Banks can integrate tokenized deposits with payment systems by connecting a bank-controlled token platform to existing payment and settlement infrastructure through APIs, or by using a shared programmable ledger on which commercial-bank money, central-bank money and assets can settle together. The crucial design task is to connect the token transfer to the bank’s deposit records and interbank settlement so that the customer’s claim, the movement of funds and the point of legal finality remain clear.
What a tokenized deposit is—and what it is not
A tokenized deposit is a bank deposit represented or transferred through a digital token system. Tokenization changes how a bank records, instructs or processes a transfer; it does not, by itself, change who owes the customer the money. The deposit remains a liability of the commercial bank, and the bank’s books must continue to show the customer’s claim.

A September 2026 Federal Reserve note describes tokenized deposits in the United States as claims that remain on a bank’s balance sheet and legally remain bank deposits subject to regulation. It says they may be eligible for deposit insurance in the U.S. context. That is not a universal legal conclusion: deposit status, insurance, redemption rights and the treatment of a specific token depend on the jurisdiction, product structure and applicable law. The same note describes bank-mediated payments operating around the clock on private blockchain networks and institutional uses including interbank settlement, corporate treasury, cross-border payments and collateral management.

With a tokenized deposit payment, the intended outcome is a credit to the recipient’s bank account, supported by a design for clearing and settlement between banks. A system therefore needs to identify both the party that owes the customer and the asset that provides final settlement.

Three ways to connect tokenized deposits to payment infrastructure
The BIS’s 2023 report lays out a progression from connecting existing systems to putting money and assets on a shared programmable platform. These are architectural patterns, not a universal ranking: a bank’s choice depends on its legal environment, counterparties, settlement access and operational needs.
| Architecture | How it connects | Settlement and atomicity | Main trade-off |
|---|---|---|---|
| API bridge to existing systems | APIs connect a programmable platform to established payment infrastructure; clearing and settlement continue through conventional bank accounts and systems such as real-time gross settlement (RTGS). | The conventional settlement process remains in place. APIs joining separately operated systems do not, by themselves, make every money and asset leg settle atomically. | An incremental way to connect new token workflows with legacy systems, while retaining cross-system coordination and reconciliation work. |
| Tokenized private money with central-bank settlement triggered through APIs | Tokenized private money and assets are on a programmable platform; APIs and smart contracts coordinate account updates with settlement in the existing central-bank system. | In the BIS-described model, private money and other assets can settle atomically. A transaction involving central bank digital currency (CBDC) on-platform is not made atomic by this pattern. | More programmable coordination than a simple API bridge, but settlement still crosses the platform boundary. |
| Unified ledger | Wholesale CBDC or tokenized reserves, tokenized private money and assets coexist on a programmable platform. | The design can support settlement finality and atomic settlement across those components. | Requires new infrastructure and shared governance. It need not be a single ledger for the entire economy: several use-specific ledgers could coexist and connect through APIs. |
“Atomic” means that the linked legs of a transaction complete together or do not complete, rather than leaving one party with a completed transfer and another leg still pending. For example, a delivery-versus-payment transaction aims to exchange an asset and payment as one coordinated event. The more the relevant money and asset records live in separate systems, the more the design must manage the possibility of delays, failures or mismatched updates between them.
The BIS’s 2025 report frames tokenization as combining messaging, reconciliation and asset transfer. For cross-border payments, a shared platform could bring together tokenized central-bank and commercial-bank money for instructions, settlement and post-transaction monitoring. That does not eliminate jurisdictional differences. A platform would need to accommodate distinct legal and policy requirements while using enough shared standards to enable composability and atomic transactions.

How a tokenized deposit payment is settled between banks
The central design question is not simply how to move a token; it is how the token movement maps to legally meaningful account entries and settlement between institutions. BIS analysis identifies central-bank reserves as the trusted final settlement asset in the current monetary system. A bank’s design should specify how the token transfer changes the issuing bank’s deposit records, how interbank obligations are cleared, how the settlement asset moves and when the payment becomes final.
- Identify the customer claim. The issuing bank must define how its token platform corresponds to its authoritative deposit record, including which bank is liable to the customer. The token should not leave unclear whether a transfer changes the customer’s deposit claim, creates a separate issuer claim or merely carries a payment instruction.
- Define the payment instruction and recipient outcome. Specify which system validates the instruction, what conditions must be met, and how the recipient’s bank account is credited. The design should distinguish a token transfer or message from the completed customer-account update.
- Choose the interbank settlement path. Determine whether obligations settle through existing bank accounts and RTGS, through a central-bank settlement process coordinated by APIs, or on a shared ledger containing central-bank money or tokenized reserves. The architecture determines which records and institutions must coordinate.
- Set the point of finality. State the event that makes the payment final under the applicable rules: a ledger entry, settlement in the central-bank system, or another defined event. Tokenization alone does not establish legal finality.
- Handle failure and reconciliation. Define what happens if the token platform, bank-account system or settlement service is unavailable, or if one record updates while another does not. The bank needs an operational process to identify mismatches, resolve exceptions and restore a consistent view without treating an incomplete instruction as a settled payment.
The exact rules and sequence depend on the chosen architecture and jurisdiction. The important outcome is an explicit, auditable relationship between the customer’s bank deposit, the payment instruction and the interbank settlement asset. A token platform that records transfers without specifying this relationship has not, on its own, solved settlement.
What the New York Fed’s shared-ledger experiment established
In 2023, the Federal Reserve Bank of New York’s New York Innovation Center announced a Regulated Liability Network (RLN) proof of concept. It simulated domestic and cross-border U.S.-dollar wholesale payment scenarios on a shared, multi-entity ledger, using commercial-bank deposit tokens and a theoretical wholesale CBDC. The data were simulated in a test environment.

