A GST rate-change checklist should do more than replace a percentage in an invoice template. For every affected supply, it should establish the correct HSN or SAC classification, identify the binding notification and effective date, apply the time-of-supply rules to transactions around the cutover, update every tax and product master, and reconcile invoices, input tax credit and returns after implementation.
This guide treats GST as India’s Goods and Services Tax. Rates, exemptions and conditions depend on the exact goods or service, place and nature of supply, transaction dates and the operative notification. Use the checklist as a control process, not as a substitute for classification advice or the current law.

Why a rate change needs a formal checklist
A rate announcement can affect sales, purchasing, inventory, contracts, advances, credit notes, e-invoices and return reporting at the same time. A single “change the rate on the effective date” instruction is unsafe because section 14 of the Central Goods and Services Tax Act applies special time-of-supply rules when a rate changes. The supply date, invoice date and payment date can point to different statutory outcomes.

A supply completed before a change but invoiced afterward can fall under a different branch depending on when payment was received. An advance must be tested under the time-of-supply provisions rather than treated automatically as either the old or new rate. The exact answer for a live transaction still requires the current Act, rules and rate notification.

1. Identify the supply before looking up a rate
Document the commercial facts
Start with the facts that determine classification. Record a plain-language description of the product or service, the unit or package, material composition or function where relevant, customer type, delivery terms, place of supply and whether the transaction is a sale, lease, licence, works contract, composite supply or mixed supply. Keep the evidence used by the tax team, such as product specifications, contracts and service statements of work.
Confirm HSN or SAC and conditions
Map the item to the applicable HSN or SAC and then read the complete rate entry, including explanatory notes, exclusions, value or quantity conditions and linked exemption entries. Do not select a rate solely from a product name or a search result. If two classifications appear plausible, record the alternatives, the reason for the chosen code and the person who approved it. Escalate unresolved classification rather than allowing a billing system to guess.
- Supply description and internal item or service code
- HSN or SAC and the supporting rationale
- Taxable, exempt, nil-rated or non-GST treatment
- Conditions attached to the rate or exemption
- Place and nature of supply, including inter-State or intra-State treatment
2. Verify the binding notification and effective date
Find the current central tax rate notification and the applicable IGST or state/Union territory notification. Check every amendment, corrigendum and commencement clause. Record the notification number, issue date, effective date and the specific entry that applies to the classified supply. Save a copy in the change-control record.

The 56th Council’s broad goods and services rate changes were stated to take effect on 22 September 2025, while specified tobacco-related goods were excepted pending a later notified date. That date is historical context only. For a current invoice, check the later notification that governs the actual supply.
3. Apply the transition rule transaction by transaction
Build a cutover report for every transaction that could straddle the effective date. Capture at least the date of supply, invoice issue date and payment or receipt date. Include advances, part payments, delayed invoices, recurring supplies, credit notes and debit notes. Section 14 requires the applicable statutory branch; there is no universal “invoice date controls” rule.
| Fact to compare | Why it matters | Control to perform |
|---|---|---|
| Supply before versus on or after the effective date | The timing of the supply determines which section 14 branch may apply. | Document when goods were removed or delivered, or when the service was supplied, according to the relevant rule. |
| Invoice before versus on or after the date | Invoice timing interacts with supply and payment timing. | Retain the original invoice sequence and issue date; do not backdate to force a rate. |
| Payment before versus on or after the date | Receipt of payment can determine time of supply in a transition case. | Reconcile bank, payment-gateway and ledger timestamps and apply the statutory definition of receipt. |
| Advance received before completion | An advance may trigger a specific time-of-supply analysis. | Link the advance to the eventual supply and test the applicable provision rather than applying a blanket rate. |
| Goods versus services | Different supplies can have different time-of-supply rules and documentation. | Use the rule for the actual supply type and preserve the supporting contract or delivery evidence. |
Use the official example carefully
The Ministry of Finance FAQ for the 56th Council meeting gives this practical pattern: where a supply was completed before the rate change but the invoice was issued afterward, and payment was also received after the change, time of supply is the earlier of receipt of payment and invoice issue. If payment was received before the change, the FAQ states that the time of supply is the payment date. The explanation concerns that transition and must be read with the statute and the notification for the change being implemented.
4. Update every tax and product master
Change the rate and effective date in the ERP, point-of-sale software, billing application, e-commerce catalogue, procurement system and tax engine. Use effective-dated records so historical documents continue to display the rate that applied when they were issued. Test that the change affects only the approved HSN or SAC entries and does not overwrite unrelated products sharing a description.

