What Are the Alternatives to Small Modular Reactors for Low-Carbon Power?

No single technology replaces every role of an SMR. Compare low-carbon generation, dispatchable power, grid flexibility, and what recent cost figures do—and do not—show.

There is no single replacement for a small modular reactor (SMR) in every role. Wind and solar can supply low-carbon electricity, while hydropower, sustainable bioenergy, geothermal power in suitable locations, fossil-fuel plants with carbon capture, and existing large nuclear plants can contribute dispatchable or firm power. Which combination works depends on whether the need is low-cost energy, electricity available on demand, or a dependable power system across the year.

What does “alternative to an SMR” mean?

An SMR is a proposed type of nuclear power plant, but alternatives can be compared against different services it might provide. A source that generates large amounts of electricity over a year is not necessarily able to supply power at a particular hour or during a period of peak demand. And a power plant is only one part of a grid that must match supply and demand continuously.

  • Annual energy: how much electricity a source generates over time. Wind and solar can contribute substantially, depending on local resources and deployment.
  • Firm or dispatchable capacity: the ability to provide power when the grid needs it, subject to the plant, fuel, water, or other resource being available. Hydropower, bioenergy, fossil generation with carbon capture, and nuclear plants can contribute in this way, with important limitations.
  • System flexibility: the ability to accommodate changing supply and demand. Transmission, storage, interconnection, and demand response help balance the grid, but they are not primary sources of energy.

For that reason, the useful comparison is usually between portfolios and the services they provide—not a claim that one technology can replace every feature of an SMR on its own.

Which low-carbon power options can replace some or all of an SMR’s role?

Option What it can contribute Main constraint
Onshore wind Low-carbon electricity; recent global cost reporting places it among the least-cost options for new generation. Output varies with wind conditions, so its contribution depends on the local resource and the grid’s ability to balance and deliver power.
Solar PV Low-carbon electricity; recent global cost reporting places it among the least-cost options for new generation. Output varies with sunlight and follows a day-night pattern; complementary resources and grid integration matter.
Hydropower Renewable generation that can also be flexible and dispatchable. Suitable sites and water are limited, and drought or climate variability can affect output.
Sustainable bioenergy Potential dispatchable generation. Sustainable feedstock is limited; biomass should not automatically be treated as low-carbon regardless of its source.
Geothermal Dispatchable renewable power where geology permits. It is not available uniformly, and the sources cited here do not establish broad global scalability.
Fossil-fuel plants with carbon capture, utilisation and storage (CCUS) A dispatchable low-emissions option identified by the IEA. CCUS faces technical, economic, and political barriers to scaling; “low-emissions” does not mean zero emissions.
Existing large nuclear plants Firm low-emissions power without using an SMR design. Cost, financing, construction, safety and waste governance, and public acceptance remain material considerations.

The IEA identifies hydropower, bioenergy, and fossil-fuel plants equipped with CCUS as the main dispatchable low-emissions alternatives to nuclear. Its summary also notes limits on hydro sites and sustainable bioenergy, as well as obstacles to scaling CCUS. IEA, Nuclear Power and Secure Energy Transitions: Executive Summary (2022).

Can wind and solar replace nuclear power?

Wind and solar can replace some nuclear generation as sources of annual electricity, but their output varies over time. Replacing a plant’s annual energy is different from matching its contribution to power supply at every hour. A system relying heavily on variable renewables therefore also needs ways to manage mismatches between generation and demand.

The IEA describes grid modernization and storage as important to integrating renewable deployment. Batteries can provide grid-stability services, while interconnection can help move electricity between areas and demand response can shift or reduce consumption when supply is constrained. These resources support a power portfolio; they do not generate the electricity that wind, solar, or another primary source must supply. What do the recent cost figures show?

The IEA reports that renewables remained the most cost-competitive option for new generation in 2024. Its global weighted-average levelised cost of electricity (LCOE) figures, published in 2025, were USD 0.034/kWh for onshore wind, USD 0.043/kWh for solar PV, and USD 0.057/kWh for hydropower. These are global generation-cost averages for 2024, not estimates for a particular project or a complete comparison of firm electricity delivered when needed. IRENA reports that 91% of utility-scale renewable capacity newly commissioned in 2024 had a lower LCOE than the cheapest newly installed fossil-fuel alternative. That is a comparison with new fossil capacity—not with SMRs, existing plants, or a complete electricity-system portfolio. IRENA, Renewable Power Generation Costs in 2024.

LCOE is useful for comparing generation costs, but it does not by itself settle the cost of reliable, delivered electricity. The comparison also depends on location, financing, transmission, storage, dispatchability, and when power is available. The figures above should not be read as a universal ranking of technologies for every grid or project.

How should a power planner choose among the alternatives?

  • Output timing and reliability: when each resource produces power, whether it can be dispatched, and how it contributes during peak demand.
  • Resource limits: local wind and solar conditions, suitable hydro sites and water availability, sustainable biomass feedstock, and geothermal geology.
  • Grid requirements: whether transmission, interconnection, storage, or demand response is needed to connect and balance the generation.
  • Project economics: delivered electricity costs and financing assumptions, rather than generation LCOE alone.
  • Environmental and policy conditions: lifecycle emissions, local impacts, permitting, public acceptance, and system resilience.

No universal winner follows from the global figures. The evidence cited here does not provide a consistent, project-level comparison across every technology for country-specific costs, construction timelines, lifecycle emissions, or firm-capacity value. Those questions require a specified geography, year, and system role.
