lose its foundry.
What does the Huawei–TSMC case show?
TSMC’s 2024 annual report says it discontinued shipments to Huawei starting in September 2020 to comply with relevant laws and regulations. This documents a case in which regulatory restrictions ended a chip buyer’s access to a foundry supplier.

Does TSMC’s capacity figure show that replacement production is available?
No. TSMC reported more than 17 million 12-inch-equivalent wafers of annual capacity in 2025 across facilities it and its subsidiaries manage in several countries. This is a company-wide annual capacity figure, not a measure of unused capacity or production available to a newly displaced customer. It does not show whether a compatible process or an open production slot exists for a particular design.
