Bank efficiency ratios and return on equity (ROE) are profitability measures, not promises about your savings rate, loan approval or branch experience. The efficiency ratio shows how much reported overhead a bank uses to produce revenue; a lower figure is generally favorable, but an unusually low result can reflect underinvestment in staff, technology, controls or risk management. ROE shows net income relative to shareholders’ equity; a higher figure can indicate stronger profit generation, yet it may also reflect leverage, unusually low capital, one-time gains or other factors that do not benefit customers directly.
Use both measures as starting points. Compare their levels and trends with banks that have similar size, geography and business models, then check capital strength, asset quality, pricing, fees and service reliability. No universal efficiency-ratio or ROE cutoff tells a customer that one bank is safe, cheap or well run.

What the efficiency ratio measures
The Office of the Comptroller of the Currency (OCC) defines the efficiency ratio as total overhead expense divided by net interest income on the tax-equivalent basis used in the calculation plus noninterest income. In the OCC’s words, it indicates how much a bank spends to earn a dollar of revenue.

For a simplified illustration, if a bank reports an efficiency ratio of 70%, it spends $0.70 in overhead for each $1.00 of revenue included in the denominator. The percentage is a cost-to-revenue measure, not a direct measure of product quality, customer satisfaction or financial safety.

What is included
Overhead can include operating costs such as personnel, premises, technology, administration and other noninterest expenses, depending on the bank’s reporting presentation. The revenue denominator combines net interest income and noninterest income. Because banks differ in how much revenue comes from lending, securities, payments, wealth management or other activities, two percentages are not automatically comparable.
Why lower is usually, but not always, better
A lower ratio means fewer reported overhead dollars per dollar of revenue. If two otherwise similar banks provide comparable service and controls, the lower-cost bank may have more room to compete on account fees or loan pricing, or to fund digital systems and customer support.
The OCC cautions against treating the lowest number as the winner. A bank can reduce the ratio by cutting employees, postponing technology upgrades, shrinking compliance or audit work, or limiting risk-management resources. Those savings may look efficient in the short term while producing slower support, outages, control failures or larger losses later.

What ROE measures
Return on equity is annualized net income divided by average total equity. The Federal Reserve describes the same concept as net income divided by average equity capital. It answers this question: how much accounting profit did the bank generate for each dollar of equity capital employed during the period?
A higher ROE means more reported profit relative to the equity base. The OCC says a high ROE can suggest that a bank is increasing profit generation without needing as much capital. A declining ROE may indicate that the bank is becoming less efficient at creating profits and increasing shareholder value.

Why a high ROE is not a customer rate
ROE is not the interest paid on your deposit, the annual percentage rate on your loan or a service-quality score. It is affected by the bank’s leverage and capital level, loan-loss provisions, taxes, one-time gains or losses, and the mix of businesses it operates. A bank can produce a high ROE by operating with a relatively small equity cushion, while another can report a lower ROE because it retains more capital to absorb losses and support growth.
Ask why the number is high, whether the drivers are recurring, and whether the result remains strong over several reporting periods. A single quarter can be distorted by a sale, restructuring charge, tax change or unusually low provision expense.
Why ROAA belongs beside ROE
Return on average assets (ROAA) is net income divided by average assets, according to the Federal Reserve. It measures how efficiently the entire asset base generates profit, without focusing only on the shareholders’ equity slice.
ROE and ROAA together help separate operating performance from capital structure. If ROE is high while ROAA is ordinary, leverage or a small equity base may be doing much of the work. If both are improving, broader profitability may be strengthening. If both are falling, investigate margins, credit costs, expenses and revenue mix before drawing a conclusion.
How these figures can affect customers
The effects are indirect. Financial statements do not prescribe the fee on your checking account or the rate on your mortgage, but sustainable earnings can give a bank more flexibility to compete and invest.

Fees and deposit rates
A bank with durable earnings and controlled expenses may have more capacity to waive selected fees, pay a competitive savings rate or invest in products that reduce customers’ transaction costs. Competitive pressure, funding needs and management choices still determine the actual price you receive. A favorable ratio does not require a bank to pass savings to customers.

Strong recurring profits can help a bank absorb credit losses and maintain lending through difficult periods. That may support stable underwriting and competitive loan pricing. ROE alone cannot tell you whether a bank is approving loans, how strict its standards are or what interest rate you will be quoted.
Branches, contact centers and digital service
Personnel, technology, information systems, compliance and audit programs are expenses that can raise the efficiency ratio. Cutting them can lower the percentage while reducing branch hours, slowing call-center responses, increasing application errors or causing digital outages. A somewhat higher ratio may therefore reflect deliberate spending on resilience and service rather than waste.
Ability to absorb losses
Earnings add to capital when retained, helping a bank withstand defaults and other shocks. To judge that cushion, examine capital ratios and loss-absorbing capacity separately. ROE does not replace those measures: a high return generated with little equity can coexist with a thinner buffer.
Why one ratio cannot rank every bank
Business model and scale
A nationwide institution with extensive branches, card operations and technology platforms has a different expense and revenue structure from a small community bank or a specialist lender. Geography, wage costs, branch density and the mix of interest and fee income all affect the percentage. Compare like with like: similar size, markets and activities.

