A virtual traffic light (VTL) is a proposed way to coordinate who crosses an intersection using communication among vehicles, rather than relying only on a conventional traffic-signal installation. A 2018 research paper described a vehicle-to-vehicle (V2V) prototype using Dedicated Short-Range Communications (DSRC) and preliminary field tests in Pittsburgh. Those tests show a research prototype, not widespread replacement of ordinary traffic lights.
How do virtual traffic lights work?
In the design documented in the 2018 paper Virtual Traffic Lights: System Design and Implementation, approaching vehicles communicate with one another and coordinate right-of-way in a distributed way. The prototype used DSRC. This describes that paper’s system; the label “virtual traffic light” does not guarantee that every proposed system uses the same radio technology, rules, or decision process.

The basic distinction is where intersection coordination comes from: vehicles exchange information and make coordinated decisions, rather than depending solely on a conventional physical signal installation. The cited paper reports preliminary Pittsburgh field tests with equipped vehicles and says the system could coordinate traffic and reduce commute time. Its abstract gives no percentage for the field effect, so the result should not be treated as a quantified or generally proven improvement.
How VTL differs from connected traffic signals
Not every connected-vehicle traffic service is a virtual traffic light. FHWA describes vehicle-to-infrastructure (V2I) applications in which roadside equipment sends signal information or warnings to vehicles, while vehicles may also send information back to traffic-control systems. Signal phase and timing (SPaT) data and signal-violation warnings are examples of this infrastructure-based model. They support connected signal services, but are distinct from the infrastructure-free V2V approach described in the VTL paper.

A separate FHWA research concept uses an intersection manager. Vehicles request specific blocks of space and time to cross; the manager evaluates proposed trajectories, then approves, rejects, or offers an alternative crossing slot. That reservation-based approach is related to connected intersection control, but it is not interchangeable with the V2V VTL design.
What evidence exists, and what remains unproven?
The evidence described in these sources is at different stages. The VTL paper reports a prototype and preliminary field tests. FHWA’s 2009 fact sheet on reservation-based control reports simulation results showing less waiting than traditional controls, while identifying real-world deployment feasibility as a next step. Simulation findings are not measurements from an operational deployment.

Research raises the possibility that vehicle-coordinated intersections could reduce waiting or congestion and reduce dependence on traffic-signal infrastructure. Those are potential benefits, not established universal outcomes. The sources do not establish a general delay, emissions, or safety improvement for operational VTL. A commute-time reduction exceeding 30% appears in the 2018 paper’s introduction as a simulation-related claim, but the reviewed passage does not provide enough study detail to present that number as a general estimate or a real-world VTL result.

Safety, communications failure, and mixed traffic
Safe operation is a core design challenge. FHWA’s reservation-control research identifies preventing collisions even when communications fail as a primary objective. An objective is not proof that every failure mode has been solved, and the cited work does not establish that all VTL systems can safely handle a communications outage.

Any real deployment would also need to account for how equipped vehicles interact with unequipped traffic, how systems remain compatible, and how performance holds up under actual operating conditions. The sources do not supply a complete performance comparison or establish a universal fallback method for mixed traffic or communication loss.
Does the USDOT V2X plan mean virtual traffic lights are widely used?
No. On August 16, 2024, USDOT announced Saving Lives with Connectivity: A Plan to Accelerate V2X Deployment, a broader effort involving vehicle-to-everything communications among vehicles, wireless devices, and roadside infrastructure. FHWA’s announcement included nearly $60 million in grants to three entities to promote V2X deployment. That is evidence of broader connected-vehicle activity, not evidence that VTL itself has been widely adopted or is replacing traffic lights.

These concepts should not be ranked as if the sources provide a head-to-head test. They differ in communication model and decision location, and the evidence cited for each is at a different stage.
