What Documents to Keep When Defending an Input Tax Credit Claim

A defensible input tax credit file starts with the tax document required in your jurisdiction and connects it to receipt, payment, business use and the return claim.

Keep the tax document prescribed for your jurisdiction and transaction, plus records that show what you bought, that you received it, how the tax was charged or paid, and why the purchase relates to your business. File those records so a reviewer can trace each claimed amount from the supplier document through your books to the tax return. The exact document rules differ between GST/HST and VAT systems; the examples below are specific to Canada, the United Kingdom and India, not a universal checklist.

Build one evidence file for each claimed purchase

A purchase ledger or card statement alone may not establish that a particular supply qualifies for an input tax credit (ITC) or input VAT deduction. Keep the primary tax document together with the records that connect it to the transaction, business use and return entry.

  • Prescribed tax document: retain the supplier tax invoice, debit note, import record or other document accepted for the transaction in your jurisdiction. Check that it identifies the supplier and includes the required registration details, date, description, consideration and tax information. Recipient details and payment terms may also be required, depending on local rules and transaction value.
  • Evidence of supply and receipt: keep delivery notes, goods-received records, service completion evidence, contracts, purchase orders, work logs or relevant correspondence. These should help connect the charge to goods or services actually received.
  • Payment and tax trail: retain remittance advice, bank or card records, supplier statements and settlement records where relevant. Match them to the invoice; a payment record by itself may not show what supply or tax amount it relates to.
  • Business-use explanation: preserve records showing how the purchase was used in the business. If it had mixed business and non-business use, retain the allocation calculation and the records supporting it where local rules require an allocation.
  • Ledger and return reconciliation: retain the purchase-ledger entry, return workings, relevant supplier-reported invoice details or portal records, and any reconciliation notes. These should show how the amount on the claim was derived from the underlying transaction documents.
  • Retrievable records: use a consistent index, such as supplier, invoice date, tax period and claim reference. Keep records legible and accessible in the form permitted by the applicable rules. A scan or electronic file can help with retrieval, but it does not automatically replace a prescribed document or required original.

These records serve different purposes: the tax document establishes the prescribed evidence, while receipt, payment, use and reconciliation records help explain whether the transaction behind the claim is genuine and properly connected to the business.

How the document rules differ by jurisdiction

Use the rules for the country and tax period in which the claim is made. The documents below are examples from official guidance, not interchangeable requirements.

Jurisdiction and tax Primary evidence identified in official guidance What else to establish Alternative evidence
Canada: GST/HST ITCs Obtain sufficient documentary evidence, including the required invoice information for the transaction. CRA’s invoice-information chart varies by sale value and has exceptions for certain circumstances. The purchase must meet eligibility conditions, including registrant status, use in commercial activity and tax paid or payable. Retain supporting records and check which invoice fields apply. CRA describes alternative records and exceptions in some circumstances, including computerized books and records, contractual agreements, employee reimbursements, procurement cards, and certain unvouchered or ride-share transactions. Confirm that the particular exception applies; do not assume a card slip or ledger is enough.
United Kingdom: VAT input tax Examples include a tax invoice meeting the VAT Regulations 1995 requirements; an HMRC-approved self-billed invoice; a less-detailed tax invoice for a tax-inclusive supply of £250 or less; and an authenticated receipt for construction stage payments. HMRC says the claimant must have received the supply and hold the correct evidence. Keep records that connect the supply to payment and business use. HMRC may consider alternative evidence in exceptional circumstances. It must be satisfied that VAT was due and charged and that the claimant paid it. Routine reliance on alternatives may lead to refusal.
India: GST ITC CBIC Rule 36 identifies eligible document types, including a supplier invoice, debit note, bill of entry or prescribed customs document for import IGST, and specified Input Service Distributor documents. CGST Act Section 16 includes possession of a tax invoice, debit note or prescribed tax-paying document and receipt of goods or services among the statutory conditions. Other conditions also apply, including rules concerning supplier-furnished invoice information. The cited Rule 36 and Section 16 materials do not establish a general substitute for the prescribed documents. Check the current rules and amendments for the tax period.

