Yes. A non-resident can generally buy shares listed on the Indonesia Stock Exchange (IDX), but the trade must go through an IDX-member broker or securities company and must satisfy current identity, custody, foreign-ownership, tax and settlement rules. Before sending money, verify the broker’s OJK status and non-resident policy, obtain the required KSEI investor identification, check the issuer’s foreign-ownership headroom, and calculate the complete after-tax, after-FX cost.
The checks below are designed for an investor who is evaluating Indonesian listed shares from outside Indonesia. Rules, fees, tax procedures, settlement practices and issuer disclosures can change, so confirm each item with the broker, KSEI, IDX, OJK and the Indonesian Directorate General of Taxes immediately before opening an account and again before placing an order.

Can a foreigner buy Indonesian stocks?
Foreign investors access listed Indonesian shares through brokers or securities companies that are members of the Indonesia Stock Exchange. IDX describes the route this way: “After the shares are listed on the stock exchange, investors will be able to trade the company’s shares to other investors through brokers or securities companies, which are members of the Indonesia Stock Exchange.”

That statement identifies the trading channel, not a blanket approval for every investor, security or sector. A broker must first accept you under its non-resident onboarding policy, and the investment must comply with Indonesia’s current foreign-investor framework and any issuer-specific ownership ceiling. Some industries have sector rules, and a company may have little or no foreign-ownership capacity left even when the shares are otherwise available on the market.

The pre-purchase decision map
Complete these checks in sequence. Each one can stop a trade before money is committed.
- Access: identify an IDX-member broker that accepts your country of residence and investor type.
- Identity and custody: establish the required KSEI Single Investor Identification (SID) and securities account, then confirm who holds the assets.
- Eligibility: check current foreign-ownership rules, sector restrictions and the issuer’s remaining headroom.
- Economics: obtain every commission, exchange, clearing, custody, banking and foreign-exchange charge in writing.
- Tax: determine dividend withholding, treaty relief, Indonesian filing obligations and reporting in your home country.
- Execution: understand market hours, order types, settlement, suspensions and failed-settlement procedures.
- Issuer quality: read financial statements, ownership, related-party disclosures, litigation, auditor comments and corporate-action history.
- Portfolio risk: stress-test the share price, rupiah, dividends, fees, taxes, rates, commodities and regulatory shocks together.
- Administration: plan how you will receive dividends, rights offers, voting materials, tender-offer notices and other corporate-action information.
Choose the access route and intermediary
Verify licensing and exchange membership
Ask the prospective intermediary for its current OJK registration or authorization details and evidence that it is an IDX member or operates through an identified IDX-member securities company. Check the name on official regulator and exchange records rather than relying on an app-store description or a marketing page.
Recommended Free Tools
Request the legal entity that will contract with you, the entity that will custody your shares, and the party responsible for handling complaints. A group may use different companies for brokerage, banking and custody; you should know which one performs each function.
Confirm non-resident onboarding before preparing documents
Written confirmation should cover your nationality, country of tax residence, passport or corporate documents, address evidence, beneficial-owner information, politically exposed person screening and any local representative requirement. Ask whether documents must be notarized, legalized, translated or renewed periodically. A broker that cannot give a document list and expected review time is not ready to receive your application.

Set up your KSEI identity and securities account
What an SID does
KSEI procedures use a Single Investor Identification (SID) to identify an investor across Indonesia’s capital-market infrastructure. The SID is associated with securities-account and settlement records; it is not a substitute for a broker account, a bank account or a tax-residence certificate.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteAsk the broker whether you already have an SID, how duplicate records are prevented and how you can obtain an official confirmation. Keep the SID and securities-account details with your account-opening documents; you will need them when checking holdings, transferring a relationship or resolving a discrepancy.
Confirm the custody chain
Obtain a plain-language description of where your shares are recorded, whether the assets are segregated from the broker’s own property, and which custodian or participant is used. Ask how insolvency, suspension or termination of the broker would affect access to your securities and cash.
Test statements before trading
Before placing a large order, verify that you can receive a sample account statement, trade confirmation and cash statement. Confirm that each document shows the security, quantity, price, charges, trade date, settlement status and currency. KSEI procedures also cover investor confirmations and securities administration; ask how you can obtain those records directly or through the broker.

