A butcher shop should keep a written food-safety system plus evidence that employees followed it. The core file normally contains the hazard analysis and HACCP plan, sanitation procedures and checks, temperature and other critical-control-point (CCP) logs, thermometer calibration, deviations and corrective actions, verification, product and lot traceability, receiving and storage records where relevant, employee training, and supporting maintenance, pest-control, testing, and inspection records. The exact forms and retention period depend on whether the business is retail-only, state-inspected, federally inspected, custom-exempt, and on the state or local jurisdiction.
First determine which rules govern the shop
“Butcher shop” is not a single legal category in the United States. A retail counter that cuts and sells meat locally can be governed mainly by a state or local retail-food code. A plant producing meat for commerce may be under federal inspection by the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS), or under a state meat-inspection program. A custom-exempt operation has a different status and may have additional restrictions on who can receive its product. A shop that only cuts retail packages has a different record burden from one that grinds, cures, smokes, cooks, or ships products.

| Operation | What usually drives the records | Important qualification |
|---|---|---|
| Retail-only butcher shop | Adopted retail food code, local permits, and state rules | Forms and retention periods vary by jurisdiction. |
| State-inspected establishment | State meat-inspection regulations and the approved HACCP/sanitation system | The state may add fields, approvals, or retention requirements. |
| Federally inspected establishment | FSIS regulations, HACCP, sanitation, and inspection requirements | Records must support the establishment’s approved process and inspection program. |
| Custom-exempt operation | Custom-exemption conditions and applicable state or local rules | Product is for the owner’s use, not ordinary retail sale; confirm the exact exemption with the regulator. |
This article is U.S.-focused. Ask the shop’s inspector or health department for the applicable retention schedule before destroying records. USDA’s 2025 explanatory notes counted more than 1,450 state-inspected establishments and more than 2,200 custom-exempt facilities in 29 state meat and poultry inspection programs in 2023, illustrating why one nationwide checklist cannot replace the local rule.

Hazard analysis, process flow, and HACCP plan
For an official establishment, FSIS identifies HACCP as the required food-safety system. Keep the current plan with a product description, intended use, process-flow diagram, hazard analysis, identified critical control points, critical limits, monitoring duties and frequency, corrective actions, verification procedures, and the recordkeeping procedures themselves.

The plan should match what the shop actually does. A flow chart for receiving, storage, cutting, grinding, packaging, and dispatch is not adequate if the business later adds curing, cooking, cooling, or another product line without reassessing hazards. Keep superseded plans according to the regulator’s schedule, but make it unmistakable which version is in force.
Sanitation SOPs and completed sanitation checks
Keep written sanitation standard operating procedures (SSOPs) for pre-operational and operational sanitation. They should identify what is cleaned, how it is cleaned and sanitized, chemicals and concentrations where applicable, responsible employees, frequency, and what happens when a check fails.
Completed records should show that food-contact surfaces, knives, saws, grinders, tables, tubs, conveyors, and other equipment were checked at the required times. A simple “done” mark is weak evidence if the procedure requires an observation; record the result, the date and time, the person making the check, and any corrective action.
CCP, temperature, and other process-monitoring logs
Record the actual observation required by the HACCP plan: temperature, time, pH, water activity, or another quantifiable value. Include the product or lot, the date and time, the monitor’s name or initials, and the applicable critical limit. Receiving, cold storage, cooking, cooling, and hot or cold holding may be control points depending on the process.
Do not backfill a day’s readings from memory. If a scheduled check was missed, identify the omission and follow the deviation procedure. Retain the underlying log rather than only a monthly summary so an inspector can see the frequency and sequence of measurements.

Instrument calibration and accuracy checks
Thermometers and other instruments used to make food-safety decisions need calibration or documented accuracy checks at the frequency specified by the plan, the manufacturer, or the regulator. The record should identify the instrument, date, method or reference standard, observed result, acceptance criteria, person performing the check, and what happened if the instrument was outside tolerance.
When an inaccurate thermometer may have affected product decisions, link the calibration failure to the affected lots and the corrective-action record. Keep evidence that a replacement or repaired instrument was checked before use.
Deviations and corrective actions
Every failure to meet a critical limit should have a corresponding record. Describe the deviation, affected product or lot, immediate correction, product disposition (such as reprocessing, hold, release with justification, or destruction), and the person who authorized the disposition.
Where the system uses preventive or root-cause actions, document them as well: equipment repair, employee retraining, a changed monitoring frequency, or a revised procedure. Verification should show that the correction worked and that the same failure did not continue.
Verification, validation, and reassessment
Keep records showing that someone other than the person making a routine entry, when required by the plan, reviewed monitoring records and corrective actions. Verification can include record review, direct observation, instrument checks, sampling, or other activities specified in the plan.

Retain supplier identity, establishment information where applicable, purchase or receiving date, product description, lot or production code, quantity, and receiving condition. If temperature at receipt is a control, record the actual reading and the disposition of a load that fails the limit.
Storage records should show time and temperature when those factors are part of a control measure. Distribution records should allow the shop to identify where a lot went, while a recall or withdrawal file should connect the affected lot to customers, distributors, or other destinations. The level of detail should let the shop trace one step back to the supplier and one step forward to recipients.
Employee training records
Document initial and refresher training in personal hygiene, good manufacturing practices, cleaning and sanitation, personal safety, and each employee’s HACCP responsibilities. Include the employee’s name, subject, date, trainer, and a way to show completion, such as a signature, test, or practical demonstration.
Retraining belongs in the file after a corrective action, a new piece of equipment, a process change, or a recurring documentation error. Training records do not replace evidence that the procedure was followed; they support it.

