Your application money is usually not a conventional refund payment: ASBA or UPI has blocked it temporarily, so the full blocked amount should be released after the allotment process.
The release is handled through the issue’s registrar, stock-exchange and bank or UPI-intermediary workflow. Check the official status, confirm your demat account, and inspect the bank lien or UPI mandate. If the block remains after the timetable in the IPO documents, escalate it with your application evidence.

What a zero-allotment result actually means
A zero allotment means the IPO basis-of-allotment process did not assign you any shares. Your demat account should therefore show no credit for that application, and you will not be charged for shares you did not receive.
In a normal ASBA or UPI application, the money is blocked rather than transferred permanently to the issuer when you submit the bid. The block protects the funds while the issue is processed. Once allotment is completed, the amount needed for allotted shares is debited and excess funds are released. When the allotment is zero, there is no share-related amount to debit, so the entire blocked amount should become available again.

SEBI’s investor guidance describes the ASBA position this way: “Blocked amount continues to earn interest and there is no requirement of refund in case of non-allotment.” Its UPI guidance says: “Once the shares are allocated, the process of debiting of funds from investors account would take place and excess money would be unblocked.” In practical terms, you may see a restored available balance or a removed lien, not a separate credit entry labelled “IPO refund.”
Why an IPO application can receive no shares
Oversubscription and the basis of allotment
The most common explanation is demand exceeding the shares available in your investor category. The registrar and exchange apply the issue’s approved basis of allotment, which determines how many applications receive shares and, where applicable, how many shares each successful application gets. A valid application can consequently receive zero shares simply because the category was heavily oversubscribed.
SEBI regulations require the basis of allotment to be finalised fairly and properly. The exact result depends on the issue, category and number of valid bids; a result in one IPO cannot be used to predict another.

“No allotment” can also appear alongside a technical or eligibility problem. An unapproved UPI mandate, a third-party bank or UPI account, incorrect application details, duplicate bidding or another defect may cause rejection rather than a clean zero allocation after the draw or proportionate process. The registrar’s status detail is the place to distinguish these outcomes.
A zero result by itself does not show that your application failed or that money was lost. It means only that no shares were assigned; any rejection code or reason should be read separately.

How the blocked money is released
ASBA applications
With ASBA, the bank places a lien or block on the bid amount in the account you specified. The money remains in that account during processing and can continue to earn interest under the account’s normal terms. The registrar’s final allocation instruction is passed through the banking workflow. For a successful bid, the amount for allotted shares is debited; for a zero allotment, the block should be removed in full.
Because the funds never left the account as a completed payment, the release may be visible only as an increase in available balance or the disappearance of a lien. Your statement may not contain a separate incoming transaction.
UPI applications
With UPI, you approve a mandate that blocks the bid amount in the linked bank account. The mandate is not the same as an immediate debit. After allocation, the payment workflow authorises a debit only for the shares actually allotted and unblocks the excess. If the allocation is zero, the complete blocked amount should be unblocked.
The UPI app may show the mandate as revoked, released or no longer blocking funds, while the bank account’s available balance changes at the same time or shortly afterward. Labels differ between banks and UPI applications, so compare the mandate status with the account’s lien or available-balance view.
The economic result is the same
ASBA and UPI differ in where you see the restriction and which intermediary carries the release instruction, but a zero allotment has the same financial outcome through either route: no shares and release of the full blocked amount.

ASBA versus UPI after zero allotment
| Point to check | ASBA | UPI |
|---|---|---|
| Where the restriction appears | Bank account lien or blocked balance. | UPI mandate, along with the linked bank account’s blocked or available balance. |
| How release is initiated | The registrar’s allocation instruction travels through the SCSB and related bank workflow. | The registrar and sponsor-bank/payment workflow releases or cancels the mandate and instructs the linked bank. |
| What you should verify | Available balance, lien amount and any ASBA status shown by the bank. | Mandate status, UPI reference and the linked account’s available balance. |
| Evidence useful for escalation | Application number, PAN, bank account details, bid confirmation and the date the lien was placed. | Application number, PAN, UPI reference, mandate approval record and timestamps. |
| Result after zero allotment | Full blocked amount released; no shares credited. | Full blocked amount unblocked; no shares credited. |
What to do, step by step
- Check the allotment result. Use the IPO registrar’s official status page or the relevant stock-exchange allotment-status page. Enter the application number, PAN or the other identifier requested by that page. Save a screenshot or downloaded result showing zero allotment, along with the date and time.
- Confirm the demat position. Open the demat account linked to the application and check the holdings and transaction statement around the expected credit date. A zero result should not produce an IPO share credit. If shares appear despite a zero status, do not sell or transfer them until the registrar or broker reconciles the discrepancy.
- Inspect the money restriction. For ASBA, look for the lien or blocked amount in the bank’s account or net-banking view. For UPI, open the mandate history and note whether it is released, revoked, expired or still active; then check the linked bank account’s available balance.
- Allow for processing time. Compare what you see with the dates in the IPO prospectus, registrar notice and communications from your bank, broker or UPI provider. A release can occur after the allotment result is posted because several systems must exchange the final instruction.
- Keep a complete evidence file. Retain the application number, PAN, UPI reference if applicable, mandate approval, bid confirmation, screenshots, bank statements and exact timestamps. Record the amount blocked and the date the block first appeared.
- Escalate in the correct order. Start with the bank that holds the ASBA account or the bank and UPI provider linked to the mandate. If you applied through a broker, ask it to confirm the bid and intermediary trail. Contact the IPO registrar for an allocation or application-status mismatch. Include the evidence file rather than sending only a statement that the money is missing.
- Use the formal grievance route if necessary. If the responsible intermediary does not resolve the issue, use the issuer or intermediary’s investor-grievance channel and then SEBI’s investor-complaint process. Keep the complaint number and every response.
When should the money be available?
There is no single clock that applies to every IPO. The practical release date is tied to that issue’s offer-closing date, allotment finalisation, refund or unblocking schedule, and the processing speed of the responsible bank or payment intermediary. Read the dates in the prospectus, registrar notice and intermediary messages rather than relying on a generic calendar.