The announcement reported that the experiment demonstrated, within that simulated design, settlement finality, a common source of truth, standard transaction data, privacy, smart-contract programmability for liquidity management and simultaneous near-real-time settlement. These findings show what the participants explored technically; they are not production-performance evidence, proof of live deployment or a guarantee that other banks can achieve the same results.

Per von Zelowitz, director of the New York Innovation Center, said the proof of concept was “conducive to exploring tokenized regulated deposits and understanding the potential functional benefits of central bank and commercial bank digital money operating together on a shared ledger.” The qualification matters: the project explored potential functions of a shared-ledger design rather than establishing a generally available payment service.

A practical evaluation should start with the payment and settlement outcome the bank needs, then work backward to the necessary connections and controls. The questions below help distinguish an API-linked extension from a shared-ledger redesign without assuming that one is right for every institution.

1. Settle the legal and product model first
Document the deposit claim, the responsible bank, the customer’s redemption or withdrawal path, and the rules governing transfers. Establish whether and on what basis the product is treated as a deposit, including any applicable deposit-insurance treatment. These determinations are specific to the product and jurisdiction; a technical label such as “tokenized deposit” cannot substitute for legal analysis.
2. Map the existing payment path
Trace a payment from the payer’s instruction through validation, the bank’s deposit record, clearing, interbank settlement and the recipient’s account credit. Identify which steps are currently handled by account systems, payment rails, settlement services and reconciliation processes. For each proposed token workflow, mark which records change and which system is authoritative for each fact.
3. Choose the integration boundary
If the bank connects a programmable platform to existing infrastructure, define the API responsibilities: which system sends or receives an instruction, how account updates are coordinated, and how exceptions are surfaced. If the intended transaction needs multiple legs to settle together, test whether those legs share an execution environment or whether the design only coordinates separate systems. If using a unified ledger, define which participants, money forms and assets are on it, and how the ledger connects to systems outside it.

4. Specify settlement, liquidity and finality
Identify the settlement asset and the institution or mechanism that moves it. Establish when each participant must have liquidity, what happens when liquidity is unavailable, and which event counts as final settlement. If programmable logic manages liquidity or conditions a delivery-versus-payment exchange, document its behavior, limits and failure handling rather than assuming that a smart contract creates finality automatically.
5. Establish shared rules and operational controls
For a multi-bank or cross-border arrangement, agree on governance, permissions, identity, data standards, privacy, operational responsibilities and change control. Participants need clarity on who can validate transactions, manage ledger or node access, resolve disputes, respond to incidents and approve changes. Cross-border systems also need to preserve jurisdiction-specific requirements while harmonizing enough data and interface conventions for transactions to interoperate.
6. Test exceptional paths, not just successful transfers
Exercise the cases in which an instruction is rejected, a service is unavailable, a bank’s deposit record and the platform disagree, or settlement cannot complete. Confirm how the customer-facing status is represented while a payment is pending, who investigates an exception and how corrections are authorized. A successful demonstration of the standard path is not evidence that operational exceptions are safely handled.
7. Define evidence required before production
Separate simulated or pilot results from production claims. Before deployment, a bank needs evidence relevant to its own product, participants, infrastructure and applicable rules, including operational resilience, reconciliation, security and compliance. The cited proof of concept does not provide a universal benchmark for performance, cost or production readiness, so banks should not infer one from its reported near-real-time simulated settlement.
Safeguards and decision criteria
The BIS’s 2026 discussion says tokenized private-money arrangements should be conditioned on strong safeguards. These include redeemability at par against central-bank money at the wholesale layer, robust governance and risk management, transparency about backing assets, and compliance with financial-integrity and consumer-protection requirements. Programmable delivery-versus-payment can reduce operational friction and errors when properly designed, but programmability does not remove the need for those protections.
- Settlement and finality: Which central-bank or other asset settles obligations, and what event establishes legal finality?
- Atomicity: Do payment and asset legs complete together, or can an update on one system become stranded while another remains pending?
- Integration burden: What APIs, middleware, legacy-account updates, reconciliation and exception handling are required?
- Interoperability: Are message and data standards, identity and permissioning rules, ledger governance and links to other banks or payment systems compatible?
- Risk and safeguards: How are liquidity, keys, nodes, privacy, resilience, redemption, compliance, customer protection and operational governance controlled?
- Jurisdiction: Which deposit, payment, data and central-bank access rules apply to the product and each geography involved?
These criteria expose the trade-off rather than producing an automatic winner. An API bridge may preserve existing settlement arrangements while linking a new workflow, but separate systems retain coordination limits. A unified ledger can bring money and assets into a shared programmable environment, but requires new infrastructure and agreement on common governance. The right evaluation is whether the chosen structure makes claims, settlement, finality and controls clear for the specific payment use case.
