Downloading model weights does not, by itself, give an organization a controlled AI service. Practical control depends on whether it can deploy, inspect, configure, maintain, and replace the complete inference system within its constraints—and verify what is running.
What does it mean to own the model you run?
Here, “own” means practical operating control, not necessarily legal ownership of every model right, training artifact, or component. The runtime is the working system around the weights: inference software, configuration, compute, data paths, and the operations that keep it available. This is a useful way to assess deployment, not a formal standards-body definition.

Open weights can expand an organization’s options. OpenAI, for example, says its gpt-oss weights can be run on infrastructure a user controls or through hosting providers, and adapted with open tooling. But surrounding infrastructure or tooling may remain proprietary, and the model’s license and usage policy still apply. “Open-weight” is therefore more precise than assuming every part of a model is open source. Access to weights does not establish access to training data or complete provenance. OpenAI’s gpt-oss overview describes these distinctions.

It does not, by itself, prove operating control.” That is a practitioner’s perspective, not a regulator’s rule, but it captures the operational question: can you show what is deployed and who can change it?

How do deployment choices differ?
Local, managed, and API-hosted inference form a spectrum, not a simple choice between “private” and “not private.” The relevant question is where each part of the system runs, who operates it, and what the organization can inspect or change.
| Deployment | Data boundary | Operational control and work | What to verify |
|---|---|---|---|
| Self-hosted on local or controlled infrastructure | Can keep prompts, documents, logs, and weights within a defined boundary if the configured system and its data paths actually do so. | Most direct control over the host and configuration, with responsibility for compute, storage, security, updates, maintenance, and staffing. | Network paths, telemetry, backups, access controls, artifact identity, and every service that handles requests. |
| Managed local or dedicated inference | May preserve a customer-controlled or dedicated boundary, depending on the service and configuration. | A provider can reduce some infrastructure work, but may control endpoints, updates, or supporting components. | Who operates each layer, how updates are approved, where data travels, and what can be inspected or pinned. |
| Public API | Requests are processed through the provider’s service; the applicable data handling depends on the provider’s terms and product configuration. | Less responsibility for running inference infrastructure, but less direct control over the underlying runtime and model deployment. | Data terms, retention and logging settings, service changes, availability, and migration options. |
These categories are not guarantees. Microsoft describes an Azure Local use case in which data, prompts, and model weights remain within a sovereign boundary. Its offering lists local catalog models, bring-your-own model containers, and managed proprietary model endpoints for qualified customers. That is a description of a particular product environment, not a promise about every deployment or every supporting component. Microsoft’s Azure Local AI overview explains the offering.
OpenAI says it does not receive data submitted to self-hosted gpt-oss unless users explicitly share it or use a managed hosting partner. That statement concerns those arrangements; it is not a general guarantee for all local or third-party-hosted systems. The OpenAI Help Center FAQ covers the model’s hosting and access details.
What should you compare before choosing a runtime?
Assess the system you intend to operate, not just the model name. A model that meets a quality target but cannot meet latency, concurrency, reliability, or data-handling requirements is not a fit for that workload.
- Data boundary: Map where prompts, retrieved documents, outputs, logs, telemetry, and backups go. Identify who operates each host and service.
- Artifact and configuration control: Determine whether you can identify and pin the exact weights, inference runtime, quantization, safety layers, prompt templates, retrieval sources, and updates.
- Rights and license: Check the model license and usage policy for permitted use, modification, redistribution, and deployment. Do not infer those rights from the phrase “open-weight.”
- Fit and performance: Test the chosen model and configuration against the real task, quality bar, latency, context length, concurrency, and reliability requirements.
- Economics and responsibility: Compare API charges and utilization with compute, storage, energy, maintenance, upgrades, security, staffing, and support.
- Portability and exit: Check whether data and application logic can move to another model, runtime, or host, and whether you can establish what was running before migration.
Are open-weight models cheaper than using the API?
Not automatically. Self-hosting shifts costs and responsibility to the operator: hardware or cloud capacity, storage, energy, maintenance, security, support, and staff time. It can be worthwhile at scale or for sensitive, always-on, or offline workloads, but the outcome depends on utilization and the work required to operate the service. The OECD’s 2025 discussion of government AI deployment notes that pretrained open models can reduce the cost of custom training and allow customization, while still requiring infrastructure and ongoing support. It does not establish a universal break-even point against API pricing. The OECD overview discusses these trade-offs.
The OECD reports that Taiwan invested USD 7.4 million to develop its Trustworthy AI Dialogue Engine (TAIDE), which uses Meta’s Llama models. This is a government example, not a typical deployment budget. The same OECD material reports EUR 422,500 in overall costs for a government organization’s customized, self-deployed Polis public engagement campaign over 14 months; it included 33 regional and national discussions with 30,000 participations. That figure concerns a public-engagement platform, not training or operating a foundation model, but it illustrates why implementation and staff costs can matter beyond compute.
What hardware do I need to run a private AI?
There is no universal hardware minimum. Requirements vary with the model, runtime, quantization, workload, context length, concurrency, and acceptable latency. A vendor FAQ says small 3–8B models can run on many modern machines with 16GB RAM; for its stated sparse-model examples, it gives an RTX 30-series-or-newer GPU plus 32GB RAM for the 20–26B class and 128GB RAM for gpt-oss-120b. These are vendor sizing statements, not independent benchmarks or general recommendations. The SovereignAI FAQ gives that product-specific guidance.

