How to Prevent Sensitive Files from Being Copied to Unauthorized Devices

Endpoint DLP can target sensitive files copied to USB, while device control limits which removable devices users can access. Learn how to configure rules, approved-device exceptions and broader channel coverage.

To prevent sensitive files from being copied to unauthorized devices, use endpoint data loss prevention (DLP) rules that detect the organization’s sensitivity labels or sensitive information types and audit or block USB copying. Pair those file-level rules with device control when you need to restrict which removable devices can be used at all. Approved-device exceptions, endpoint onboarding, platform coverage and other transfer routes all affect whether the policy works as intended.

Choose the control that matches the risk

Endpoint DLP and device control address different problems. Microsoft Learn puts the distinction plainly: “To prevent copying of files to USB based on file sensitivity use Endpoint DLP.” Device control in Microsoft Defender for Endpoint can instead restrict removable-device access more broadly, such as allowing only approved storage devices. An organization may use both: DLP to govern which files can move, and device control to govern which devices can connect.

Control What it governs Typical enforcement choices
Endpoint DLP Activities involving files that match sensitivity labels or sensitive information types, including copying to USB when supported and configured. Audit, block with user override, or block; configure notifications and alerts to suit operational needs. See Data Loss Prevention policy reference.
Device control Whether removable devices, or particular classes and identified devices, may be accessed. Restrict removable media broadly or apply different access rules to approved device groups. See Device control in Microsoft Defender for Endpoint.
Operating-system device-installation restrictions Which peripherals users can install or use, subject to the operating system and configuration. Can contribute to a broad device restriction; it is not a substitute for sensitivity-aware file rules.
Encrypted removable media Exposure if approved media is lost or accessed outside the intended environment. Require encryption for approved media where appropriate. Encryption does not stop a user from copying a file onto the drive.

These options have different platform, app, channel and licensing requirements. Confirm current product requirements and the organization’s existing licensing before choosing an implementation; the documentation cited here does not establish which licenses a particular organization has.

Plan policy around actual devices and workflows

Before enforcing a rule, identify the endpoints, operating systems, sensitive data types and legitimate transfer workflows in scope. Find out who needs removable storage and why—for example, an approved operational workflow may differ from an employee copying files to a personal drive. This inventory helps set policy actions and identify exceptions without making sensitive data freely transferable.

Onboard the supported endpoints to the endpoint service that will apply the policy. Microsoft’s Get started with endpoint data loss prevention describes monitoring for onboarded Windows 10 and Windows 11 devices, and onboarded macOS devices running any of the three latest released versions. Verify current support and prerequisites against the actual fleet; this is not a guarantee of coverage for every operating system, browser, app or virtual desktop.

Set sensitivity-based USB rules

  1. Define what counts as sensitive. Use the organization’s sensitivity labels or sensitive information types as the basis for the policy conditions. Check that the classifications cover the files the organization intends to protect.
  2. Set the USB action. Choose audit, block with user override, or block, according to the data’s sensitivity and the business need. Configure user notifications and administrator alerts for the response the organization requires. The endpoint policy’s available activities and limits are listed in Microsoft’s Data Loss Prevention policy reference.
  3. Identify approved devices where exceptions are needed. Microsoft documents removable USB device groups that can be used to apply different actions to approved storage devices. Device identification can use properties such as friendly name, vendor and product IDs, serial number, and device identifiers; see Configure endpoint DLP settings. Use identifiers that can be maintained reliably, and review how devices are added or removed from an approved group.
  4. Validate the result before broad enforcement. Where business continuity depends on transfers, begin with measured auditing and exception review, then tighten enforcement based on observed legitimate activity. This is a practical rollout approach, not a sequence mandated by Microsoft.

Use device control for broader USB restrictions

If the goal is to stop users from using personal removable storage—not just to restrict sensitive files—assess device control or operating-system device-installation restrictions alongside DLP. Device control can restrict access to removable media and distinguish approved devices from other devices. Microsoft describes removable media controls and BitLocker-encrypted removable devices in Device control in Microsoft Defender for Endpoint.

An encrypted-media requirement can reduce exposure if an approved drive is lost, but it does not prevent copying. Keep the copy restriction in DLP or another appropriate access control, and use encryption as a separate protection for data on approved media.

Cover transfer routes beyond USB

A USB policy does not address every way information can leave an endpoint. Endpoint DLP policies may cover network shares, printing, certain Bluetooth activities, and uploads to configured cloud-service domains, as well as Remote Desktop Protocol (RDP) activities where supported. Review which activities are available for the organization’s platforms and applications in the Data Loss Prevention policy reference. For configured service-domain restrictions and network-share groups, see Configure endpoint DLP settings.

Virtualized environments need particular attention: Microsoft says USB storage in those environments is treated as a network share for monitoring. Include the corresponding network-share activity if the intent is to monitor such copies. Microsoft also documents limits on browser-based monitoring in certain Azure Virtual Desktop configurations; do not assume browser-upload coverage applies uniformly to every virtual desktop setup. See Get started with endpoint data loss prevention and the Data Loss Prevention policy reference.

Check coverage and exceptions before relying on enforcement

  • Platform: Confirm that endpoints are onboarded and meet the service’s current support requirements.
  • Activity: Check the policy reference for the specific transfer activity and operating-system limits. For example, the unallowed-Bluetooth-app activity is not supported on macOS.
  • Device exceptions: Make sure approved-device groups identify the intended devices and that their assigned actions match the policy.
  • Other channels: Review network shares, cloud-service uploads, printing, Bluetooth and RDP rather than assuming a USB rule covers them.
  • Licensing and prerequisites: Verify current product requirements for the organization’s edition, configuration and endpoints before deployment.
