The Lab Host Is Not Production: A Fail-Closed Promotion Checklist

A staging success is not a production authorization. Set a distinct production target, enforce permissions and a blocking gate, then verify the release and recovery plan.

A successful staging deployment is not permission to deploy to production. Treat production as a separate target with its own explicit protections: permitted code and deployers, an approval or protection check, and credentials that remain unavailable until the gate passes. If approval is missing or denied, a rule fails, or the target is unclear, the release must stop before it can change production.

Before promotion: verify the target, change and permissions

  • Name the destination. Confirm the job targets the actual production environment—not a lab, preview, or staging environment. Attach protections to that production target, rather than assuming a successful lower-environment run protects the next step.
  • Validate the candidate. Check that the change has completed the validation your team requires in the expected lower environment.
  • Identify the exact release. Record which build or release is intended for promotion and use your team’s documented artifact-identity process. There is no universal artifact-promotion method established by the platform documentation cited here; decide how your system proves that the tested candidate is the one being deployed.
  • Check who and what may deploy. Confirm the deployment branch or other code policy permits this change, and that the deploying identity is authorized for production.
  • Inspect the production boundary. Verify that protection rules are enabled on the production environment and that production credentials are scoped to it, rather than exposed to earlier jobs. Check your CI/CD platform’s behavior to establish when those credentials become available.

For example, GitHub Actions can require protection rules before a job referencing a protected environment runs or accesses its environment secrets. GitHub documents branch policies for environments and the use of protected branches. Feature availability can depend on repository visibility and plan; required reviewers and some other protection rules are limited on Free, Pro, and Team plans to public repositories. Check the current configuration and entitlement in GitHub’s environment deployment documentation and environment management documentation.

At the gate: require an independent, blocking decision

  1. Use an explicit gate. Require a human approval or a suitable automated protection check before production work proceeds. Make sure the rule is attached to the production deployment, not only to the earlier staging job.
  2. Check approver eligibility. Where separation of duties matters, require an eligible reviewer other than the person who initiated the deployment. GitHub offers a setting to prevent self-review. GitLab says the pipeline triggerer cannot approve by default, unless an administrator enables self-approval.
  3. Keep the job pending until the gate passes. Verify the deployment cannot run while approval is outstanding. In GitHub Actions, a job waiting for required environment approval cannot access that environment’s secrets until it is approved.
  4. Test denial and failure paths. Confirm that rejection, a missing approval, or a failed protection check stops the job before production can be changed. Do not let an alternate path silently bypass the gate. GitHub says a rejected deployment job fails the workflow; GitLab says a deployment to a protected environment can proceed only after all required approvals have been granted.
  5. Retain the decision record. Keep the approver and outcome in the platform’s deployment history where available, alongside whatever release record your team requires.

GitHub Actions supports required reviewers and deployment protection rules; its documentation says one configured required reviewer must approve for the job to proceed. Review GitHub’s deployment-review guidance and confirm the applicable plan and repository-visibility limits. In GitLab, deployment approvals can block deployment to protected environments, but approval does not automatically start the deployment job: the job still has to be run. GitLab lists deployment approvals and protected environments as Premium and Ultimate features. See GitLab’s deployment approvals documentation and protected environments documentation.

After promotion: verify production and prepare recovery

  • Verify what is live. Check the deployed version against the release identity recorded for the promotion.
  • Check production health. Run the operational checks your team uses to confirm the service is behaving as expected.
  • Know how to recover. Keep a documented rollback or recovery procedure and verify that the people responsible can use it. The exact sequence depends on your system; the platform guidance cited here does not establish a universal rollback method.

Choose controls that match your deployment system

GitHub and GitLab illustrate ways to protect an environment, but neither is a prescription to adopt that vendor. Compare the controls available in your own CI/CD setup against these needs:

For broader background on delivery workflows, The DevOps Handbook, 2nd Edition is an optional reference. The publisher describes practical delivery patterns, and O’Reilly’s preview discusses deployment-pipeline foundations, automated tests, and production-like environments; it is not a substitute for configuring and verifying your own production gate.
