What Causes Diesel Prices to Change, and How Are They Set?

U.S. diesel prices reflect crude oil, refining margins, distribution and retail costs, and taxes. See why prices move, how EIA measures them, and what to check when comparing figures.

In the United States, no single agency sets a uniform diesel price. The price at the pump reflects crude oil costs, refining economics, distribution and retail costs, and taxes. Those elements change at different speeds and vary by location, which is why diesel can rise even when crude is steady—and why nearby stations can charge different amounts.

What goes into a gallon of diesel?

A useful way to understand the pump price is to separate it into four parts. Their shares are not fixed: each can grow or shrink as markets, taxes, and the timing of price changes shift. EIA describes the price as the result of costs and margins across the supply chain, rather than a single charge determined by one participant.

Crude oil

Crude is the raw material used to make diesel and has historically been the largest component of U.S. retail diesel prices. The U.S. Energy Information Administration (EIA) estimates that crude accounted for about 51% of the monthly average U.S. retail on-highway diesel price from 2004 through 2025. That is a long-run average, not a breakdown of today’s price or any particular week’s price. Its share can be higher or lower at a given time as crude prices and the other components move.

Refining

Refineries turn crude into diesel and other petroleum products. The difference between the wholesale price of diesel and the cost of crude is often described as the diesel crack spread. EIA uses it as an indicator of refining margins, not as a complete accounting of an individual refinery’s costs or profits. If diesel becomes more valuable relative to crude, the refining-related part of the price can rise even without a crude-price increase.

The crack spread is a market indicator, not a separate item drivers will find on a receipt. It helps explain why the cost of the refined product can move differently from the price of its crude feedstock, but it does not capture every cost or business decision involved in producing and selling diesel.

Distribution, marketing, and retail

Fuel must be stored and moved from refineries or other supply points to local markets and stations. Transport, storage, station operating expenses, and the margins of marketers, distributors, and retailers all contribute. Distance from supply, local operating costs, station ownership, traffic, and competition can make this part different from one market to another.

Taxes and fees

Federal, state, and sometimes local taxes and fees are included in the price paid at the pump. EIA lists the federal on-highway diesel tax and fee as 24.40 cents per gallon: a 24.30-cent excise tax plus a 0.1-cent Leaking Underground Storage Tank fee. The EIA’s average state taxes and fees were 35.86 cents per gallon as of January 2026. State and local amounts vary, so those figures do not describe the tax burden at every station. Tax figures are date-specific and should not be assumed to remain unchanged.

For its component estimates, EIA calculates crude oil using the monthly average composite refiner acquisition cost. It estimates refining cost and profit as the difference between a wholesale product spot-price proxy and crude cost, uses a national average for taxes, and treats the remaining difference between the retail price and those components as distribution and marketing. These are analytical estimates, not separate charges listed on a driver’s receipt. Because the calculation assigns the remaining difference to distribution and marketing, that estimate should not be read as a precise profit margin for any one station or distributor.

What makes diesel prices move?

Changes in crude supply and demand

Crude oil is traded in global markets. Changes in supply, demand, or expectations about either can affect the cost of the feedstock refiners buy. Economic conditions matter because transportation and industrial activity use diesel, so diesel demand generally follows broader economic trends. A crude increase can feed into diesel prices, but it does not explain every short-term change.

Diesel supply and refining margins

Diesel has its own product market. If distillate supplies tighten, or wholesale diesel prices rise relative to crude, retail diesel can increase even if crude is flat. Refinery outages or reduced production may limit available fuel, while imports and exports connect U.S. wholesale prices to conditions abroad.

Diesel belongs to the broader distillate market, which also includes products such as heating oil. In an analysis published September 18, 2026, EIA attributed then-recent price pressure to tight global distillate supplies and elevated crude prices, including reduced refining activity in Russia, China, and the Middle East. That explanation describes conditions at that time; it is not a standing forecast or an explanation for every later price change.

As EIA summarized in that analysis, “The price of distillate fuel oil, often sold as diesel, is driven by the price of crude oil, retail margins, distribution costs, taxes, and crack spreads, the indicator we use for refining margins.” The point is that no single market signal—crude, a crack spread, or a tax figure—explains the whole pump price.

Inventories and transport disruptions

When unexpected refinery problems or delayed imports reduce inventories, wholesalers and marketers may compete more intensely for available fuel. Low or falling stocks can therefore add pressure to prices. Transport constraints can make the effect regional: if pipelines, waterways, or other routes cannot move fuel quickly to where it is needed, a local market may remain expensive even when supply is more available elsewhere.

Seasonal demand

Diesel and heating oil are closely related distillate products. Fall and winter heating-oil demand can put pressure on diesel markets, while seasonal farm activity can create demand swings in some regions. Seasonal effects do not guarantee a price increase every year; they are one influence among several.

Taxes, local costs, and competition

Different tax rates and fees are one reason prices differ across states and localities. Supply access and transportation costs also matter, as do station expenses and local competition. A national price average cannot account for every station’s circumstances. Even within a region, two stations may face different operating costs or competitive conditions, so a regional average is not a quote for an individual pump.

Timing between wholesale and pump prices

Wholesale spot prices do not necessarily pass through to retail prices immediately. Because the components can adjust on different schedules, EIA’s estimated refining and distribution-and-marketing shares may swing from month to month even when the underlying businesses have not suddenly changed their economics. A pump price is therefore not a real-time readout of crude or wholesale prices. A comparison made during a fast-moving market can be misleading if one figure is a current wholesale quote and the other is a retail survey observation collected earlier.