That is a timetable reference, not a promise that every issue will display the release on the same day or that later rule changes cannot alter the process. The issue documents govern the application you made.
Compensation for a qualifying delay
The same material states that when unblocking of ASBA amounts, including UPI blocks, is delayed beyond three working days from the bid or offer closing date, compensation is ₹100 per day for the entire qualifying delay. The intermediary responsible for causing the delay is the party required to pay it.
This framework applies only when the stated conditions are met. It does not turn every difference between an allotment announcement and a visible balance change into an automatic claim. Establish the closing date, the date the block should have been released, the actual release date and which intermediary controlled the delayed step. Ask the bank, sponsor bank, registrar or broker to explain the delay and the compensation calculation.
Why a released block may look like no refund
People often expect a credit transaction with the original bid amount. ASBA and UPI normally work differently. The original balance was restricted, so removing the restriction restores spending power without creating a matching incoming entry. A bank may show “available balance” separately from “ledger balance,” and a UPI application may retain an old mandate record even after the financial block is gone.

Check both views: the amount you can actually use and any remaining lien or active mandate. If the available balance has increased by the blocked amount and no lien remains, the release has generally occurred even if the transaction list contains no refund line. If the mandate says released but the bank still shows a block, treat that as a reconciliation issue and report it with the UPI reference and timestamps.

The registrar says zero, but the lien remains
Save the zero-allotment result and ask the bank or SCSB to remove the lien. Provide the application number, PAN, amount and date. Ask the registrar to confirm that its unblocking instruction was sent and to identify the responsible intermediary if it was not.
The UPI mandate is still active
Do not approve a second debit or create a replacement mandate merely to force a release. Capture the mandate status, UPI reference and bank account view, then contact the UPI provider or linked bank and the broker or registrar. Request written confirmation that the original mandate has been cancelled and the block removed.
The account shows a debit
A debit can be correct only for shares actually allotted, plus any permitted associated amount shown in the issue documents. If your official result is zero and the account was debited, report the mismatch immediately to the bank, intermediary and registrar, attaching the statement and allotment result. Ask for reversal and a transaction explanation; do not assume a later release will automatically correct an unexplained debit.
No allotment status is available
Registrar pages can be busy around the announcement. Retry using the exact application number or PAN format requested, and check the exchange page or your broker’s application record. Keep the bid confirmation while waiting. If the status remains unavailable after the published date, contact the registrar with the application evidence.
Best Value
The application was rejected
A rejection reason requires a different follow-up from an oversubscription-based zero. Check whether the mandate was approved, whether the bank or UPI account belonged to the applicant, and whether the application details matched the PAN and demat records. Ask the registrar or intermediary whether the block will be released under the rejection timetable and retain the stated reason for any complaint.
What not to assume
- Do not assume that “no shares” means the money was forfeited. In a normal ASBA or UPI flow, the funds were blocked and should be released.
- Do not assume that a visible zero in the demat account proves the bank has already released the money. Share credit and unblocking are separate system events.
- Do not assume every delay qualifies for compensation. The cited ₹100-per-day framework depends on the three-working-day threshold, the offer-closing date and responsibility for the delay.
- Do not cancel a bank account or UPI ID while an issue-related block is being reconciled. Keep the account and evidence available until the intermediary confirms closure.
Information to include in a complaint
A precise complaint is easier for the responsible intermediary to trace. Include your full name as used in the application, PAN, application number, issue name, bid quantity and amount, application route (ASBA or UPI), bank and broker details, UPI reference where relevant, mandate approval time, allotment-result screenshot, demat confirmation, the date the block was placed, the expected release date and the current blocked amount.
State the remedy you want: removal of the lien or mandate, confirmation that no shares were allotted, reversal of any unauthorised debit, and compensation if the documented delay meets the applicable conditions. Ask for a ticket or complaint number and keep copies of all attachments.

Key takeaway for a zero-allotment application
You should end up with no IPO shares and the full ASBA or UPI-blocked amount available again. Verify the result, demat account and bank or mandate status separately because each updates through a different system. If the block outlasts the issue’s published schedule, escalate with your application number, PAN, UPI reference and timestamps; a qualifying delay may attract the cited ₹100-per-day compensation from the intermediary responsible.