Check foreign-ownership and sector restrictions
Start with the current rule, not an old percentage
The OJK portal records Minister of Finance Regulation 455/KMK.01/1997 on stock buying by foreign investors through the capital market. That historical regulation is part of the formal framework, but a trade decision must use the rules currently applied to the security and investor category. Ask the broker to identify the latest applicable rule and its effective date.
Look for issuer-specific headroom
Read the company’s latest disclosures for its foreign-ownership limit, current foreign ownership and remaining capacity. A purchase can be rejected, restricted or delayed when the available headroom is exhausted. Headroom may change after other investors trade, after a corporate action or when the issuer changes its business classification.
Check sector and investor-status conditions
Some sectors have additional ownership or licensing requirements. Your status—individual, company, fund, pension vehicle or other institution—may affect eligibility. Obtain confirmation in writing before submitting an order, especially when the company operates in a regulated or strategically sensitive industry.
Calculate the all-in cost
A quoted commission is only one part of the cost. Request a written schedule and an example for the same order value from each broker you are considering.
| Cost item | What to ask | Why it matters |
|---|---|---|
| Broker commission | Is it charged on each side of a trade? Is there a minimum? | A small order can be dominated by a minimum charge. |
| Exchange and clearing charges | Are they included in the displayed commission or added separately? | Separate line items change the effective rate. |
| Custody and account fees | Are there monthly, annual, per-position or inactive-account fees? | Long-term holders may pay more than active traders. |
| Bank transfer fees | What does the sending bank, receiving bank and intermediary bank charge? | International transfers can have several deductions. |
| Foreign-exchange conversion | Which rate is used, when is it fixed, and what spread is applied? | The spread can exceed the visible transfer fee. |
| Dividend and corporate-action handling | Are there charges for collecting dividends, processing rights or tender offers? | Administration costs recur after the purchase. |
| Market-data or platform fees | Is live data optional, bundled or required? | A “free” account may require a paid data tier. |
| Minimum balance and closure | Is a minimum cash balance required, and what does account closure cost? | These charges affect your exit amount. |
Compare brokers using an identical hypothetical order: the same share value, order type, funding currency and holding period. Add the FX spread to the local-currency purchase and to any later conversion back to your home currency. Ask whether a fee is a one-time charge, a recurring charge or a promotional rate, and record the date and conditions.

Resolve Indonesian tax and treaty treatment
Separate three tax questions
- Indonesian tax at source: determine whether dividends or other distributions are subject to withholding and how the broker documents it.
- Treaty relief: establish whether the tax treaty between Indonesia and your country applies, which residence certificate or forms are required, who submits them and by what deadline.
- Home-country reporting: determine how your jurisdiction treats dividends, capital gains, foreign accounts, currency gains and foreign tax credits.
The Directorate General of Taxes publishes Indonesia’s double-taxation-avoidance procedures and foreign-tax-credit rules, including PER-25/PJ/2018 and PMK 192/PMK.03/2018. KSEI securities-administration procedures also address treaty application. Those documents do not eliminate the need to confirm your personal facts with a qualified Indonesia non-resident tax adviser.
Ask for documentary evidence
Before funding the account, ask what tax certificate, withholding statement or transaction report you will receive and when. Confirm whether the broker can apply treaty relief at payment or whether you must claim a refund later. Keep the certificate of tax residence, forms, dividend notices, withholding records, trade confirmations and bank statements together. Tax rates, forms and deadlines can change; do not infer a current rate from an older statement or from another investor’s experience.
Understand trading, settlement and liquidity
Know how an order behaves
Confirm which order types the broker supports, the minimum order size, price limits, validity period and cancellation rules. Ask whether orders can be entered outside local market hours and how the broker timestamps instructions. A market order can receive a materially different price in a thinly traded share, while a limit order may never execute.
Confirm the settlement timetable
Obtain the current settlement cycle from the broker and ask what happens when a counterparty fails to deliver securities or cash. Clarify when you may withdraw sale proceeds, when bought shares become available for transfer and who bears penalties or buy-in costs after a failed settlement.