Revenue mix
The efficiency denominator includes both net interest income and noninterest income. A change in trading, payments, wealth-management or other fee revenue can move the ratio even if overhead is unchanged. Read the composition of revenue before deciding that costs improved or deteriorated.
Capital structure
ROE can rise because net income increased, because average equity declined, or both. Deleveraging, capital raises and retained earnings can move the denominator independently of day-to-day customer service. ROAA provides a useful cross-check on this effect.
One-time events and accounting timing
Asset sales, litigation, restructuring, tax items, unusual loan-loss provisions and other nonrecurring events can change net income or expenses for one period. Favor multi-period trends and read management’s explanation of material changes instead of annualizing an isolated result.
A practical bank-comparison method
Use the following sequence when reviewing annual reports, regulatory filings or investor disclosures:
- Record the efficiency ratio and its trend. Note the latest figure and several prior periods. Mark whether a change came from overhead, net interest income, noninterest income or a combination.
- Record ROE and ROAA together. Check whether both move in the same direction and whether the latest period includes unusual gains, losses, provisions or tax effects.
- Check capital strength. Review the bank’s regulatory capital ratios and other information about its ability to absorb losses. A profitable bank still needs an adequate cushion.
- Review asset quality. Look at delinquency trends, charge-offs, nonperforming assets and provisions. Rising credit costs can make a seemingly efficient bank less durable.
- Examine net interest margin. This shows the spread earned from interest-bearing assets and funding costs. It helps explain whether profits depend on a favorable or fragile rate environment.
- Separate fee revenue from interest revenue. Determine whether noninterest income is recurring and whether it comes from customer services, markets or other activities with different risks.
- Check customer outcomes. Compare deposit yields, loan pricing, account fees, uptime, complaint patterns, branch access and support availability. These are the outcomes you actually experience.
- Investigate unusual gaps. The OCC identifies significant variances from prior periods or peer banks in ROAA, net interest margin, efficiency ratio, and noninterest income or expense as red flags requiring investigation.
Comparison table
| Measure | What it asks | Customer-useful question | Main caution |
|---|---|---|---|
| Efficiency ratio | How much overhead is used to produce reported revenue? | Are costs controlled without weakening service or controls? | Lower can reflect underinvestment; revenue mix affects comparability. |
| ROE | How much net income is generated per dollar of average equity? | Are profits strong and persistent relative to the capital base? | Leverage, capital levels and one-time items can inflate or depress it. |
| ROAA | How efficiently do average assets generate net income? | Is operating profitability improving beyond capital-structure effects? | It still reflects provisions, margins, taxes and unusual income or expense. |
| Capital ratios | How much loss-absorbing capital supports the bank? | Could the bank withstand losses while serving customers? | Must be read with asset quality and risk profile. |
| Customer outcomes | What prices and service levels do account holders receive? | Are rates, fees, reliability and access acceptable to me? | They are institution- and product-specific, not implied by one profitability ratio. |
Worked examples without false precision
Efficiency ratio example
Imagine Bank A and Bank B each report $100 million of qualifying revenue. Bank A reports $62 million of overhead, producing a 62% ratio; Bank B reports $70 million, producing 70%. On cost alone, Bank A appears more efficient. If Bank A has fewer support staff, aging systems and weaker controls, the lower number may not translate into a better customer experience. Compare staffing, uptime, complaints and control investment before choosing.

ROE and ROAA example
Suppose two banks each earn $10 million. Bank A has average equity of $100 million and average assets of $1 billion, giving illustrative ROE of 10% and ROAA of 1%. Bank B has average equity of $50 million and the same $1 billion of assets, giving ROE of 20% while ROAA remains 1%. Bank B’s higher ROE in this simplified example comes from a smaller equity base, not superior asset profitability. The thinner equity cushion could also mean greater sensitivity to losses.
How to read the Federal Reserve’s 2025 reference point
The Federal Reserve reported aggregate U.S. banking-sector ROE of about 11.2% and aggregate ROAA of about 1.1% at the end of 2025. These are sector-wide figures, not pass/fail thresholds for an individual institution. They combine banks with different sizes, locations, business models and risk profiles. Use them as a dated reference point, then compare a specific bank with its appropriate peers and its own history.
Questions to answer before opening an account or borrowing
- Is the bank’s efficiency ratio stable, improving for a clear reason, or falling because important spending was cut?
- Is ROE supported by improving ROAA and recurring income, or mainly by leverage, a shrinking equity base or a one-time gain?
- Do capital and asset-quality measures provide a credible loss buffer?
- How do the bank’s deposit rates, loan rates, fees and minimum-balance rules compare with similar institutions?
- Can you verify recent uptime, branch or contact-center availability and complaint-handling performance?
- Would the bank’s business model and geographic footprint still suit you if rates or economic conditions changed?
Limits of these metrics
Efficiency ratio, ROE and ROAA are accounting summaries. They do not capture every risk, and they do not predict your individual outcome. They can be affected by reporting conventions, timing, business mix and management decisions. They also say nothing by themselves about deposit-insurance coverage, the suitability of a particular loan, privacy practices or whether a bank’s mobile app meets your needs.
