A Google Play tester counts as opted in only after they are eligible for that test track and actively complete its opt-in flow. An invitation, membership in a Google Group, installing the app, or using it does not by itself establish opt-in. For personal developer accounts created after November 13, 2023, a separate production-access rule requires at least 12 testers to stay opted in continuously for the 14 days before the developer applies.
What “opted in” means
Opt-in has two parts: the developer must configure the tester as eligible for the relevant track, and the tester must actively join that test through its Google Play opt-in flow. Google’s test setup guide describes how developers configure access and share the testing link.

- Eligible: The person is included in the access configuration for that track. For a closed test, the developer may limit access to an email list, a Google Group, or an organization. A person using a Google Group must join the group first.
- Opted in: The eligible person completes the test’s opt-in step. Merely receiving an invitation or being on an approved list is not enough.
Google says internal or closed test apps may not appear in Play Store search, so the developer may need to share the test URL. The opt-in link appears only when the app’s status is Published.
Opt-in is not the same as installing or using the app
Opt-in records that the tester joined the program; it does not prove that they installed the app, opened it, or used it every day. Google’s production-access guidance treats continuous opt-in and tester engagement as separate matters: developers must maintain the required opt-in period and describe how testers engaged with the test. Google does not publish a universal daily-use formula or a complete numerical engagement threshold.

In practical terms, recruit people who can participate in a real test and provide useful feedback. Do not assume that a person who only joins the program will necessarily satisfy Google’s review of testing quality.
When the 12-testers-for-14-days rule applies
Google’s current production-access requirements apply this rule to personal developer accounts created after November 13, 2023: before applying for production access, the developer must run a closed test with at least 12 testers opted in continuously for at least 14 days. At the time of application, those testers must have remained opted in for the preceding 14 days.

This is a scoped rule, not a requirement for every Google Play developer account. It concerns a closed test; an open test or internal test does not substitute for it for accounts covered by the policy.
Opting out resets the continuous period
If a tester opts out before completing the required period, that earlier stretch does not combine with a later one. If they opt back in, they must complete 14 consecutive days again to count toward the minimum of 12 continuous opted-in testers.

Meeting the count does not guarantee production access
The 12 testers and 14 days are prerequisites to applying, not automatic approval. Google reviews the application and may ask for continued testing if tester engagement is insufficient or the test has fewer than 12 opted-in testers.
How opt-in differs across testing tracks

Practical checklist for a tester who needs to count
- Confirm the developer has published the relevant test and added you to its permitted tester group.
- If access is through a Google Group, join that group before proceeding.
- Open the test’s opt-in link from the developer; do not rely on finding an internal or closed app through Play Store search.
- Complete the opt-in flow for the correct Google account and keep the opted-in status uninterrupted for the period required by the test.
- For a covered production-access application, ensure the closed test has at least 12 testers who each have remained opted in for 14 consecutive days, and participate meaningfully in the test.
The older phrase “20 testers” may appear in community discussions, but Google’s current official guidance for the covered new personal accounts specifies 12 testers, not 20.