Measure liquidity, not just the last price
Review typical trading value, number of trades, displayed bid-ask spread and the depth available near your intended price. Compare the size of your proposed order with normal turnover. Split an order or use a limit price when a single instruction could move the market. A suspension can prevent both buying and selling; ask how notices are delivered and whether existing orders are cancelled.

Read the issuer before reading the chart
Financial statements and audit quality
- Read the latest audited annual statements and the most recent interim report.
- Check revenue, cash generation, debt maturities, related-party balances and unusual changes in working capital.
- Read the auditor’s opinion, emphasis-of-matter paragraphs and any qualification rather than relying on the headline profit figure.
- Look for restatements, delayed filings or unexplained changes in accounting policy.
Ownership and governance
- Identify the controlling shareholder, board structure and significant affiliated companies.
- Check free float and concentration: a low free float can amplify volatility and make exits difficult.
- Review related-party transactions, shareholder agreements and conflicts of interest.
- Look for material litigation, regulatory sanctions, license issues and enforcement disclosures.
Dividends and corporate actions
Do not treat a past dividend as a promise. Read the stated dividend policy, payout history, cash requirements and any conditions imposed by debt agreements or regulators. Record ex-date, record date, payment date and any election deadline for scrip, reinvestment or rights offers. Check whether a split, tender offer, merger, delisting or restructuring could change your position.
Compare candidate stocks on risk-adjusted grounds
| Comparison axis | Questions to answer |
|---|---|
| Governance | Who controls the company, and how are minority shareholders protected? |
| Valuation | Which assumptions about growth, margins, debt and cash flow are embedded in the price? |
| Liquidity | Can your intended position be built and sold without excessive spread or price impact? |
| Ownership concentration | How much of the register is held by controllers, insiders or strategic investors? |
| Disclosure quality | Are reports timely, complete, consistent and clear about risks? |
| Sector regulation | Could licensing, ownership or price regulation change the investment case? |
| Currency exposure | Are revenues, costs, debt and dividends linked to rupiah or foreign currencies? |
| Macro sensitivity | How would rates, commodities, growth or political decisions affect earnings? |
Model the return in your home currency
Your result is not simply the IDX share-price change. A practical decomposition is:
Home-currency return = share-price return + dividends ± rupiah movement − fees − taxes.
Use scenarios rather than one forecast. For each candidate, calculate a base case, a weaker-rupiah case and a stress case with lower earnings or dividends. Include the cost of converting into rupiah at purchase and back into your home currency at sale. If the company earns heavily from commodities or exports, test the relevant price and demand shock; if it relies on imported inputs or foreign debt, test a weaker rupiah and higher interest costs.
Keep the scenario assumptions separate from facts in the issuer’s filings. A stress test is a decision tool, not a prediction.
Plan ownership administration after the trade
Dividends and statements
Confirm the dividend currency, payment route, expected timing and deductions. Ask whether dividends are credited automatically, whether a local bank account is required and how rejected payments are corrected. Set a regular schedule for downloading KSEI and broker statements so that missing cash or securities can be reported promptly.
Rights issues, tenders and voting
Find out how notices arrive, how much lead time you receive and how instructions are submitted from abroad. Ask who translates or explains an offer, what happens when you do nothing, and whether funds must be available in rupiah before a deadline. Proxy and voting procedures may require forms, signatures or a local cut-off earlier than the issuer’s public date.
