Those line items should be treated as an unconfirmed estimate, not a disclosed project budget. Scope matters: the original eight-building campus, a separately described Microsoft expansion and an individual Building 9 filing refer to different parts or versions of the project.
What the public figures establish
In an August 13, 2026 report, CNR Magazine put the cost of construction across the campus phases at $30–33 billion. That is the strongest publicly reported figure for campus construction in the available sources. The report names Crusoe as developer and DPR as general contractor for the phase then under way. It does not establish the proposed chip, power and construction allocations as components of a published budget. CNR Magazine

That distinction changes how to read the headline. “Could cost ~$30B” is broadly consistent with CNR’s campus-wide construction estimate; the detailed allocation is not independently corroborated. The available sources also do not show that the $30–33 billion figure is a complete cost to build and equip exactly 1 GW. Construction cost, equipment spending and power infrastructure can describe different accounting scopes.

#1 Best Overall
- Space Saving: Maximum depth: 14.8". Use the wall mount network cabinet to maximize available space for retail locations, classrooms, back offices, network cabinets, and other locations where space is limited.
- Fast Heat Dissipation: The server cabinet is designed with vents to optimize airflow and avoid critical IT equipment overheating. Heat sink holes in the top, bottom, and rear panels are more conducive to heat dissipation.
- Sturdy Construction: Robust welded frame construction for durability and long service life. With 100 lbs wall-mounted load capacity and 200 lbs ground-mounted load capacity, you can place multiple devices in the server rack cabinet as needed.
- High Security: The locked glass door ensures the security of data and equipment. Wall mount rack enclosure server cabinet is ideal for use in public places such as offices, effectively protecting the security of your devices.
- Hassle-free Installation: Fully adjustable square-hole mounting rails of the wall mount server cabinet facilitate device installation. Wiring holes on the top, bottom, and rear panels provide you with easy cable routing.

| $30–33 billion | Construction across campus phases, as reported by CNR Magazine on August 13, 2026. | A campus-wide construction estimate; it is not a verified chip/power/construction breakdown and is not established as an all-in equipment budget. |
| $6.3 billion | Estimated cost in the Texas Department of Licensing and Regulation filing for Abilene Building 9’s core and shell: 738,382 square feet. The filing lists a February 21, 2026 start and an April 15, 2027 completion. | A filing estimate for one building, not the whole campus. TDLR filing TABS2026008297 |
| More than $47 billion | Capital investment expected to develop eight buildings, according to a 2025 Texas Economic Development Council award submission. | A differently worded capital-investment figure with a different date and scope from CNR’s construction-cost estimate. The sources do not reconcile them. Texas Economic Development Council |
| Approximately $3.5 billion in gross product; 31,050 job-years | Construction-phase regional economic impacts modeled by the Perryman Group in February 2025, including multiplier effects. | Economic-impact estimates, not the amount spent to construct the data center. The Perryman Group |
The original flagship has been described as an eight-building, four-million-square-foot campus. Later reporting describes a neighboring Microsoft expansion that would bring the broader site to ten buildings and an expected 2.1 GW. That later, wider site configuration is not interchangeable with the original campus description or a one-gigawatt cost basis. Associated Press
What is known about the chips, power and construction
Chips and computing equipment
CNR reported that the first phase’s two operational buildings had approximately 200–300 MW of capacity and were filled with NVIDIA GPUs. This supports the presence of GPU equipment at the site, but it does not disclose the installed GPU models, quantities, purchase prices or total chip spending. It therefore cannot substantiate the proposed $17 billion chip allocation. CNR Magazine

Power infrastructure
Oracle says the Abilene campus connects to ERCOT and draws from the region’s energy supply, including wind; it describes GE Vernova natural-gas turbines as backup power. These are Oracle’s descriptions, not an independent audit of the project’s energy mix or costs. The sources do not confirm a $3 billion power budget. Oracle: Abilene Data Centers

Power plans also depend on which project boundary is meant. The Associated Press reported that the Microsoft expansion plan included a 900 MW on-site power plant. It contrasted that plan with a 350 MW gas-fired plant attached to the OpenAI/Oracle project, which Oracle had described as backup while the data centers primarily draw from the grid. Those capacity figures describe power facilities, not a verified cost allocation for the original one-gigawatt claim. Associated Press

Cooling and building work
CNR described the campus as a high-density AI site using direct-to-chip liquid cooling. Oracle says its cooling system is closed-loop, non-evaporative and filled once; the company estimates about 50,000 gallons per building annually for cooling maintenance. That water figure is Oracle’s estimate, not an independently measured result. Oracle: Abilene Data Centers
The $6.3 billion Building 9 filing is the clearest building-level figure in the cited sources, but it covers core and shell for that specific structure. It does not establish how much the whole campus costs to build, nor does it validate the separate $2.4 billion construction allocation in the claim.

How to judge the $30 billion claim
- Campus construction estimate: supported in broad terms by CNR’s $30–33 billion figure for construction across phases.
- $17 billion for chips, $3 billion for power and $2.4 billion for construction: not established by the cited public reporting as project accounting.
- Exactly 1 GW: not established as the capacity basis for the $30–33 billion estimate. Reports describe changing phases and broader site plans, so capacity and project boundary need to be specified.
- All-in cost to build and equip: not established by a construction-only estimate. The sources do not provide a consistent, itemized total covering buildings, GPUs, power systems and other equipment.
A reliable itemized answer would need a dated project boundary and a clear definition of each cost category—for example, whether “power” means grid connections, on-site generation, backup systems or some combination. Without that, the headline’s total may resemble the reported campus construction range while its line items remain unverified.