Canada: check the GST/HST invoice information threshold

The Canada Revenue Agency (CRA) sets invoice-information requirements that vary with the sale value. Its guidance page, dated November 19, 2024, identifies $100 and $500 thresholds. The CRA says these thresholds rose to $100 from $30 and to $500 from $150 under changes effective April 20, 2021. The chart sets out which information is required at each level; do not treat either figure as a universal invoice-field rule or infer the applicable fields without checking the chart.

Across the listed tiers, the chart includes supplier business or trading name, date and total amount. Depending on the tier, additional information includes the tax amount or indication that tax is included, supplier GST/HST registration number, buyer identity, supply description and payment terms. The CRA also explains exceptions and alternative records for specified situations. Keep the records relevant to the transaction and verify the applicable exception before relying on something other than the required invoice evidence.

The CRA also gives a filing-limit example for an ordinary quarterly filer: for an October–December 2022 purchase, the last claim period ended October–December 2026, with the return due January 31, 2027. That is an example, not a general deadline; the applicable time limit depends on filer category and the rules.

United Kingdom: use an accepted VAT document, not a routine workaround

HM Revenue & Customs (HMRC) states in its VAT Input Tax manual: “A claim to deduct input tax must be supported by appropriate documentary evidence.” Start with the applicable tax invoice or another listed document. The less-detailed invoice example applies to a tax-inclusive supply of £250 or less; it is not a general permission to claim without a valid document.

If the invoice is missing

HMRC says it can consider alternative evidence at its discretion in exceptional circumstances, such as a lost valid invoice or a supplier that repeatedly fails to provide one despite reasonable attempts. Pursue a replacement invoice from the supplier rather than relying on the alternative as a routine practice. Keep evidence of your attempts and records showing the supplier relationship, receipt of the supply, business use, and payment. HMRC must be satisfied that VAT was due and charged and that you paid it; it may refuse a claim if the evidence is inadequate.

For imported goods

HMRC identifies a C79 certificate as the ordinary evidence for import VAT. If it is absent, its guidance describes factors it may consider, but that does not make other import records an automatic substitute. Keep the import and payment records available and follow HMRC’s requirements for the circumstances.

India: retain the document type and transaction evidence required for the tax period

CBIC’s Rule 36 material lists documents on which a registered person may avail ITC: supplier invoices, debit notes, bills of entry or prescribed customs documents for import IGST, and specified Input Service Distributor documents. The rule also addresses applicable particulars and supplier-furnished invoice information.

Section 16 of the CGST Act describes possession of a tax invoice, debit note or prescribed tax-paying document, and receipt of goods or services, among the statutory conditions for ITC. Those are not the only conditions. Check the current version of the Act and rules, including amendments relevant to the tax period, before deciding that a document or transaction supports a claim.

Make the evidence easy to retrieve and reconcile

  1. Assign a traceable reference. Use a consistent file name or index that ties the supplier document to the supplier, transaction date, tax period and ledger or claim entry.
  2. Attach the supporting records. Keep receipt, payment, business-use and any allocation evidence with the tax document or link them through the same reference.
  3. Reconcile the claim. Record how the amount claimed ties to the tax document and purchase ledger, and retain relevant return workings and supplier or portal information.
  4. Check legibility and access. Ensure paper or electronic records can be read and retrieved. If using a document scanner for business receipts and invoices, treat the resulting scan as an organizational aid unless the rules for your jurisdiction and document allow it to serve as the required record.
  5. Verify local retention and format rules. Retention periods and whether electronic copies may replace originals are jurisdiction-specific. Confirm the requirements that apply to your business and tax period rather than assuming one country’s rules govern another.
