The water table or pressure level falls, wells can produce less or stop producing, pumping costs rise, fine-grained sediments may compact and sink the land surface, and groundwater chemistry can change. Depletion does not automatically make every well unsafe to drink from, but it can increase risks such as salinity and contamination pathways that require laboratory testing.
The consequences at one property depend on aquifer geology, recharge, pumping, drought, well construction and local regulation. A falling water level is a warning to measure conditions and test water—not a diagnosis by itself.

What groundwater depletion is—and what it is not
An aquifer is an underground body of permeable rock or sediment that stores and transmits water. Recharge comes from sources such as infiltrating rainfall, snowmelt, rivers and irrigation return flow. Depletion is a sustained decline in stored groundwater or hydraulic head when withdrawals exceed recharge over a period long enough that the deficit is not merely a seasonal fluctuation.

A persistent downward trend, declining well yield, increasing pumping lift or regional reports of falling water levels are stronger evidence of a long-term imbalance.

Withdrawals include household and municipal drinking water, agricultural irrigation and industrial use. EPA also identifies changing precipitation and snowmelt patterns, along with impervious surfaces such as pavement that prevent infiltration, as stresses that can reduce recharge. Some deep aquifers may take thousands of years to replenish, according to the U.S. Environmental Protection Agency (2018), so a water-level recovery after rain does not prove that the aquifer’s stored volume has been restored.
What happens to a well as groundwater levels fall
A well is a connection to an aquifer, not a source that creates water. When the surrounding water level falls, the pump must lift water through a greater vertical distance. That raises energy use and can reduce the amount of water available during pumping.
Typical effects
- Higher operating cost: A deeper lift requires more electricity or fuel for each gallon delivered.
- Lower yield: The aquifer may no longer supply water to the well as quickly, so flow weakens or the well takes longer to recover between uses.
- Pump exposure: The water level can fall below the pump intake, causing loss of prime, overheating or a dry-running pump, depending on the equipment.
- More sediment or air: A changing water level or altered flow can draw fine sediment into a poorly screened or damaged well, while a pump that begins pulling air can deliver sputtering water.
- Construction decisions: An owner may need to lower the pump, deepen the well or drill a replacement. Those actions can be expensive and may be restricted by local well-construction rules.
These are documented consequences of declining groundwater levels, not a prediction that every property will experience all of them. A sudden loss of water can also result from a failed pump, blocked screen, damaged casing, electrical fault or a plumbing leak. Diagnosis should precede any decision to deepen or replace a well.

Symptoms that merit investigation
| Observed change | What it may indicate | Useful next check |
|---|---|---|
| Lower flow at fixtures or irrigation outlets | Reduced aquifer yield, a falling water level, pump wear or a clogged screen | Measure static and pumping water levels; have a qualified well professional inspect the pump and screen |
| Pump runs longer or electricity use rises | Greater lift, lower well recovery or equipment inefficiency | Compare runtime and electric bills with earlier records under similar demand |
| Water stops during heavy demand | Water level may be dropping below the pump intake or the well may recover slowly | Stop pumping, allow recovery, then measure levels and flow |
| Cloudy, sandy or salty-tasting water | Changes in well hydraulics, sediment entry or salinity; taste and appearance cannot identify a contaminant | Collect a properly preserved sample for laboratory analysis and inspect the well |
How groundwater pumping makes land subside
Many aquifers contain layers of clay and other fine-grained sediments. Water pressure in the pores helps support the grains. When pumping lowers pressure, the grains can move closer together and the layer compacts. The land surface above settles as that underground volume is lost.
Subsidence is often gradual and spread across broad areas, so it may not be obvious at first. USGS reports that more than 80 percent of known land subsidence in the United States is a consequence of groundwater use, and that more than 17,000 square miles in 45 states have been directly affected. These are documented national totals, not an estimate for every pumping region.
Why some subsidence is irreversible
In Houston, USGS monitoring describes water-level declines of approximately 400 feet and land-surface subsidence of up to 10 feet in areas of extensive pumping. Much pumping-related compaction there is irreversible: if water levels later recover, compacted sediments and the lost elevation do not spring back. The degree of permanence depends on the sediment structure and the amount of compaction.

Damage caused by settling ground
- Well casings can bend, collapse or become misaligned.
- Roads, foundations, pipelines and other infrastructure can crack or deform.
- Irrigation channels and drainage systems can lose their designed slope.
- Stream and bayou flow paths can change.
- Low-lying areas can become more exposed to flooding because the ground surface is lower.
Ground settlement can have several causes, including natural sediment compaction, construction and extraction of other fluids. Local groundwater agencies and monitoring networks use observation wells and land-motion measurements to distinguish pumping-related subsidence from other processes.

Does depleted groundwater remain safe to drink?
Depletion alone does not automatically make water unsafe. However, changing groundwater levels and flow directions can alter which materials and contaminants reach a well. USGS identifies deterioration of water quality and saltwater intrusion among the consequences associated with groundwater depletion.
Saltwater intrusion
Coastal freshwater aquifers are especially vulnerable. Fresh groundwater normally helps hold seawater back. Intensive pumping can lower freshwater pressure and draw saline water inland or upward into the well’s screened interval. Once salinity enters an aquifer, reversing the flow can be difficult and may require reducing pumping, relocating wells or treating the water.

