Keep identifying, sensitive, protected, or confidential information out of a government AI chatbot unless the agency explicitly authorizes that exact use through an appropriate secure system. That includes Social Security numbers, account details, health and education records, case identifiers, and confidential government or business material. For a general question, describe the situation broadly; for help with your own benefits, health, tax, or other case, use the agency’s official secure contact channel. Before typing, read that chatbot’s notice: collection, retention, and disclosure practices differ by service.
What should you leave out?
Use a simple test before sending a message: could this detail identify a person, reveal a private record, expose confidential work, or connect a general question to a specific case? If so, omit it unless the chatbot’s notice and the agency’s instructions clearly authorize that use.

Think beyond what is literally typed into the message box. Information pasted from a letter, form, email, or case history may include details about you and other people. A combination of facts can also be identifying even if no single detail seems especially revealing. The goal is not to strip every useful fact from a general question; it is to include only the information needed to ask about a public rule or process.
Personal identifiers and account details
Do not enter a Social Security number, bank or payment information, account credentials, full contact details, or a government account or application number. A case identifier can be sensitive even when it is not a name: it may link a question to a particular person or record. Michigan’s chatbot notice specifically warns users not to share sensitive, confidential, or personally identifying information, giving an SSN as an example. Oregon’s notice identifies personally identifiable information as a category its chatbot is designed not to send to its model.

It is often possible to get general guidance without any of these details. Instead of including an account number or full address, ask what documents are commonly needed, what the general eligibility rules are, or where the agency publishes its official instructions. Avoid sharing full contact details, such as a phone number or email address, when they are not necessary to ask a general question.
Health, education, tax, and justice records
Keep medical details, school records, tax information, criminal-justice records, and other regulated or protected information out of an ordinary public-facing chatbot unless the agency has explicitly authorized that exact use through an appropriate protected system. Oregon’s notice names information associated with HIPAA, FERPA, CJIS, and FTI, and says its chatbot is not designed for Level 3 or Level 4 information. Those labels and rules are specific to that service and its information classification; they are not a universal classification system for every government chatbot.
Even without a formal record attached, a message describing a diagnosis, a child’s education needs, a tax matter, or an arrest can disclose sensitive personal information. For an individual case, use the agency’s official secure service channel rather than assuming a public chatbot is a private support desk.

Ask about the process or the published requirements; do not supply protected records to make the chatbot answer as though it were reviewing an authorized case file.
Private case and application details
Do not paste notices, letters, application materials, benefit determinations, or case histories that contain names, dates of birth, addresses, reference numbers, or details about another person. Removing a name alone may not be enough if the remaining facts make the person or case recognizable. A safer general question describes only what is needed to understand the rule, without unique dates, locations, family circumstances, or reference numbers.
Take care with household, family, or representative details as well as your own. A message can reveal another person’s circumstances even when you are the one asking the question. If a question depends on the agency’s record, or answering it would require sharing a document or personal history, that is a sign to change channels rather than add more specifics to the chat.

Confidential government or workplace information
Government employees and contractors should also keep confidential work material out of public AI tools unless an authorized policy and system permit it. CMS guidance identifies sensitive agency data, confidential plans, pre-decisional government intentions, draft policies, procurement and vendor information, and proprietary business information as material not to submit. Indiana workplace guidance similarly identifies customer and employee records, intellectual property, financial data, and legally protected information.
CMS offers a practical test in its guidance: “if you hesitate to share information with an external expert, do not submit it to generative AI platforms.” These are examples of staff-use policies, not proof that every public chatbot follows the same rules or that every member of the public is governed by those policies. But if you are using a public chatbot for work, do not treat it as an approved government system. Follow your agency or employer’s rules and use secure, authorized channels for sensitive official information.
In particular, do not assume that draft policy language, vendor material, or an internal plan is safe to share simply because it does not contain a person’s name. Confidentiality can concern government operations or business information, not only personal data. The relevant question for staff is whether the specific tool and use are authorized under the applicable workplace policy.
How to ask a useful question without exposing private details
Most general questions do not need a personal identifier. Keep the question at the level of the rule, process, or document requirement rather than asking the chatbot to resolve a named person’s case.
- State the general issue. Ask, for example, “What documents are generally needed to apply for this benefit?” rather than pasting an application or listing a household’s names and income.
- Remove unique details. Leave out names, account and case numbers, exact addresses, full dates of birth, and information about other people. Use a broad description only if it is necessary to frame the question.
- Ask for public guidance. Request the official form, published eligibility rules, agency webpage, or contact route. Verify important answers against the agency’s official information; Michigan warns that chatbot responses may not reflect the latest policies or content and recommends checking through Michigan.gov links.
- Switch channels for case-specific help. If the answer depends on your record or requires disclosing sensitive documents, stop using the general chatbot and contact the agency through its official secure service channel. Oregon lists phone, in-person offices, and certified community partners as alternatives for private help.
Do not assume that changing a name to “Person A” makes a detailed case safe to share. Distinctive facts can still expose someone’s identity or private circumstances. If the question cannot be answered without including sensitive records, the appropriate next step is a secure agency channel, not more detail in the public chat.