Minimum system controls
- Separate old and new rates by effective date rather than editing a single permanent field.
- Require an approval workflow for tax-master changes.
- Retain the old rate for returns, cancellations, credit notes and amended documents tied to earlier supplies.
- Map tax codes consistently across sales, purchasing, inventory and general-ledger modules.
- Record the user, timestamp, notification reference and before-and-after values in an audit log.
- Run test cases for taxable, exempt, inter-State, intra-State, discount and return scenarios.
5. Check invoices, credit notes and e-invoicing
Review the complete invoice payload, not only the tax percentage. Confirm supplier and recipient GST identifiers, invoice number and date, HSN or SAC, description, taxable value, rate, tax amount, place-of-supply fields and document type. Test credit-note and debit-note workflows because a note issued after the change may relate to an earlier invoice and supply.
Determine whether the business is subject to e-invoicing and verify the current Invoice Registration Portal (IRP) reporting requirements. Generate test invoices through the production-equivalent integration, validate the returned identification details and test cancellation, rejection, amendment and note flows. IRIS IRP release notes state that a 40% rate was added to its production tax-rate master on 21 September 2025; that is a portal implementation fact, not evidence that 40% applies to every supply.
The same release notes state that taxpayers with aggregate annual turnover of at least ₹10 crore must report e-invoices within 30 days from the invoice date from 1 April 2025. Confirm current applicability, turnover calculation and any later amendments with the latest GSTN, CBIC and IRP advisories before relying on that operational deadline.
6. Review stock and open operational items
A rate change reaches beyond invoices already issued. Create an exception list for stock on hand, goods in transit, open purchase and sales orders, contracts, price lists, advances, recurring billing schedules and customer returns. For each item, identify the expected supply date, tax treatment and owner responsible for resolution.

The 56th Council FAQ stated that stock supplied on or after the notified revised-rate date was subject to the new rate in that rate-change scenario. It also stated that existing e-way bills for goods already in transit did not require mandatory cancellation and fresh generation in that scenario. Those statements do not create a permanent rule for every future change; check the exact notification and current e-way-bill requirements.
Contracts and displayed prices
Read tax clauses in customer and supplier contracts. Decide whether quoted and displayed prices are tax-inclusive or tax-exclusive under the commercial arrangement, then update price lists, quotations, catalogues, checkout screens and customer-service scripts consistently. A tax rate change does not automatically establish a universal contractual right to alter the tax-inclusive price; that question depends on the agreement and applicable law.

Review tax charged on purchases connected with the affected supplies, the eligibility and documentation for input tax credit, existing electronic credit-ledger balances and any newly exempt or conditionally rated outputs. If a supply becomes exempt, credit treatment may change and a reversal can be required under the applicable statutory provisions.
Recommended Free Tools
The 56th Council FAQ explains that credit remains subject to statutory conditions and that credit on supplies becoming exempt may need reversal. Do not post an automatic reversal from a generic checklist: identify the affected inputs, the relevant period and the current rule, then have the calculation reviewed by the person responsible for GST compliance.

8. Assign ownership and communicate the cutover
A rate change should have one accountable owner and named contributors. Finance or tax should approve classification and the notification; system administrators should implement effective-dated masters; sales and procurement should review quotes and orders; operations should check stock and transit; customer service should receive a script; and the filing team should own post-cutover reconciliation.
Suggested cutover record
- Approved classification and HSN or SAC
- Notification number, entry, amendment history and effective date
- Transaction list with supply, invoice and payment dates
- System-change ticket, test results and approvers
- Customer and supplier communication version
- Exceptions, corrective actions and due dates
9. Reconcile after implementation
For the first filing period that includes the change, compare issued invoices and notes with the approved tax master and the transaction-date analysis. Reconcile sales registers, purchase registers, e-invoice data, e-way-bill records where relevant, the electronic liability ledger and the return workings. Investigate differences by classification, date, document type and tax component instead of netting them away.
Check the current instructions and portal advisories for GSTR-1, GSTR-1A, the Invoice Furnishing Facility where applicable and GSTR-3B before filing. The 57th Council release contains proposed process reforms; a recommendation should not be treated as an in-force return rule merely because it appears in the release.

- Sample invoices from before, on and after the effective date.
- Trace each sample to its HSN or SAC, notification entry and time-of-supply decision.
- Verify tax amounts in the billing system, IRP response and return data.
- Review advances, delayed invoices, credit notes, debit notes and exempt supplies separately.
- Document corrections, issue revised documents where legally permitted and preserve the approval trail.
Common failure modes
- Using a Council headline as the rate source: locate the operative notification and commencement clause.
- Applying the new rate to every invoice on one date: analyze supply, invoice and payment dates under section 14.
- Editing a tax code in place: use effective-dated masters so historical records remain intact.
- Ignoring advances: link receipts to supplies and apply the statutory time-of-supply branch.
- Updating sales but not procurement: review purchase orders, vendor invoices, credit and debit notes.
- Assuming an e-way bill must always be cancelled: check the current rule for the particular transition.
- Reversing all input credit automatically: determine whether the output became exempt and apply the current reversal rule to the affected inputs.
- Relying on a portal release note alone: pair implementation notes with current GSTN, CBIC and IRP requirements.
How to keep the checklist current
Assign a periodic owner to monitor rate notifications, amendments, corrigenda, CBIC and GSTN advisories, IRP release notes and Council releases. Date each checklist version and archive superseded versions. The consolidated CGST Act PDF used for the statutory explanation here is stated to be amended as of 1 January 2022, so it is not a complete current-code check for a live dispute or transaction. For consequential positions, consult the latest amended Act and rules and obtain professional advice.
Frequently Asked Questions
Does the invoice date alone decide the GST rate during a rate change?
No. Section 14 time-of-supply rules require the supply, invoice and payment dates to be considered together. Advances and delayed invoices need their own analysis.
Should a business change the rate in its system before the notification is issued?
Do not treat a Council recommendation or news summary as the binding rate. Prepare the change, but activate it against the operative notification and its stated effective date.
What should happen to input tax credit when a supply becomes exempt?
Credit remains subject to statutory eligibility and documentation. Credit connected with a supply that becomes exempt may require reversal under the current applicable rule; calculate it from the actual facts.