Who sets the price at the pump?

The pump price reflects costs and margins across refiners, marketers, distributors, and station owners. Their business decisions and local market conditions help determine what drivers pay; there is no single nationwide price-setting authority. EIA measures and publishes estimates of observed retail prices. Its figures are data about the market, not a regulated price schedule or an order that stations charge a particular amount.

In practical terms, the number on a pump reflects what it costs to obtain and move fuel, the conditions in wholesale and retail markets, taxes, and the decisions of the businesses in the chain. Those influences do not necessarily change together. A crude-price shift may work its way through the market on a different schedule from a local supply disruption, a tax change, or a station’s response to nearby competition.

What EIA’s weekly diesel price means

EIA’s weekly on-highway diesel measure is a volume-weighted estimate from sampled retail outlets in the contiguous United States. It represents the cash self-serve pump price, including taxes, for ultra-low sulfur diesel with less than 15 parts per million sulfur. The survey observation is for Monday at 8:00 a.m. local time; EIA generally releases the estimate around 10:00 a.m. Eastern Time on Tuesday. Government holidays shift the release to Wednesday, but the figure still represents Monday’s prices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

EIA publishes national and regional breakouts, plus California. Its survey target excludes Alaska and Hawaii, so the national estimate should not be described as a complete 50-state average. EIA says the weighted volumes represented by outlets reporting in its weekly survey account for at least 80% of diesel sold in the contiguous United States.

The sample changed in June 2022. EIA cautions that estimates from June 13, 2022 onward are not directly comparable with the June 6, 2022 release, which used the previous sample. A national weekly average is an estimate across sampled cash self-serve on-highway retail prices—not a price every station charges, an off-road diesel quote, or a carrier’s negotiated fuel cost.

For example, EIA reported a U.S. retail diesel average of $6.29 per gallon on September 14, 2026. In its September 18, 2026 analysis, the agency said that was the highest nominal level in its series, which began in 1994. It is a dated observation, not a current quote; a useful comparison must identify the week and geography.

Why diesel can cost more than gasoline

EIA says diesel has generally cost more than regular gasoline throughout the year since September 2004. It has linked that historical pattern in part to growing worldwide demand for diesel and other distillates, including in China, Europe, and the United States, and to U.S. production and distribution costs associated with the transition to ultra-low sulfur diesel. This is an explanation of a long-running tendency, not a rule that diesel must always cost more. Crude prices, refinery conditions, taxes, and local supply can change the comparison.

How to compare diesel prices fairly

Before drawing conclusions from two quoted prices, check that they describe the same kind of fuel and market. A pump price, wholesale spot price, and freight surcharge are different measures. For a meaningful comparison, align these details:

  • Geography: national, regional, state, or a specific station.
  • Date: the week or date of the observation; prices can change quickly.
  • Market level: retail pump price versus wholesale or spot price.
  • Fuel use: on-highway versus off-road diesel.
  • Tax treatment: whether taxes and fees are included.
  • Type of figure: observed pump price, estimated price component, or surcharge formula.

For example, a weekly national retail average that includes taxes should not be compared directly with a wholesale spot quote that excludes retail costs, or with an off-road fuel quote. Check the dates too: a price observed on Monday may not reflect a wholesale change later in the week. These distinctions help explain why two figures can both be accurate while answering different questions.

Diesel prices and freight fuel surcharges

Shippers and carriers may use diesel prices in fuel-surcharge formulas to account for fuel expenses. EIA publishes retail price data that companies may choose to reference, but it does not calculate, assess, or regulate freight surcharges. Each company sets its own method, so an EIA weekly average does not automatically determine what appears on a freight invoice. To understand a surcharge, consult the carrier’s or shipper’s stated formula and the price index and dates it uses. As EIA puts it, “Every company has its own method for calculating fuel surcharges.”

Frequently Asked Questions

Why do diesel prices vary by state?

States and localities can have different taxes and fees, and markets differ in access to supply, transportation costs, station expenses, and competition. Those differences can produce different pump prices even when crude oil markets are shared.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why can diesel prices rise when crude oil prices are steady?

Diesel has its own wholesale market. Tight distillate supplies, reduced refinery output, import delays, or a rise in wholesale diesel relative to crude can push retail diesel higher. Refining margins and local supply conditions matter in addition to crude.

Does the EIA set the price of diesel?

No. EIA surveys sampled on-highway retail outlets and publishes estimated prices. It does not set or regulate what stations charge.

Why does diesel sometimes cost more than gasoline?

EIA says diesel has generally cost more than regular gasoline throughout the year since September 2004. It points in part to worldwide demand for diesel and other distillates and U.S. production and distribution costs associated with ultra-low sulfur diesel. That is a historical tendency, not a guarantee that diesel will always cost more.

Does the EIA diesel average determine a truck’s fuel surcharge?

No. A shipper or carrier may use EIA retail data in its own formula, but EIA does not calculate or regulate surcharges. Companies choose their own methods, so check the specific contract or formula for its index, dates, and terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does EIA’s weekly diesel price include?

It is a volume-weighted estimate of sampled cash self-serve pump prices, including taxes, for ultra-low sulfur on-highway diesel in the contiguous United States. It is not an off-road diesel price or a quote for every station.

The Bottom Line

U.S. diesel prices are shaped by crude oil, refining margins, distribution and retail costs, and taxes—not by one national price setter. Product supply, seasonality, transport limits, local costs, and timing can all move the pump price independently of crude. EIA provides a weekly survey estimate; it does not set pump prices or freight-surcharge formulas.
