Yes, a streamer or influencer can promote gambling in the UK, but a sponsored stream, affiliate link, promo code, free-bet message or operator-owned post is likely to be treated as a gambling marketing communication. The campaign must be socially responsible, comply with the CAP and BCAP advertising codes, avoid directing marketing at under-18s or exploiting vulnerable people, make its commercial nature obvious and present important promotion terms clearly. A campaign involving viewers outside the UK needs a separate review of each audience country, the operator’s licence and the platform’s current rules.
The short answer for creators and operators
UK gambling advertising rules apply to more than conventional adverts. A livestream, edited video, social post, chat message, channel description or creator-owned webpage can be regulated when its purpose or effect is to sell a gambling product or drive registrations. The UK Gambling Commission requires licensed operators to advertise responsibly and comply with the UK Advertising Codes. The Advertising Standards Authority (ASA) administers those codes and can investigate complaints.
- Identify the commercial relationship. Sponsorships, affiliate commissions, tracked links, sign-up codes and free-bet calls to action are strong indicators that content is marketing.
- Protect children and vulnerable people. Do not select media or contexts that direct gambling marketing at under-18s. Consider the creator’s following, the game or sport featured, the presenter’s persona and the execution.
- Remove harmful creative claims. Do not portray gambling as essential, a priority over family, work or education, a route to status or attractiveness, a test of toughness, or a rite of passage.
- Make advertising unmistakable. Use a prominent, unambiguous label and do not rely on a buried disclosure in a long description or an easily missed verbal aside.
- Show significant terms where the offer appears. Eligibility, wagering, expiry, geography, withdrawal and other material conditions must be accessible before a viewer acts.
- Check every jurisdiction and platform. UK rules do not answer what is lawful for viewers in the United States, European Union, Australia or elsewhere, and platform policies change.
When creator content becomes a gambling advertisement
The label “content” does not decide whether the CAP Code applies. In an article published on 11 June 2026, ASA/CAP explained that the CAP Code can apply to marketing communications in a marketer’s own online spaces when the content can reasonably be considered to be selling something. The same principle matters when an operator supplies footage, talking points, links or payment for a creator’s channel.

A contract that pays a creator to mention an operator, display its branding, demonstrate a game or send viewers to a registration page creates an obvious marketing relationship. The fact that the segment is entertaining, conversational or embedded in a normal stream does not turn it into independent editorial coverage. Keep the agreement, briefing documents, approval history and audience-targeting settings so the commercial relationship and the decisions behind the placement can be demonstrated.
Affiliate links, tracking codes and referral rewards
An affiliate link or personal code can be advertising even when the creator is paid only after a viewer deposits or registers. A statement such as “use my code” is a call to action, not merely a product mention. Disclose the financial relationship next to the link or code and in the spoken or on-screen introduction when the promotion is delivered in a livestream. The disclosure should remain visible or audible long enough for a typical viewer to understand it.

Free bets, bonuses and promotional messages
Offering a “free bet”, bonus or other incentive is marketing. The headline benefit cannot be separated from significant conditions that determine whether a viewer can use it or withdraw winnings. Putting all conditions behind a link in a stream description is risky if the viewer is encouraged to act before opening that link.
Operator-owned and creator-owned channels
Posts on an operator’s account are not exempt because they resemble a meme, gameplay clip or community update. Likewise, a creator’s own website, community server or social account can carry marketing communications when the creator is acting for an operator. Classify each asset by its commercial purpose, not by whether it looks like a conventional banner advert.

The UK legal and regulatory framework
Licensed operators must follow the UK Advertising Codes
The Gambling Commission’s licensing conditions require licensed gambling operators to advertise in a socially responsible way and comply with the CAP (non-broadcast) and BCAP (broadcast) codes. The Commission has also said that, where a medium is not explicitly covered, the codes’ underlying principles should still be applied. Livestreams, short-form video, chat and emerging creator formats should therefore be assessed against the same responsibility standards rather than treated as a loophole.
The ASA investigates complaints
The ASA enforces the advertising codes across media. A complaint can concern the ad’s targeting, presentation, claims, disclosure or promotional terms. An operator and its agency should be able to show who approved the content, which audience settings were selected, what terms were displayed and how the creator’s commercial relationship was disclosed.
Why format does not remove responsibility
Live content creates special risks: viewers may join after the disclosure, chat messages can repeat an offer without its terms, and a creator can improvise claims that were not in the approved script. Treat the stream, overlays, pinned comments, chat commands, profile links, clips and subsequent edits as one campaign. Each component needs the same audience and creative review.