Before selecting hardware, identify the exact model and runtime, then test the intended configuration against a representative workload. GPU memory, system memory, power, and budget all affect whether the setup is usable. A vendor example is a starting point for questions, not proof that a particular machine will meet your performance target.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How is this different from just running Ollama myself?
Running an inference runtime locally can put one important part of the system under your control. It does not automatically settle the other questions: which weights and dependencies are in use, how requests and logs move, who can alter prompts or safety layers, how changes are recorded, or how you will migrate or retire the deployment. OpenAI lists vLLM, Ollama, llama.cpp, and Transformers as common runtime options for gpt-oss, while noting that their capabilities vary. Its runtime overview provides the product-specific context.
Local execution can support a data boundary, but configuration and hosting determine whether the boundary holds. A specific SovereignAI FAQ, for example, says its database is not encrypted at rest, its model layer is a third-party artifact whose training data cannot be audited, and rented GPU compute is tenancy rather than ownership. Those limitations describe that service, not every local runtime; they show why “runs locally” is not a complete security or provenance assessment.
Can I access these models through the OpenAI API or ChatGPT?
OpenAI says gpt-oss-120b and gpt-oss-20b are not served through the OpenAI API or ChatGPT. It describes them as open-weight reasoning models released under Apache 2.0 and the gpt-oss usage policy; users bear compute, storage, or third-party hosting expenses. Availability and terms are specific to those models and may change, so check the OpenAI Help Center FAQ for current details.

How can a team prove it controls the deployed system?
Treat control as an operating discipline. Sharma wrote in the same TechRadar Pro opinion article: “If an organization cannot prove what it is running, who can change it, what it depends on and how it can be retired, its control is largely assumed.” Use the following practical checklist when evaluating a deployment; it is not a formal compliance standard.
- Record the model’s origin and version, and identify the exact weight artifact by digest or signature.
- Document the runtime, quantization, safety layers, prompts, retrieval sources, dependencies, and other changes that can affect behavior.
- Assign who may change each component, and keep a review and change log.
- Trace requests, documents, logs, telemetry, and backups through the actual configured system; compare those paths with the promised data boundary.
- Review the applicable model and runtime licenses, including usage and redistribution conditions.
- Keep enough configuration detail to reproduce a deployment or roll it back to a recorded state.
- Plan how to move data and application logic to another model, host, or runtime, and how to retire the old deployment cleanly.
A GitHub project page for SovereignAI describes one implementation feature: weight-digest receipts for local answers and disclosure of model license information. That is a project feature, not independent certification. The project page describes its approach.
What do people value about access and transparency?
The Linux Foundation’s 2025 Global Collaboration in AI Survey (Q20, sample size 223) found that 84% of respondents rated access to model weights and architecture very important, 79% rated code inspection very important, and 76% rated transparency of training methods very important. These figures describe respondents’ priorities; they do not measure adoption or show that access alone creates sovereignty. The survey report provides the source and context.
