Short answer: a storefront closure can stop new purchases without removing games already in your library, but it can also end redownloads or make a title unplayable. The outcome depends on four separate things: the store’s policy for existing entitlements, the game’s offline capability, any external launcher or license checks, and whether publisher servers are still running.
The most reliable preparation is to download the games you care about, update them, launch each one while online, test it in offline mode, and keep the local files or installers on separate storage such as an external hard drive for game backups. That protects the files; it cannot replace a mandatory server, account authentication, or a license that has been revoked.

Four different events that are often called a “store closure”
These events affect a game in different ways. Identify which one is happening before deciding whether your library is at risk.
The storefront stops selling games
A platform may close its checkout system while leaving existing purchases in customers’ libraries. In that case, you cannot buy new titles, but you may retain an installation and a way to redownload it. The duration and conditions are set by the platform’s published policy, not by the fact that you bought the game.

A game is delisted
Delisting removes a title from search results or new sales. It does not automatically erase every previous entitlement. A delisted game can remain downloadable for existing buyers, become downloadable only on devices where it is already installed, or disappear from redownload servers later. Always check the platform’s notice for that specific title.
The game’s online service is shut down
A publisher can retire multiplayer, authentication, cloud saves, leaderboards, social features, or live events while the storefront continues operating. The game may remain downloadable but lose some or all online functions.
The publisher or platform revokes an entitlement
A license or account-level entitlement can be withdrawn separately from a store closure. Local files may still occupy disk space, yet the launcher can refuse to start the game because it cannot validate your account or license.

Nintendo’s Wii U and Nintendo 3DS eShops
Nintendo stopped accepting new purchases on the Wii U and Nintendo 3DS eShops on March 27, 2023. Nintendo said previously purchased titles could still be redownloaded “for the foreseeable future.” That wording does not promise a permanent, fixed-length download window. Nintendo also states that free content, including demos, is no longer downloadable.
This is the clearest example of a purchase-closed store where some existing entitlements continued. It also shows why you should distinguish paid purchases from free downloads: the platform can apply different rules to each category.

Steam’s retired-game policy
Steam’s official retirement guidance says a retired game remains in players’ Steam libraries and that those players can continue to download, install, and launch it. Valve asks publishers to communicate changes and gives special attention to games that rely on hosted servers.
For free-to-play games, Steam’s current guidance asks publishers to provide 90 days of notice before retirement. That is platform guidance for this type of Steam retirement, not a universal legal notice period and not a guarantee that every game on every platform will receive 90 days.

Why a downloaded game may or may not work offline
Having the files on your drive is only one part of access. A game can be locally installed yet unable to launch because a client, license service, or publisher backend is required.
Local, offline-capable games
A primarily single-player game that stores its executable, saves, and entitlement information locally can often continue working after a store stops selling it. You still need to complete the platform’s offline preparation before disconnecting, because the first launch may create files or cache credentials.

Games that require a launcher or account
Some games start through a platform client or an external publisher launcher. The game files may be complete, but the launcher can require an account sign-in or an online license check. If that check cannot be completed, a local backup alone may not help.

Games built around publisher servers
Multiplayer matchmaking, cloud saves, leaderboards, social functions, and live-service content are commonly hosted remotely. A server shutdown can remove those features while leaving the single-player portion intact, or it can make the entire game unusable if authentication is mandatory.
Always-online designs
An always-online title validates its state continuously or at every launch. When its required servers close, there may be no supported offline mode. Downloading it in advance does not convert it into an offline game.
How to prepare a Steam game for offline use
Steam’s official Offline Mode instructions provide a practical pre-closure test. Perform these steps for each game you expect to keep playing:
- Launch Steam while connected to the internet. Sign in to the account that owns the game.
- Finish all downloads and updates. A partially updated installation may prompt for files after you disconnect.
- Start the game once online. Confirm that installation, redistributables, first-run setup, and any required license checks are complete.
- Exit the game normally. This gives the client a chance to save its local configuration and credentials.
- Switch Steam to Offline Mode. Use the client’s offline option while you still have a working connection.
- Disconnect the computer and launch the game again. Test the exact mode you care about, including saved games and local multiplayer if applicable.
Steam warns that client features requiring a connection will be unavailable in Offline Mode. If Steam asks for a login, its support guidance says there is no bypass for that condition. Treat a successful offline test as evidence for that installation and account, not as a promise that a future client update or license change cannot alter access.

