Act before the published shutdown date. A phone number is usually easiest to port while the old service can still make or receive calls. Once an account is terminated, the old SIM normally stops authenticating, portability may fail, and the number can eventually return to a numbering pool. Prepaid credit is not governed by one worldwide rule: it may lapse, be refundable on request, or be covered by an exceptional regulator remedy, depending on the country and the type of closure.
First identify what is happening: a technology sunset, a takeover by another operator, or a complete service exit. Then save your records, obtain the exact deadlines in writing, and start a port or new subscription while the number remains active.

What “operator shutdown” can mean
The customer outcome depends on the event, not just on the word “shutdown.” Confirm which of these situations your notice describes.
Network-technology sunset
A 2G, 3G or other network layer can be retired while the operator continues selling service on newer technology. Your account and number may remain active, but an incompatible handset or SIM will stop registering. Ask whether you need a replacement SIM, a compatible phone, or a new plan. This is different from the operator ending all mobile service.

Insolvency or sale with a successor
If another company takes over the customers and network, service and contracts may continue. In United Kingdom consumer guidance, Ofcom says a successor should usually continue service without interruption, although customers should check the notice for any required account or SIM change. You may not need to port at all; follow the successor’s instructions and keep copies of the original contract and balances.
Complete service exit
In an outright closure, the provider should publish a stop date and explain porting, refunds and complaints. Ofcom warns that “it might not be possible for you to keep your current phone number” when no provider takes over. Treat the stated sunset date as a hard deadline unless your regulator announces a later one.
Will the old SIM still work?
A physical SIM is an authentication credential, not the mobile number itself. While the old operator’s core systems accept the account, the SIM can register and receive service. When that account or network is disconnected, the SIM normally fails authentication; it does not become a universal key that works on another carrier.

For a successful port, the receiving operator supplies a replacement SIM or eSIM. India’s Telecom Regulatory Authority of India (TRAI) procedure tells customers to collect the recipient operator’s SIM and insert it after the port completes and verification succeeds. If the closure is a technology sunset rather than an account cancellation, the operator may instead issue a replacement SIM on the same account.

What to record before removing the old SIM
- Write down the mobile number, account-holder name and any customer or billing ID.
- Photograph the SIM serial number (ICCID) and keep the SIM until the port or refund dispute is finished.
- Save recharge receipts, balance screens, invoices, deposit records and the shutdown notice.
- Make sure the receiving operator’s identity checks use the same legal name and identification details as the donor account.
Why you should port while service is active
Number portability is the facility that lets a subscriber retain a number while moving from one access provider to another. The operational risk is waiting until the donor account is disconnected.
Canada’s CRTC Decision 2026-211 states: “Numbers associated with a service that has been suspended or terminated are not considered active or working telephone numbers.” The decision followed the Rogers 3G shutdown on 11 December 2025; numbers tied to terminated service could already have been returned to numbering inventory and reassigned. This is a Canadian regulatory example, not a universal timetable, but it illustrates why a late request can be impossible.
Porting procedure
- Confirm eligibility and the deadline. Ask the donor and recipient operators whether the number is still active, whether a porting freeze applies, and the final date for submitting a request.
- Start the request with the new operator. Provide the number, account identity and any required porting authorisation. Do not cancel the old service first.
- Complete identity and security checks. A mismatch in name, address, account status or authorisation can reject the request. Resolve errors with the donor while its systems are still operating.
- Keep the new SIM ready. Follow the recipient’s activation instructions; the old SIM may stop working when the port cuts over.
- Test calling, texting and data. Check incoming calls and one-time-password messages, not just an outgoing call.
India: published example timings
TRAI’s current FAQ gives examples of three working days for an ordinary same-area port and five working days for a cross-area port. It allows up to 15 working days in Jammu and Kashmir, Assam and the North East. These are examples in TRAI’s Indian process; your operator can impose an earlier shutdown-specific submission deadline.

Romania’s communications regulator ANCOM says normal porting takes three working days and can take up to 25 working days in the maximum case. ANCOM’s timing is Romanian guidance and should not be applied to another country.