Protecting under-18s and vulnerable people
CAP Rule 16.1 and audience selection
CAP Rule 16.1 requires socially responsible gambling advertising and protection for children, young persons and vulnerable people. Marketing communications should not be directed at under-18s through the selected medium or context. Certain lottery and gaming categories use a 16 threshold, so a campaign must identify the specific product and applicable category rather than assume that every gambling message has the same age limit.
“Strong appeal” is about more than age settings
Guidance updated on 14 October 2025 explains that social-media personality, sport, context and execution can help determine whether gambling content has strong appeal to children. A creator with a large under-18 following, youth-oriented humour, school-age slang, popular gaming characters or a presentation built around dares and excitement may create a youth appeal even if an account has an age setting. The ASA has specifically scrutinised influencer gambling marketing and restrictions connected with large under-18 followings.
Vulnerability and financial harm
Audience review should consider more than chronological age. A campaign that emphasises chasing losses, urgent deposits, repeated play or financial rescue can be harmful to people experiencing gambling-related or financial vulnerability. Avoid targeting based on inferred distress, debt, compulsive behaviour or other sensitive characteristics. If the creator’s community includes people who may be vulnerable, narrow the campaign or decline it rather than assuming a generic disclaimer solves the problem.
Practical audience checks
- Record the age profile and geography supplied by the platform, recognising that analytics can be incomplete.
- Review the creator’s audience, recurring characters, games, music, language and visual style for youth appeal.
- Check whether paid targeting, retargeting or lookalike audiences could reach under-18s.
- Use available age-gating and category controls, but do not treat them as a substitute for responsible creative and placement decisions.
- Reassess clipped or reposted versions, which may reach a different audience from the original livestream.
Creative messages and imagery that must be removed
Gambling advertising must not present gambling as indispensable or more important than family, friends, work or education. It must not suggest peer pressure, or imply that gambling improves a person’s self-image, social status or attractiveness. Linking gambling to seduction or sexual success is prohibited, as is presenting gambling as proof of toughness, recklessness or a rite of passage.

| Risky message or device | Why it fails | Safer editorial decision |
|---|---|---|
| “Everyone is doing it—don’t miss out” | Creates peer pressure and fear of exclusion | Remove the social-pressure framing; provide neutral product information only if the campaign passes all other checks |
| “This will change your life” or “fix your money problems” | Implies financial improvement or gambling as a solution | Do not connect gambling with debt relief, income or guaranteed improvement |
| “Be a real man/woman; take the risk” | Associates gambling with toughness, identity or recklessness | Remove identity challenges and risk glorification |
| Gambling as a route to popularity or romance | Claims an improvement in status, attractiveness or sexual success | Exclude romantic, sexual or status-based rewards |
| “You have to do this when you turn 18” | Presents gambling as a rite of passage | Never frame participation as a milestone or obligation |
Urgency can also become problematic when it pressures viewers to deposit immediately or chase a loss. A creator should not improvise “keep playing”, “win it back” or similar prompts during a live session. Build an approved script, train moderators and stop the segment if the conversation moves into prohibited territory.