Keep the final question focused on what the agency has already made public: the general procedure, a published deadline or requirement, where to find a form, or which official channel handles a type of issue. If you are unsure whether a detail is necessary, leave it out and see whether the general question can still be answered. For personal help, the agency’s official website can direct you to its secure service options.

Check the chatbot’s notice before you use it
Government services do not all describe data handling in the same way. Read the chatbot disclosure and the linked agency privacy information before entering anything beyond a broad, non-sensitive question. Look for these points:
- Retention: Are prompts, answers, or session identifiers kept, and for how long?
- Public-record treatment: Does the notice say conversations or related information may be subject to public-records laws?
- Information sharing: What information is sent to the AI model or analytics systems?
- Model training: Does the agency say whether conversations are used to train or update models?
- Alternative support: What secure or offline channels are available for personal questions?
These are separate questions. A service might describe a short session context window while also collecting analytics, or give a retention period for prompts and answers. Read what the specific notice says about each category rather than treating one sentence as a complete privacy guarantee. If a notice does not answer a question you consider important, do not assume the answer is favorable; keep sensitive details out and use an official channel for private help.
These details are service-specific. Oregon’s Department of Human Services disclosure card, dated 2026, says prompts, responses, and session or turn identifiers are retained for one year, and that some information may be a public record under Oregon law. It also says its prompts and answers are not used to train or update the AI models. The same card warns: “Because this information is kept, do not enter personal, private or sensitive information unless you need it to ask your question.”
Michigan’s undated chatbot page describes a different arrangement: it says conversation context is maintained for up to 30 minutes total or 10 minutes of inactivity, and separately notes that conversation analytics may be collected. It cautions: “Do not share sensitive, confidential or personal identifying information (such as your SSN) in chatbot conversations.” These Oregon and Michigan details illustrate why one service’s retention period or model-training statement should not be generalized to another government chatbot.
A notice that describes limited context does not, by itself, establish that every related record is immediately deleted or that a conversation is confidential. Likewise, a statement about one service’s model training does not establish the practices of another service. The available examples do not establish a universal retention period, a single standard for public-record treatment, or a rule that all government chatbots use or do not use submitted content for training. Use only the claims the agency makes about that chatbot, and follow its warning about what not to enter.
Michigan also cautions that chatbot responses may not reflect the latest policies or content and points users to Michigan.gov links for verification. Treat an answer as a starting point, not as a substitute for checking the agency’s current official guidance, particularly when a decision depends on your circumstances. Verifying the answer does not mean you should share private details to get a more personalized response in the public chat.

What to do if you already shared something sensitive
If you realize you entered private information, do not add more details to explain or correct it. Follow any incident or privacy contact instructions in the chatbot’s notice or on the agency’s official website. If the information included account credentials, contact the relevant account provider or agency through its official channel and follow its instructions. If it involved a benefits, health, tax, or other case, use the agency’s secure contact route to ask how to proceed.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDo not assume you can erase a message, that closing the chat deletes stored information, or that a chatbot operator can remove it on request; those options and procedures are not established universally. The agency’s own notice is the place to check for any specific deletion, privacy, or incident-reporting process. The available information does not establish a single reporting or deletion procedure that applies to every government chatbot, so use the instructions for the service you used.
What should you avoid entering into a government AI chatbot? FAQs
Can I enter my Social Security number if I need help with a government case?
Do not enter it in a public-facing chatbot unless the agency explicitly authorizes that exact use through an appropriate protected system. Michigan’s notice expressly warns users not to share sensitive, confidential, or personally identifying information such as an SSN. For help tied to your case, use the agency’s official secure service channel.
Are government chatbot conversations public records?
It depends on the service and applicable rules; no single answer applies to all government chatbots. Oregon’s disclosure says some information may be a public record under Oregon law. Check the notice for the chatbot you are using rather than assuming that every conversation is public or that none can be disclosed.
Does a government chatbot use my prompt to train its AI model?
Do not assume either way. Oregon’s ODHS disclosure says its prompts and answers are not used to train or update the AI models, but that statement is specific to that service. Look for the individual chatbot’s model-training disclosure, and avoid sensitive information unless its use is explicitly authorized.

That may still reveal a person or case through a case number, dates, location, family details, or other distinctive facts. The safer approach for a general question is to ask about the rule without pasting private records. If the agency needs to review your document to help with your case, use its official secure channel.
Best Value
Where should I go for private help with benefits, health, or tax questions?
Use the agency’s official secure service channel rather than a general public chatbot. Oregon lists phone, in-person offices, and certified community partners as alternatives; the right option depends on the agency and service. Check its official website or chatbot notice for the channels it provides.
Bottom line for a public government chatbot
Treat a public-facing government chatbot as a place for general questions, not as a confidential case portal. Keep personal identifiers, protected records, unique case details, and confidential work information out of the conversation unless the agency has explicitly approved that use in an appropriate protected system. When the question requires private facts, use the agency’s official secure channel.
