An automated expense review should verify business purpose and supporting evidence, check claims against your written policy and budget, then route exceptions to an authorized reviewer. For U.S. accountable-plan tax treatment, the rules must also support adequate accounting and require employees to return excess advances or reimbursements. The IRS requirements are distinct from a company’s own approval limits: the sources cited here do not establish a universal private-company dollar threshold.
Start with the rules that make a claim reviewable
Set required fields and evidence before configuring approval routes. For each expense, capture the category, amount, date, business purpose, and any details your policy requires, such as project, client, attendees, or travel information. These fields help establish the business connection and substantiate the expense under a U.S. accountable plan.

Return incomplete claims for correction rather than treating missing information as approval. A workflow should distinguish “needs information” from “approved,” and preserve what the claimant supplied and when.
Require documentation appropriate to the expense
Define receipt and supporting-document requirements by expense type, and apply exceptions only when the applicable rules and written policy permit them. When a permitted exception is used, require a reason and a reviewer’s decision. Keep the electronic documents with the associated expense-report data.
#1 Best Overall
The IRS explains that adequate substantiation includes expense details and evidence of business purpose; receipts and similar documents are part of the record where required. Records made at or near the time of the expense are generally more reliable. See IRS Publication 463 (2025).
Electronic substantiation may be used under the conditions described in IRS Revenue Ruling 2003-106. Scanning or storing a receipt electronically does not, by itself, satisfy every recordkeeping obligation: the employer still needs adequate records.

Separate tax requirements from company approval choices
For U.S. accountable-plan treatment, reimbursements must have a business connection, employees must adequately account for expenses, and excess advances or reimbursements must be returned. The IRS states: “You must pay back the amount of any reimbursement or other expense allowance for which you don’t adequately account or that is more than the amount for which you accounted.” This is an accountable-plan tax rule, not a company-wide dollar approval limit.

Do not let an “approved” workflow status mask an unresolved excess.

Check policy, budget, and pre-authorization
After confirming the submission is complete, compare it with the employee’s applicable policy, approved budget, category limits, and any required pre-authorization. These are internal controls: the company must define the relevant limits and delegated authority. The cited sources do not set a universal private-sector threshold.
Pre-authorization can be useful for travel or other planned spending, while post-expense review can check whether the final claim matches the authorization. A public procurement specification lists configurable business-rule routing, special approvals, and pre-authorization as system capabilities; it is an example of workflow design, not a legal mandate. See the Orange County Auditor-Controller’s 2023 procurement requirements matrix.

For federal agency travel specifically, 41 CFR § 301-70.1 requires agencies to consider the need for travel and limit authorization and payment to travel necessary to accomplish the mission economically and effectively. That rule applies in its federal context; it is not a private-company approval threshold. See 41 CFR § 301-70.1.

- Missing documentation or an allowed exception: Hold the claim for correction or require a recorded reviewer decision before payment.
- Unusual category or possible duplicate: Flag for review instead of allowing an automated pass to settle the question.
- Approver is also the claimant: Where practicable, block self-approval and assign an alternate approver.
These are prudent control choices, not a universal statutory approval matrix. Configure them to match written policy and delegated authority, and record who submitted, changed, reviewed, approved, rejected, or overrode each item.
Set approval thresholds without inventing a universal cutoff
Choose and document company thresholds based on delegated budget authority, expense category, and risk. A single amount may be too blunt if, for example, a low-value claim lacks required evidence or a higher-value planned expense has already received appropriate pre-authorization. The threshold itself is an organizational decision, not a figure supplied by the cited IRS or federal travel sources.
When designing the matrix, decide who has authority for each category and level, which claims need pre-approval, how documentation exceptions are handled, when a second or independent review is required, and what records must remain traceable. Revisit the matrix when policy or delegated authority changes.
Keep records that let you reconstruct the decision
Retain the submitted evidence and report data alongside the applicable policy version, rule outcome, reviewer identity, timestamps, override reason, and payment or correction status. Reconcile expense records to the relevant accounting records, and monitor overrides and recurring exceptions so that the controls can be adjusted when patterns emerge.
The IRS’s Automated Records guidance discusses machine-sensible records, reconciliation, and audit trails. Using a third party to provide record services does not relieve the taxpayer of its recordkeeping responsibilities. The system should therefore preserve a usable link between electronic evidence, the expense claim, and the accounting record.
