What Drives a Construction Company’s Fair Value When Its Stock Price Falls?

A construction stock’s price decline may reflect weaker cash-flow expectations, higher risk or both. Learn how to assess backlog, execution, cash conversion and financing.

A falling share price does not, by itself, show that a construction company’s fair value has fallen by the same amount—or that the stock is now undervalued. Fair value is an estimate of the present worth of the cash the business can generate for investors, after accounting for financing obligations and risk. The key is to determine whether expected cash flows have weakened, investors are demanding a higher return, or both.

For contractors, trace the chain from awards and backlog to completed work, revenue, project margins, cash collection and free cash flow. Backlog offers visibility, not a guarantee of profitable work or cash.

What fair value means when a stock falls

The market price is the level at which shares are currently trading. Fair value is an estimate produced from assumptions about future cash flows and risk; it is not directly observable. A price decline can signal lower expected earnings or cash flow, a higher required return because of interest rates or perceived risk, a lower valuation multiple across the sector, or a combination of these factors.

That distinction cuts both ways. A stock trading below an earlier price is not automatically cheap: the business outlook may have worsened. Nor does a falling price prove that the company’s underlying value declined by the same percentage. To assess the difference, identify what changed in the operating outlook and in the assumptions investors use to value it.

How construction work turns into investor cash

A contractor’s value depends on more than the amount of work it has announced or booked. Each stage of the business has its own risks:

  1. Awards and contracts: New work may be subject to funding, customer approval, a notice to proceed or other conditions. Opportunities and unsigned work are not equivalent to firm contracts.
  2. Backlog conversion: Booked work must move into active projects and be completed on schedule. Delays, cancellations and changes in scope can alter when revenue arrives.
  3. Revenue and project margin: Revenue recognition does not establish that a project will earn its originally expected profit. Cost inflation, labor availability, subcontractor performance, claims and revised estimates can erode margins.
  4. Cash collection: Accounting earnings become useful to equity holders only when projects generate cash after operating needs and investment. Billing terms, receivables, retainage, customer advances and payables all affect timing.
  5. Cash available to equity: Interest, debt repayment and other financing claims reduce the cash left for shareholders. The value of that residual cash also depends on the risk investors assign to it.

Why backlog can mislead

Backlog is an indicator of potential future work, but issuers may define it differently and it is not guaranteed revenue. Investors should check what qualifies for inclusion, whether projects have funding and authorization to proceed, expected conversion timing, cancellation rights, customer concentration and the expected profitability of the work.

Primoris Services Corporation cautioned in its second-quarter 2026 results exhibit: “Backlog, including estimated MSA revenue, should not be considered a comprehensive indicator of future revenue.” The exhibit also says a customer may cancel a project at its convenience. These qualifications make backlog quality and contract terms as important as the headline total.

Conversion time changes the risk

Work scheduled for later years is exposed for longer to changes in costs, labor availability, customer needs and project assumptions. In its 2025 annual filing, Tutor Perini said civil backlog typically converts over three to five years, while building and specialty contractor backlog typically converts over one to three years. Those are company-specific ranges, not universal construction-industry rules.

Company figures need their definitions attached

Recent U.S. company disclosures illustrate both the scale and the limits of backlog comparisons:

Company and reporting date Disclosed measure How to interpret it
Tutor Perini, June 30, 2026 $19.9 billion consolidated backlog, down 6% year over year A company-specific snapshot; its second-quarter filing also reports backlog mix and segment operating results.
Tutor Perini, December 31, 2025 $20.6 billion backlog; about $6 billion, or 29%, expected to be recognized as revenue in 2026 The expected 2026 recognition is management’s estimate tied to the year-end backlog, not a guarantee of revenue or cash collection.
Quanta Services, June 30, 2026 $53.44 billion backlog and $33.55 billion remaining performance obligations Quanta reports both measures, which are not interchangeable; compare them with another issuer’s figures only after reviewing definitions.

These figures come from the companies’ filings and are not construction-sector benchmarks. Backlog measures are not necessarily standardized; where available, compare an issuer’s definition with its remaining performance obligations and review the reconciliation or explanation in the filing.

What to examine after a price decline

Start with the company, the dates of the decline and the news or filing released around those dates. Compare the stock move with the broader market and construction sector before attributing it to company-specific deterioration. Then test the operating and financial assumptions that determine value.

Awards, backlog and conversion

  • Compare new awards with work completed, and distinguish signed, funded contracts from opportunities or work awaiting authorization.
  • Review expected conversion timing, cancellation and funding conditions, customer concentration, and whether the backlog is concentrated in a few large projects.
  • Ask whether the work can be delivered at attractive margins, not merely whether the backlog total increased.

Execution and profitability

  • Review gross and operating margins by segment over time, along with management’s explanations for changes.
  • Look for revised cost estimates, schedule slippage, loss-making projects, claims and changes in project mix.
  • Assess whether new awards are likely to earn returns comparable to completed work. A larger backlog can add little value if incremental jobs have weak economics.

Cash flow and working capital

Compare operating cash flow with reported earnings rather than assuming that accounting profit has already reached the bank. Track receivables, contract assets and liabilities, retainage, customer advances, payables and capital spending. These balances can shift substantially with project mix and billing timing.

Quanta Services says operating cash flow is influenced by demand and operating margins as well as working-capital timing, and describes seasonal working-capital needs. A temporary cash outflow may reflect project timing, but persistent weak conversion can also point to collection problems or deteriorating economics; the filings and trend over time matter.

Debt, liquidity and capital needs

Estimate what remains for shareholders after accounting for cash, debt, lease obligations, interest expense and other debt-like claims. Check maturities, refinancing needs, revolving-credit availability, covenant constraints, acquisition spending and potential share dilution. Higher borrowing costs or reduced access to refinancing can lower equity value both by consuming more future cash and by increasing perceived risk.

Valuation assumptions

A discounted cash-flow model, normalized earnings or free-cash-flow multiples, and comparable-company multiples can provide different views of value. Whatever method is used, make its assumptions explicit: forecast horizon, normalized margins, reinvestment, discount rate and terminal value. Use a range of scenarios to show how sensitive the estimate is to execution, cash conversion and financing costs; a single precise figure can imply more certainty than the inputs justify.

Why no company-specific fair value follows from the title alone

The title does not identify a company, ticker or price-drop period. The cited filings support general analytical principles and provide U.S.-listed company examples, but they cannot establish why a particular stock fell or what its current fair value is. A company-specific estimate requires the relevant issuer’s current filings and release, the dates and context of the share-price move, and explicit forecasts and risk assumptions.