Other chemistry changes
A falling water table can change the contact between groundwater and minerals, mix water from different layers or redirect flow from a contaminated area. The specific risk depends on local geology and land use; no national rule can predict the result for an individual well.
Clear water, an acceptable taste or the absence of an odor is not proof of safety. A private-well owner should arrange laboratory testing when the water level changes substantially, the well is repaired or flooded, nearby land use changes, unusual taste or odor appears, or local health officials recommend testing. EPA’s private-well program is the appropriate public-health starting point for selecting tests and interpreting results. A home test kit can provide screening information, but confirmatory testing and health decisions should follow guidance from the local health department or an accredited laboratory.
Why impacts differ from one well to another
Two wells a short distance apart can respond differently because they may draw from different layers or have different construction. Compare the following factors before assuming that a regional headline describes your property.

| Factor | Questions to ask | Why it matters |
|---|---|---|
| Setting | Is the well coastal, near a tidal river or inland? | Coastal and connected aquifers have greater saltwater-intrusion potential. |
| Aquifer and sediment | Does the aquifer include compressible clay-rich layers? | Fine-grained layers can compact when pore pressure falls, increasing subsidence risk. |
| Well construction | What are the total depth, screened interval, casing condition and pump-intake elevation? | A shallow or poorly constructed well may lose production sooner than a deeper well in another layer; damaged casing can admit sediment. |
| Pumping and recharge | How much is pumped, and have drought or recharge patterns changed? | Sustained withdrawals and reduced recharge drive long-term declines. |
| Measured water levels | What are the static and pumping levels, and how have they changed over months or years? | Measurements separate a trend from a one-time fluctuation. |
| Yield and cost | Has flow fallen or energy use risen for the same demand? | Performance and operating cost reveal increasing lift or reduced recovery. |
| Water chemistry | What do laboratory results show for salinity and other local contaminants? | Only analysis can establish whether water meets applicable health standards. |
How to find out whether your well is affected
- Gather the well record. Find the construction report, total depth, casing and screen details, pump setting, installation date and previous repairs. Note the aquifer or water-bearing layer if the record identifies it.
- Record current performance. Log static water level after the well has rested, pumping water level while a known fixture or test flow is operating, flow rate, pump runtime and electricity use. Record the date, weather, recent demand and measurement method.
- Compare over time. Plot measurements rather than relying on memory. A repeated decline under comparable conditions is more informative than one reading taken during an unusual demand spike.
- Check regional information. Contact the local groundwater agency and review state or USGS observation-well and land-motion programs where available. These networks can show whether nearby changes are seasonal, drought-related or part of a longer decline.
- Test the water. Use a laboratory and analytes appropriate to the well’s location and history. Include salinity indicators where intrusion is plausible and any contaminants recommended by the health department.
- Arrange a professional inspection. If production falls, have a qualified well professional check the pump, electrical system, casing, screen, sanitary seal and water level before authorizing major work.
What to do when production drops
If the problem is sudden
Turn off or reduce demand, protect the pump from running dry, and check for a power or pressure-system fault. A professional can determine whether the failure is mechanical or reflects a water-level change. Do not infer aquifer depletion from a single equipment failure.
If the decline is gradual
Use the measurements and well record to identify the trend. A professional may recommend adjusting the pump intake, reducing peak demand, improving efficiency, deepening the well or drilling into another aquifer. Feasibility depends on geology, casing condition, expected yield, permitting and the risk of transferring the problem to another layer.
If subsidence is a concern
Report damaged casings, new cracks or drainage changes to the local groundwater agency. In monitored regions, combine well-level data with land-motion measurements; a water-level change without corresponding ground movement does not by itself establish damaging subsidence.
How large is the groundwater issue in the United States?
Groundwater supplies drinking water for about half of the U.S. population and nearly all of the rural population, according to the U.S. Geological Survey (2003). The same USGS source reports that groundwater provides more than 50 billion gallons per day for U.S. agricultural needs. Those figures explain why local pumping decisions can have regional effects, but they do not predict the condition of a particular household well.
National data also have limits. EPA notes that groundwater levels are not measured nationwide through one comprehensive program, so local records may be incomplete. Interpretation should therefore rely on the best available well logs, repeated measurements, laboratory results and regional monitoring rather than a single national statistic.
Quick Recap
Key takeaways for a household well owner
- Persistent pumping above recharge lowers water levels and can leave a well weak or dry, particularly during drought.
- Lower levels increase pumping lift and cost before a well stops producing.
- Compaction of clay-rich sediments can permanently lower the land surface and damage infrastructure.
- Depletion is not an automatic declaration that water is unsafe, but altered flow can cause salinity or other chemistry changes.
- Measure water levels and performance, preserve construction records, test through an appropriate laboratory and obtain a professional diagnosis before deepening or replacing a well.