How to disclose a sponsorship or affiliate relationship
- Declare the relationship before the promotion. Put a clear label such as “Ad” or “Advert” at the start of a video, stream segment or post, and repeat it where a long livestream resumes after a break.
- Place the disclosure with the action. The label should be adjacent to the affiliate link, code, pinned comment or button, not hidden behind a profile menu or below unrelated text.
- Use plain language. Explain that the creator is paid, receives commission or benefits from registrations. Avoid vague labels that viewers may not recognise as advertising.
- Control every surface. Check spoken words, on-screen graphics, overlays, chat commands, titles, thumbnails, descriptions and edited clips.
- Keep evidence. Store the final files, disclosure wording, contracts, briefs, approvals and targeting settings for the campaign period.
Promotions, significant terms and electronic marketing
Put material conditions where viewers can understand them
The Gambling Commission advises that significant promotional terms and conditions be presented clearly and accessibly. For a free bet or bonus, assess whether the viewer needs to know wagering requirements, eligible games or bets, minimum deposits, expiry, age and identity checks, geographic eligibility, withdrawal limits and any restrictions before deciding to participate. If a condition could change the value or availability of the offer, it is significant. Do not rely on tiny text, a rapidly disappearing overlay or a stream description that viewers are unlikely to open.
Separate advertising from direct electronic marketing
Sending promotional email, text messages, direct messages or similar electronic communications generally requires informed, specific consent unless a lawful exception applies. A creator cannot assume that a follower, subscriber or viewer has consented merely by watching a stream. Keep consent records, identify the sender and provide the controls required for the communication method and jurisdiction.
Platform execution and policy checks
Platform rules are separate from UK advertising law. Before publication, check the current policy for gambling content, branded-content labels, age gating, category restrictions, paid targeting and outbound links on every service used. A platform may restrict a format even when the operator is licensed, or require a built-in disclosure in addition to the creator’s wording. Verify the policy at approval and again if the campaign is edited, republished or moved to another service.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
For a livestream, prepare moderator instructions, scheduled disclosure reminders and a process for removing an unsafe clip or chat message. Do not assume that a platform’s age selector blocks every under-18 viewer, and do not let an affiliate URL redirect viewers to a product or territory that the operator is not authorised to serve.
Cross-border campaigns need a separate legal review
The UK rules do not determine the requirements for a viewer in another country. Map the creator’s location, the operator’s licensing jurisdictions, the countries in which the content will be available and the platform’s regional restrictions. Then check local gambling law, advertising codes, age rules, disclosure requirements, privacy and direct-marketing consent rules. Geo-blocking or excluding a country may be necessary, but it should be tested rather than assumed to work perfectly.
A pre-publication workflow
- Map the campaign. List the operator, licence, creator, payment or affiliate arrangement, platforms, links, codes, formats and intended countries.
- Classify every asset. Mark sponsorship segments, gameplay, reviews, clips, profile links, chat commands, landing pages and direct messages as marketing or editorial, with reasons.
- Screen the audience. Review age data, under-18 following, youth appeal, targeting settings and vulnerability risks.
- Rewrite the creative. Remove pressure, status, attractiveness, financial-rescue, recklessness and rite-of-passage claims.
- Build disclosures and terms. Add prominent ad identification and show significant promotional conditions at the point of the offer.
- Check consent and destinations. Confirm consent for direct electronic marketing and verify that every link reaches an authorised, geographically appropriate offer.
- Apply platform controls. Complete branded-content declarations, age gates, category settings and link checks required by each service.
- Approve and monitor. Save the final version, brief moderators, watch the live execution and remove or correct unsafe material promptly.
Common streamer scenarios
“I am only showing casino gameplay.”
Gameplay supplied, funded or promoted by an operator can still be marketing. Review the commercial relationship, age and youth appeal, disclosures, claims, chat and links. Entertainment framing does not remove the advertising obligations.
“The affiliate code is in my description.”
A description-only disclosure is weak if the stream repeatedly asks viewers to use the code. Identify the commercial relationship in the spoken and on-screen promotion, place the disclosure beside the code and make the offer’s significant terms accessible before registration or deposit.

“Most of my viewers are teenagers.”
Do not proceed until the audience and context review shows that the campaign is not directed at under-18s and does not have strong child appeal. A nominal age gate does not cure a creator-led campaign built around youth culture or a predominantly under-18 following.
“The operator is licensed in the UK, so overseas viewers are covered.”
A UK licence does not answer the law where an overseas viewer is located. Restrict availability where necessary and obtain a country-by-country review before publishing internationally.
Bottom line for creators
Treat any paid, affiliate or operator-connected gambling content as advertising from the first draft. Apply CAP and BCAP principles, make the relationship unmistakable, protect under-18s and vulnerable people, remove pressure and status-based claims, display significant terms and verify both platform and cross-border requirements. If those controls cannot be implemented reliably in a live or fast-moving format, do not run the promotion.