What happens to the number after deactivation?
Immediately after termination, incoming calls may fail, be intercepted by a closure message, or be routed according to the national numbering plan. The number is not guaranteed to remain reserved for you. A regulator or operator may place it in quarantine, return it to inventory and later assign it to another customer.
That is why “I will port it after the shutdown” is unsafe. The CRTC’s Canadian wording that a terminated number is not active or working describes the portability problem precisely. In the United Kingdom, Ofcom’s warning that retaining the number might not be possible applies when a provider exits without a successor. Other countries may provide a grace period or a special transfer scheme, so rely on the notice from your regulator rather than assuming a universal period.
Does prepaid credit disappear?
There is no global answer. Ordinary customer-initiated porting, an abnormal regulator-directed closure and a technology migration can have different rules. Ask the donor operator, in writing, whether your balance will be refunded, transferred, or forfeited, and identify the legal basis and claim deadline.

TRAI’s ordinary mobile-number-portability FAQ states: “Upon porting of a pre-paid mobile number, the unspent balance amount, if any, at the time of porting shall lapse.” For a routine Indian port, do not treat the balance as money that automatically follows the number.

Romania: reimbursement on request
ANCOM’s consumer notice of 28 January 2026 gives Romanian users a different remedy: “The remaining credit is not automatically transferred during the porting process; it can only be recovered if the user explicitly requests it from the provider they are leaving (donor provider).” The donor may charge a reasonable cost-based fee if the contract permits it. Submit the request through the channel and within the period specified by the donor, retain proof, and complain to ANCOM if the provider does not resolve a valid claim.
India: exceptional closure remedy
India’s ordinary lapse rule is not the same as an emergency exit. In a documented direction concerning Reliance Communications, TRAI recorded that premature closure forced customers either to port or lose service and directed processing of unspent prepaid balances for customers who ported and for some who could not port before the sunset date. TRAI’s consultation on the issue identified the gap between ordinary MNP rules, which had no general prepaid talk-time refund provision, and the consumer harm created by a sudden shutdown. An exceptional direction must be read as an event-specific remedy, not a standing promise for every future closure.
What evidence supports a claim?
- Recharge receipts showing the amount and date.
- Screenshots or downloadable statements showing the balance near the shutdown.
- The operator’s closure notice and any published refund form.
- Porting records proving that you submitted before the deadline, or evidence that porting was impossible because of the closure.
What happens to a postpaid deposit?
Do not confuse prepaid airtime with a refundable postpaid security deposit. TRAI’s Indian FAQ says the donor operator must refund amounts due for refundable payments or deposits when a customer ports. Request a final bill, a written deposit statement and the refund method. Check that legitimate usage charges are settled, but challenge unexplained deductions through the operator’s complaint process.

A shutdown-day checklist
- Read the notice for the event type. Mark the stop date, last porting date, refund window, claim form and support contact.
- Secure the number. Submit a port while calls or texts still work, or open a new account if portability is unavailable.
- Keep both SIMs available. Do not discard the old SIM or cancel the donor account until the new service and any claim are confirmed.
- File money claims separately. A successful port does not prove that prepaid credit transfers. Submit a reimbursement request or follow the event-specific remedy.
- Request postpaid records. Ask for the final bill, refundable-deposit balance and payment date in writing.
- Escalate with evidence. If support stops responding, send the notice, receipts, screenshots, account identity and prior ticket numbers to the national telecom regulator or designated consumer complaint body.
- Update accounts. Once the number works on the new network, change the phone number held by banks, payment services, two-factor authentication, messaging apps, medical portals and recovery contacts.
Common failure scenarios and fixes
The port is rejected because the account is inactive
Ask the donor whether it can restore temporary service long enough to validate the request. If not, request a new number and immediately update every account that used the old one. A regulator may provide a special process during an abnormal closure, but it is not automatic.
The new SIM works for calls but not verification texts
Test incoming SMS from more than one sender, confirm that the port completed rather than only voice activation, and ask the recipient operator to check SMS routing. Keep alternative recovery methods for financial and identity services.
The operator says the prepaid balance was forfeited
Ask whether the case is ordinary porting or a shutdown covered by a special order. In India, the ordinary rule and an exceptional TRAI direction produce different outcomes; in Romania, an explicit donor-provider reimbursement request is required. Cite the notice and your balance evidence in the complaint.

The operator has closed before you could port
Record the exact time service stopped, preserve the notice and submit a complaint immediately. Ask whether the number is quarantined, whether a successor can recover it, and whether a regulator-directed refund or transfer window exists. Do not wait for the number to be reassigned.
Bottom line
The safest sequence is simple: preserve evidence, port or replace the service before the old account is terminated, and treat prepaid credit as a separate claim. Your SIM will normally stop working with the closed network, the number may become unrecoverable after deactivation, and any refund depends on the country, contract and shutdown order—not on a universal telecom rule.
