A 2021 study built Ethereum prototypes for project-bank-account payments, reverse-auction tendering, and asset tokenization; it did not establish industry-wide adoption or measured savings.
What decentralized currency means in construction
“Decentralized currency” is often used loosely. For construction decisions, distinguish the payment instrument from the ledger or settlement system: they are related but not interchangeable.

- Cryptocurrency is a cryptoasset such as a public-network native token. Its value, governance, custody, and legal treatment differ from ordinary bank money.
- Stablecoins are cryptoassets designed to track a reference value, often a currency. A target peg does not by itself eliminate issuer, reserve, redemption, custody, or regulatory risk.
- Tokenized commercial-bank deposits represent commercial-bank money in tokenized form. They remain distinct from public cryptocurrencies and from central-bank liabilities.
- Tokenized central-bank money represents central-bank money in a tokenized or distributed-ledger arrangement, typically explored for wholesale settlement. It is not a public cryptocurrency payment system.
- Distributed-ledger technology (DLT) is the recordkeeping and transaction infrastructure. A construction workflow might use a ledger without paying contractors in a public cryptocurrency.
This distinction matters because a prototype that settles tokenized bank money does not show that contractors can or should accept cryptocurrency, and a shared ledger does not decide whether an invoice is valid.
Where construction workflows might change
A construction-specific study by Tezel, Febrero, Papadonikolaki, and Yitmen examined three models: project bank accounts for payments and supply-chain management, blockchain-enabled reverse-auction tendering, and asset tokenization linked to project financing. The authors gathered feedback through three focus groups and a workshop and built working prototypes on Ethereum. These were exploratory models, not deployed systems with measured sector-wide outcomes. Read the study.

| Workflow | Potential role for a ledger or token | What the evidence supports |
|---|---|---|
| Project-bank-account payments | Record payment instructions and project-related transactions among participants. | The study considered this simpler to implement than its tendering and tokenization models; it does not demonstrate widespread deployment or quantified savings. |
| Reverse-auction tendering | Support a bidding workflow in which suppliers or subcontractors compete on offers. | The study explored a prototype. Real use would involve workflow and legacy-system changes; the evidence is not a measured procurement outcome. |
| Asset tokenization for project finance | Represent an asset or financial interest as a token associated with project funding. | The study treated this as more complex. Tokenization alone does not establish regulatory approval, liquidity, or investor demand. |
Payments: a possible coordination layer
Project accounts can involve owners, contractors, subcontractors, suppliers, and financial institutions, with approvals and supporting records spread across different processes. A shared ledger could provide a common transaction record or help coordinate payment instructions. Whether that reduces delays depends on the full workflow: invoice approval, delivery confirmation, authorization, identity checks, and the actual settlement asset still matter.
The construction study found the project-payment arrangement comparatively simpler to implement than the other models it examined. That is a relative finding about the studied models, not proof that implementation is easy or that payment times have fallen in live projects.

Procurement: traceable bids do not guarantee better bids
A ledger-based reverse auction could make bid submissions and their recorded sequence more visible to permitted participants. But it cannot establish that bid inputs are accurate, that all eligible firms had equal access, or that an award decision is fair. Procurement rules, confidentiality, identity, evaluation criteria, and dispute procedures remain off-ledger governance questions.
Financing: tokenization is not financing by itself
Tokenizing an asset or financial interest can change how claims are represented and transferred within a system. It does not automatically create a viable security, a compliant offering, willing investors, a liquid market, or enforceable rights. The construction prototype study explored a financing model, but does not establish that tokenization has lowered construction financing costs or broadened access to capital.

What official payment experiments do—and do not—show
Official wholesale-payment projects provide context about DLT settlement infrastructure, not evidence that construction supply chains have achieved the same results.
- The New York Fed’s Project Cedar reported average settlement under 15 seconds in a Phase I test environment for a simulated wholesale foreign-exchange use case, with atomic settlement in its simulated transactions. This was not a test of contractor invoices or project bank accounts. Project Cedar overview.
- The Bank of Canada’s Project Samara was a limited real-world experiment involving one tokenized bond and a closed investor group, using wholesale central-bank money. Its 2026 paper described DLT-based issuance and settlement as technically feasible and noted potential benefits for data integrity and counterparty and settlement risk, alongside added complexity, governance and liquidity costs, operational risks, and legal and regulatory frictions. The authors characterized the findings as preliminary and illustrative. Project Samara Research Paper.
- The European Central Bank’s 2026 Project Agorá report described a prototype for atomic settlement of cross-border wholesale transactions using tokenized central-bank reserves and tokenized commercial-bank deposits. It does not demonstrate construction use or establish a public cryptocurrency payment system. Project Agorá findings.
These projects show that institutions are testing forms of tokenized money and DLT for specific financial-market settings. Their results cannot be transferred directly to construction: the participants, legal arrangements, assets, and operational requirements differ.

What a construction business should assess before a pilot
The construction study identified streamlined, transparent transactions and trust-building as possible benefits, while flagging sector culture, integration with legacy IT, and regulatory compliance as challenges. Those are reported opportunities and requirements, not measured gains. A practical assessment should cover the entire transaction chain rather than the ledger alone.

- Define the workflow: Identify the specific delay or reconciliation problem, the participants, and the point at which a payment or procurement decision is authorized.
- Choose the money and settlement model: Establish whether the arrangement uses a cryptocurrency, stablecoin, tokenized bank deposit, conventional bank transfer, or tokenized central-bank money, and who is responsible for custody and redemption.
- Set governance and access: Decide who can submit, view, approve, correct, or dispute records. Consider whether the ledger is public or permissioned and how identity and access controls work.
- Plan integration: Map links to accounting, contract administration, project-management, supplier, and banking systems. Determine how records reconcile when a transaction is corrected or a dispute changes the underlying facts.
- Allocate compliance and legal duties: Check applicable rules for the jurisdiction and instrument, including AML/KYC duties, tax treatment, custody, contract enforceability, and insolvency treatment.
- Measure the right outcome: Define a baseline and success measure—such as reconciliation effort or time from approved invoice to settlement—before testing. A ledger’s transaction speed alone does not measure end-to-end payment performance.
Risks and limits that matter in practice
A ledger can preserve recorded entries without proving that the information entered was true. It cannot independently verify that materials arrived, work met specifications, an authorized person approved an invoice, or a change order is valid. Those facts and decisions often arise outside the ledger and still require accountable procedures.

Nor does DLT necessarily remove intermediaries or prevent disputes. Banks, payment providers, project administrators, auditors, and courts may retain essential roles. If participants disagree about delivery or entitlement, a durable transaction record can document what was recorded without resolving the underlying disagreement.
Regulation depends on jurisdiction and instrument. The U.S. Government Accountability Office’s 2023 report described federal oversight gaps for certain cryptoasset products and services, including stablecoins and trading platforms. It is a U.S.-specific account, not a statement of current law everywhere or legal advice. GAO-23-105346.
How strong is the evidence for construction?
The construction-specific evidence identified here consists of focus groups, a workshop, and working prototypes. It supports discussion of candidate workflows and relative implementation complexity, but not claims of sector-wide adoption, proven savings, or improved project delivery. No representative construction adoption rate or quantified industry savings figure is established by these sources. The wholesale financial experiments add context about technical possibilities in their own settings; they do not fill that construction evidence gap.