How server shutdowns change a game
Ask two separate questions: Can I still obtain or reinstall the game? and Can it still authenticate and provide the features I want? A “yes” to the first does not imply a “yes” to the second.
Ubisoft’s 2022 decommissioning example
Ubisoft announced that several older online services would be retired because obsolete technology could create crashes or security problems. The company said single-player downloadable content for several PC games would be made available for download and kept before the deadline. It also said Anno 2070 would receive an update replacing its old online services.
The update originally referenced September 1, 2022 as the decommission date and later moved it to October 1, 2022. Those changing dates demonstrate that a publisher can revise a timetable; they are not a standard notice period. The practical result was title-specific: some content was preserved, some services were replaced, and other online functions could still disappear.
What “buying” a digital game means contractually
Digital checkout language feels like buying a copy, but the platform terms may grant a personal license instead. Steam’s Subscriber Agreement states that “The Content and Services are licensed, not sold.” It describes a non-exclusive, personal, non-commercial license and says use may require a Steam account, the Steam client, and an internet connection.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →A license description does not settle every consumer-rights question. The platform contract generally controls the account-level access it promises, while mandatory law in your country or state can add protections. Do not assume that a digital purchase is legally identical to owning a physical object, and do not assume that a platform may always remove access without consequences.

A preservation checklist before access changes
- Download every title you care about. Do this before a purchase shutdown or delisting. A future redownload window may be temporary; Nintendo’s “for the foreseeable future” wording has no fixed end date.
- Apply the latest available updates. Steam specifically recommends fully updating files before using Offline Mode.
- Launch-test each game. Complete first-run installers, sign-ins, and entitlement checks while the service is still available.
- Test without a network connection. Verify that the game starts, loads a save, and supports the offline features you expect.
- Save installers or local files separately. Keep a second copy on an external hard drive for game backups or another storage device. GOG’s support center, for example, provides a way to download backup installers and bonus content for eligible purchases.
- Document account-recovery details. Store your account email, recovery methods, and any required launcher information securely. Local files do not necessarily replace the account used to validate a license.
- Check technical dependencies. Look for “always online” requirements, external launchers, activation limits, server notices, and cloud-only features.
- Keep a physical alternative when practical. A disc or cartridge can reduce dependence on one storefront, but it may still need patches, activation, or online services.
What an external backup can—and cannot—preserve
An external drive can hold downloaded game files, installers, patches, configuration files, and saves. Keeping two copies on separate devices reduces the chance that one drive failure erases your only local copy. Label the backup with the game version and the account or launcher it needs, and periodically check that the files can still be read.
The drive preserves data, not every dependency. It cannot recreate a publisher server, satisfy a mandatory live login, replace a closed external launcher, or restore an entitlement that the platform has revoked. For that reason, an offline launch test is as important as copying the files.
Digital, physical, and DRM-free options compared
| Factor | Why it matters after a storefront or service change |
|---|---|
| Offline capability | Determines whether local files can run without a storefront or server. |
| Account and launcher dependence | A complete installation may still require an account, client, or external launcher. |
| Server dependence | Multiplayer and always-online designs can fail when hosted services close. |
| Backup-installer availability | An installer-based or DRM-free workflow can provide a more durable local copy. |
| Redownload policy | A platform may preserve prior purchases temporarily, indefinitely, or not at all. |
| Physical fallback | A disc or cartridge supplies another source of game data but may still need updates or online services. |
Use these factors to evaluate a specific title rather than assuming that one format is universally permanent. A DRM-free installer can be valuable for preservation, while a physical release can still depend on a patch or server. Conversely, a platform purchase can remain usable for years if its library and authentication services continue.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesConsumer rights vary by jurisdiction
Do not promise an automatic refund or permanent access. The European Parliament describes Directive 2019/770 as providing remedies for certain digital-content conformity failures, including bringing content into conformity, a proportionate price reduction, or termination of the contract. Whether a particular closure qualifies depends on the facts and the law implementing the directive.
The Australian Competition and Consumer Commission’s digital-platform inquiry notes that standard-form terms allowing a platform to sever access to a purchased game may sometimes be necessary, and it compares server withdrawal with withdrawing support for other software. That is a jurisdiction-specific discussion, not a rule for every country.
If access is removed rather than merely sold to new customers, consult the consumer-protection agency or legal rules that apply where you live. Keep receipts, account records, closure notices, and correspondence in case you need to document the transaction.
Quick Recap
A practical decision guide
- Store closed, library still available, game passes offline test: keep your local backup and continue playing; monitor the platform’s notices.
- Game delisted, but redownload remains available: download it now and preserve installers rather than relying on an open-ended redownload promise.
- Game launches only with a live account or launcher: retain recovery information and recognize that files alone may not be sufficient.
- Multiplayer server retired but single-player works: keep the updated local version and expect online features to end.
- Always-online server retired or license revoked: a backup drive cannot restore play unless the publisher supplies an offline replacement or another lawful access path.
