A reminder that “was scheduled” is not the same as a reminder the user saw. On Android, four separate layers can each fail: creating the schedule, firing at the right time, showing the notification, and surviving a restart. Reliable reminders come from treating each layer on its own. Keep reminders in durable storage, treat OS alarms as a schedule you can rebuild, request exact-alarm access only when precision is the feature, and check notification permission separately.
This article is a platform-grounded guide, based on Android Developers documentation. It does not claim measured delivery rates, because the official material publishes none, and it makes no claims about specific devices or test runs.

The four layers that decide whether a reminder arrives
| Layer | Question | Typical failure |
|---|---|---|
| Scheduling | Did the app create the right alarm? | Edits or deletes leave stale or missing alarms |
| Timing | Is the alarm exact, inexact, or windowed? | Exact access denied or revoked; inexact alarm delayed by battery rules |
| Display | Is the notification allowed to appear? | POST_NOTIFICATIONS denied, or channel turned off |
| Persistence | Does it survive shutdown? | Alarms vanish after reboot |
Debugging gets easier when you ask which layer broke instead of “why didn’t the alarm fire?”

Android’s Schedule alarms guide says alarms can trigger intents outside your app’s lifetime and can be delivered while the device sleeps. WorkManager solves a different problem. Per Android’s Task scheduling guidance, it is for persistent work that can be deferred or run in a flexible window, such as uploads or periodic maintenance. It does not promise execution at an exact wall-clock minute.

- User-visible alert at a specific time: use an alarm.
- Alert that can land within a window: prefer inexact alarms. Android recommends them whenever they are sufficient, since the system can account for battery-saving restrictions.
- Longer work triggered by the alarm (syncing, fetching content): enqueue WorkManager or JobScheduler work from the receiver rather than doing lengthy work in the callback.
Exact alarms: ask only when precision is the feature
Exact alarms target a precise moment and can consume more resources. Android’s own wording is that they are “meant for user-intentioned notifications or actions that need to happen at a precise time” (Android 14 exact-alarm changes). A medication reminder or a user-set 07:30 alert may qualify. A “check back sometime this afternoon” nudge probably does not.
What the permission rules look like
- Android 12 (API 31)+: many apps targeting API 31 or higher need the alarms-and-reminders special access to schedule exact alarms (see Android 12 behavior changes).
- Android 14+: for new installs targeting Android 13 or higher,
SCHEDULE_EXACT_ALARMis generally denied by default unless an exemption or pre-grant applies. Restoring a backup onto Android 14 also leaves it denied in the documented scenario. Access already granted may be preserved during an OS upgrade. USE_EXACT_ALARM: install-granted, but limited to qualifying use cases such as calendar and alarm-clock apps, and subject to Google Play policy. It is not a shortcut for an ordinary reminder app. Check current Play requirements before relying on it.
A flow that degrades gracefully
- Before scheduling, call
AlarmManager.canScheduleExactAlarms(). - If access is missing, explain in the app why precision matters for this reminder, then send the user to the system setting.
- Check again when the user returns. Do not assume they granted it.
- Listen for the permission-state broadcast. When access is granted, reschedule from your current reminder data.
- If the user declines, keep the reminder and fall back to an inexact alarm. Say plainly in the UI that timing may be less precise. A fallback cannot guarantee an exact alert, so do not imply it does.
Revocation matters too: if access is revoked, the system cancels your future exact alarms. Your stored reminders are what let you recover.

A scheduled alarm doesn’t mean a visible notification
On Android 13 (API 33) and later, most notifications require the POST_NOTIFICATIONS runtime permission, as described in Notification runtime permission. If the user denies it, your alarm can fire perfectly and nothing appears.
- Request the permission in context, when the user creates their first reminder, not at launch.
- Check notification permission and the relevant channel’s settings before promising a reminder.
- Give users an in-app route back to notification settings, and show a warning on reminders that cannot currently display.
- On Android 12+, avoid notification trampolines. Make notification actions use direct
PendingIntentflows rather than launching an activity via an intermediate receiver or service. Android 12 also restricts launching foreground services from the background (behavior changes).
Surviving a reboot
Android cancels alarms when the device shuts down. The official guide describes the fix: declare RECEIVE_BOOT_COMPLETED, register a receiver for ACTION_BOOT_COMPLETED, and schedule again at startup. The broadcast is delivered only if the user has launched the app at least once.

Make the database the source of truth
This next part is an engineering inference from the documented behavior, not an Android rule. Store each reminder (ID, time, recurrence, enabled state) in a database. Treat OS alarms as a cache you can rebuild at any time. A single reconcile function then does the work:
- Load active reminders.
- Drop those whose time has passed, or compute the next occurrence for recurring ones.
- Check current exact-alarm access and choose exact or fallback scheduling.
- Set alarms with stable, ID-derived
PendingIntentidentities so re-setting replaces rather than duplicates.
Call it from the boot receiver, after edits and deletes (cancel the old intent first), on permission-state changes, after app updates, and on time-zone changes where your reminders depend on local time. One code path means fewer divergent bugs.

- Create, edit, and delete a reminder; confirm no stale alarm fires.
- Restart the device with future reminders pending, without reopening the app; confirm they still fire.
- Deny
POST_NOTIFICATIONS; confirm the app shows the warning. - Disable the reminder channel; confirm the same.
- Revoke exact-alarm access in system settings; confirm fallback and honest messaging. Then re-grant and confirm rescheduling.
- On Android 14+, test a fresh install and a backup restore, where exact access is typically denied.
- Test with the device idle and battery saver on.
- Change the time zone and system clock.
Limits of this guide
Android’s documentation publishes no reliability or missed-alarm statistics, so no percentage is offered here. If you measure your own, report the window, population, denominator, OS and device coverage, and what “delivered” means. Platform rules above reflect the Android documentation as of its latest updates (the Schedule alarms page lists 3 March 2026); recheck release notes and Play policy before shipping version-specific behavior.
