Most UPI app transfers and ordinary QR payments need an internet connection, so they generally cannot be completed while your phone is offline. Some options can work without mobile data: UPI Lite can make supported payments from a balance loaded beforehand, UPI Lite X uses NFC for certain nearby payments, and UPI 123Pay or *99# may work over cellular service. If there is no cellular signal at all, call- and USSD-based methods are not a fallback.
What “no internet” means for UPI
There is an important difference between mobile data being unavailable and having no network service. With data off or unavailable, a voice or USSD service may still work. With no cellular connectivity, neither a call-based nor USSD-based payment can be relied on.

The Reserve Bank of India defines an offline payment as “a transaction which does not require internet or telecom connectivity to take effect.” That is a specific category of payment, not a description of every UPI transfer. RBI’s framework also requires customer consent to enable offline payments and allows used offline limits to be replenished only online, with additional factor authentication. Which UPI methods may work without mobile data?

Feature availability depends on the bank, app, phone, and merchant. Having one of these services in principle does not mean every payment flow or shop will support it.

Does UPI Lite work offline?
UPI Lite stores a balance on the device so that supported payments can be debited without the usual online communication for each transaction. You must enable and fund it while online. Credits to UPI Lite and replenishment of its balance require an online connection; it is not an offline way to receive money or transfer funds remotely. RBI’s enhanced UPI Lite limits are ₹1,000 per transaction and ₹5,000 as the total balance limit. These are the enhanced limits in RBI’s framework, not the older, lower figures found in some earlier product material. RBI framework

Can you scan a QR code without internet?
Do not assume that a normal QR scan works offline. In ordinary UPI QR processing, the app needs connectivity to communicate with the payment system. UPI Lite is a separate stored-balance flow: it may support an offline debit when the app, transaction, and merchant support it, but scanning a QR code by itself does not make a payment offline.

UPI Lite X is the NFC-based proximity option identified by RBI for retail payments where internet or telecom connectivity is weak or unavailable. It is intended for nearby payments, not a general offline substitute for remote UPI transfers. The phone and app must support NFC and the relevant Lite X flow, and the merchant must accept it. Can UPI work if mobile data is off?
UPI 123Pay
UPI 123Pay offers feature-phone payment modes including app-based functionality, missed-call, IVR, and proximity sound-based payments. Some modes avoid smartphone data, but they still depend on cellular service. RBI says IVR payments require a secured call and initial onboarding. *99# USSD
The *99# USSD service provides a way to access UPI on feature phones, but USSD is not the same as having no network: the phone needs a usable mobile signal, and the user needs a supported bank account and setup. What to do before an outage or a failed payment
Prepare while you are online
- Check whether your bank and UPI app offer UPI Lite or UPI Lite X, then complete any enrollment and loading steps in advance.
- If you intend to use Lite X, confirm NFC support on your phone and learn how the app starts the payment.
- Check whether your bank supports UPI 123Pay or *99# if you need a feature-phone or no-mobile-data option.
- Keep another accepted way to pay for situations with no cellular service, such as cash or an offline card or wallet that is already enabled and accepted.
If a payment fails or appears unresolved
- Do not submit the payment repeatedly without checking its status.
- When connectivity returns, check the UPI app and bank account for a debit, the transaction status, and any reversal.
- For offline transactions, allow for the possibility that transaction alerts or details may not arrive in real time; RBI’s framework requires that transaction details be conveyed adequately.
- If a normal online UPI payment remains unresolved, follow the status guidance and grievance process shown by your app or bank.
RBI’s framework for offline payments, NPCI’s UPI FAQs, and your bank’s current instructions are the right places to confirm supported features and current availability.
