Which job it performs depends on what you’re doing, and on your platform and keyboard. For formulas, the key is most useful when you know whether the row, column, or both should stay fixed as you copy the formula.
What does F4 do in Excel?
F4 can repeat the last action when that action is repeatable. During formula editing, it can instead change the reference you have selected. These are separate contexts, so pressing F4 does not have one universal result. Microsoft lists F4 for reference cycling in its Excel keyboard-shortcut guide and describes repeating an action in its undo, redo, or repeat guidance.

Repeat an action
After a simple repeatable action, such as pasting, F4 can apply that action again. Microsoft also documents Ctrl+Y as an alternative for repeating a simple action. Not every command can be repeated, so F4 may do nothing useful after an action Excel cannot repeat. The Repeat command is not on the Quick Access Toolbar by default, but you can add it if you use it often.
In some Office contexts F4 can also redo after an undo. Treat the result as context-dependent rather than assuming the key always repeats the same kind of operation. Excel for the web has more limited undo and redo options than desktop Office, so desktop instructions may not map exactly to the web app.

Change a formula reference
While editing a formula, place the insertion point in or select the cell reference you want to change, then use the reference-switching shortcut for your platform. F4 cycles the selected reference through relative, absolute, and mixed forms. If the reference is not selected during formula editing, the key may act differently or not change it.
How do I use F4 to lock a cell reference?
A reference’s dollar signs determine what remains fixed when you copy a formula. A reference without dollar signs is relative; adding a dollar sign before a column letter fixes that column, and adding one before a row number fixes that row. Microsoft’s formula tips and reference-switching guide explain these forms.

| Reference | What stays fixed when copied | What changes |
|---|---|---|
| A1 | Nothing | Row and column adjust relative to the destination. |
| $A$1 | Column A and row 1 | Nothing; the reference stays on A1. |
| $A1 | Column A | Row adjusts. |
| A$1 | Row 1 | Column adjusts. |
For example, if a formula refers to A1 and you copy it two rows down and two columns right, the reference becomes C3. If it refers to $A$1, it remains $A$1. Mixed references preserve just one part, which is useful when a formula should keep pointing to a header row or label column while the other part follows the copied formula.
Choose the form before cycling
- Use A1 when both row and column should move with the formula.
- Use $A$1 when both should remain fixed, such as a constant stored in one cell.
- Use $A1 when the column should stay fixed but the row should move.
- Use A$1 when the row should stay fixed but the column should move.
For example, in =B4*C4, both references are relative and adjust if you copy the formula down. If a tax rate is stored in F1 and should remain the same in every copied formula, the reference to that rate should be $F$1. A formula does not automatically need an absolute reference; lock only the part that must not shift.

How do I toggle between absolute and relative references?
In desktop Excel for Windows, edit the formula, put the insertion point on or select the reference, and press F4 to cycle its forms. Stop when the dollar signs match the row and column behavior you want. If a range is selected, the shortcut cycles the reference or range form as well. Microsoft’s reference-switching instructions show the behavior.
On Mac, Microsoft’s general keyboard-shortcut page includes platform-specific guidance, while its Mac-specific reference article directs users to Command+T. Because Microsoft’s pages describe the Mac shortcut differently, check the current instructions for your Excel edition rather than assuming F4 or Command+T is universal. The relevant pages are Keyboard shortcuts in Excel and Switch between relative and absolute references.

Why is F4 not working in Excel?
Check the context first: reference cycling requires formula editing with the intended reference selected, while repeating requires a last action Excel can repeat. If neither explanation fits, the keyboard may be sending a device function instead of F4.
- Select the reference: Edit the formula and place the insertion point on the reference, or select it, before trying the reference shortcut.
- Try the keyboard’s function-key modifier: Some keyboards require Fn+F4 or the F-Lock key before F4 sends the standard function-key command. Microsoft notes this possibility in its repeat-action guidance.
- Check platform and Excel version: Windows and Mac instructions differ, and Excel for the web has more limited undo and redo behavior than desktop Office. Consult Microsoft’s current shortcut page for the edition you use.
- For repeating, test a repeatable action: Some actions cannot be repeated. Try Ctrl+Y for a simple repeat, or add Repeat to the Quick Access Toolbar if that command is useful to your workflow.
A keyboard with an Fn key or an F-Lock key may help only when the keyboard requires that modifier; buying new hardware is not a prerequisite for using Excel’s reference shortcut.

Why F4 can save repetitive work
When copying formulas across rows, columns, or a grid, F4 avoids manually adding or removing dollar signs for each reference. The practical gain is fewer repeated edits and fewer chances to lock the wrong row or column. It is a convenience of the formula mechanics, not a measured time-saving figure, and its benefit depends on the formulas and actions you repeat.