Supporting prerequisite-program records
Depending on the hazards and process, keep records for equipment maintenance, pest control, chemical control, water or ice, environmental or food-contact-surface testing, waste handling, refrigeration service, and inspections. A test result should identify the sample or location, date, method or laboratory where relevant, result, acceptance criteria, and follow-up for an unsatisfactory result.
Raw-beef grinding requires a specific lot log
Retail stores and official establishments that grind raw beef have an explicitly documented USDA record requirement reproduced in FDA Food Code 2022 Annex 2. For each grinding lot, the record must include:
- the establishment numbers of the suppliers;
- supplier lot numbers and production dates;
- the names of all supplied materials, including beef components and any carryover material;
- the date and time each lot is produced; and
- the date and time the grinder and related food-contact surfaces are cleaned and sanitized.
A bound meat-grinder logbook or an electronic form can make those fields easier to complete and retrieve. It does not eliminate the obligation to enter accurate information or to add fields required by a state or local authority. If carryover material is used, identify it rather than treating it as an untracked ingredient.
How long must the records be kept?
There is no single “keep everything for X years” answer for every U.S. butcher shop. Section 642 of the Federal Meat Inspection Act, 21 U.S.C. §642, requires covered businesses to keep records that “fully and correctly disclose all transactions involved in their businesses,” while the retention period is set by regulation. Retail food-code adoption, state meat-inspection rules, local permits, and the shop’s federal status can impose different schedules.
Recommended Free Tools
Obtain the schedule in writing from the responsible regulator and apply the longest applicable period when requirements overlap. Ask specifically about HACCP and sanitation records, grinding logs, supplier and distribution records, employee training, calibration, laboratory results, and records connected to a complaint, hold, recall, investigation, or enforcement action. Do not destroy a record that is subject to a pending investigation, recall, or legal hold.

Make every entry inspection-ready
FSIS describes HACCP records as including the monitoring result, calibration information, corrective actions, verification results, product identification, and the date the record was created. FDA HACCP guidance likewise expects records to be dated and signed or initialed by the person performing the monitoring.
- Use permanent, legible entries; correct an error with a single line, the corrected value, initials, and date rather than erasing it.
- Identify the product, batch, lot, room, or piece of equipment whenever the entry could otherwise be ambiguous.
- Record actual values and times, not unexplained check marks.
- Make the responsible employee attributable through a signature, initials tied to a roster, or a secure electronic identity.
- Keep records organized so an inspector can retrieve a day, lot, instrument, or corrective action quickly.
- Protect electronic records with access controls, backups, and an audit trail; protect paper records from water, grease, fading, and unauthorized changes.
A practical setup process
- Map the operation. List every product and process from receiving through distribution, including grinding, marinating, curing, cooking, cooling, and repackaging.
- Confirm the regulatory category. Ask the state meat program, local health department, or FSIS contact which rules and retention schedules apply.
- Build or update the hazard analysis and flow chart. Identify hazards, CCPs, critical limits, monitoring frequency, corrective actions, and verification.
- Create controlled forms. Provide fields for date, time, product or lot, measured value, employee identity, and required follow-up. Create a dedicated raw-beef grinding log if the shop grinds raw beef.
- Set an instrument program. Assign each thermometer or meter an identifier, define accuracy checks, and link an out-of-tolerance result to affected product decisions.
- Train and observe. Teach employees how to complete each form, then observe entries on the floor and correct misunderstandings immediately.
- Review routinely. A supervisor should review completed logs for missing fields, out-of-limit results, and unresolved corrective actions at the frequency specified by the plan.
- Back up and retrieve. File records by date and lot, test retrieval, and preserve records connected to complaints, holds, recalls, or inspections.
Paper versus electronic records
Either format can work if it captures the required information and remains trustworthy. Choose based on the shop’s process and the inspector’s access expectations.
| Decision point | Paper logbook | Electronic system |
|---|---|---|
| Required fields | Simple to deploy, but blank or incomplete fields can be missed. | Can require fields and flag missing entries, if configured correctly. |
| Retrieval during inspection | Fast when indexed and filed consistently; slow when mixed in boxes. | Search and filtering can locate a date, lot, or instrument quickly. |
| Attribution and changes | Signatures and controlled corrections provide the audit trail. | User accounts, timestamps, and immutable audit trails must be enabled and retained. |
| Calibration and corrective-action linkage | Requires cross-references between forms. | Can link an instrument, deviation, lot, and action, but only if the workflow is designed for it. |
| Backup and access | Needs physical protection and duplicate storage. | Needs reliable backups, permissions, outage procedures, and export capability. |
| Cost | Low equipment cost; staff time is higher for filing and review. | May reduce filing labor but adds setup, subscription, device, and support costs. |
Common failures and how to correct them
Using one generic temperature sheet for every process
A generic sheet may omit the critical limit, frequency, product identity, or corrective action required by a particular HACCP plan. Create process-specific forms and list the governing limit on each form.
Free tools Windows power users keep installed
One-click scans. No signup required.
Recording “OK” instead of a measurement
“OK” does not show whether a refrigerator was 38°F or 48°F, or whether a cooking limit was met. Record the actual value and time, then document the response to any out-of-limit result.
Failing to connect a deviation to product disposition
An entry that says “rechecked” without identifying the lot and its disposition leaves an inspection gap. Place affected product on hold when required, identify who decided its disposition, and document verification.
Keeping a grinder log without supplier lot details
A production time alone cannot support traceability. Enter supplier establishment numbers, supplier lot numbers and production dates, all materials including carryover, and sanitation times for the equipment and food-contact surfaces.
Destroying records on a convenient schedule
Calendar-based purging can violate a state, federal, or investigation-related hold. Apply the regulator’s schedule, document the schedule used, and preserve records under investigation or recall.
