API-first means a fintech designs its software interfaces as primary, documented ways to use its financial capabilities—not merely as add-ons to a product built for another workflow. That can make payments, account data, identity checks, and other services reusable across apps, partners, and internal operations. It does not, by itself, make a company licensed, compliant, secure, or operationally ready.
What API-first means—and what it does not
An application programming interface (API) is a defined way for software components to communicate. In an API-first approach, a company plans the API contract and the behavior behind it as part of designing a product. Endpoints, data formats, access rules, and expected responses are specified early enough to shape implementation, rather than being added after a user-facing system is already built.

The distinction is between having an API and making the API a primary way to use the product. API-enabled usually means an existing product exposes an API. API-first means the API contract is central to the product’s design and is intended to support real workflows. The European Banking Association’s 2024 report, Navigating the path to embedded finance, puts the design principle this way: “products should be designed to be enabled by APIs from the start.” That is guidance, not a formal certification or a universally standardized definition of “API-first.”

| Approach | What the API means in practice | What to verify |
|---|---|---|
| API-enabled | An API exists alongside a product whose workflows may have been designed primarily for a user interface or internal system. | Whether the API covers the capabilities a partner needs, and whether its behavior is documented and dependable. |
| API-first | The API contract and service behavior are designed as primary product interfaces; apps and other consumers can use those capabilities through them. | Whether the interface is complete, maintained, secure, operable, and supported by the same underlying business capabilities as human-facing tools. |
API-first does not mean API-only. Staff may still need dashboards and operational tools for exceptions, reviews, investigations, and customer support. The architectural goal is to let those tools and external integrations work with consistent underlying services and records, rather than creating separate, conflicting versions of a financial workflow.

How an API-first financial service works
Consider a fintech product that lets a customer view account activity and make a payment. The product can call a service responsible for account information or payment execution instead of implementing every banking function inside the customer-facing app. The service exposes a defined contract; an API gateway or equivalent layer can authenticate and route requests to the relevant service. Stripe’s API banking explainer describes this layered model and the use of APIs to give authorized third-party applications access to banking services and financial data.
A typical design separates financial capabilities into services—such as payments, account management, identity checks, or transaction history—and makes each available to the consumers that need it. Those consumers might include a mobile app, a business partner, a customer service tool, or another internal system. A well-defined interface lets a product use one capability without integrating every function of a bank or rebuilding that capability for each channel.
This is a design pattern, not a fixed architecture diagram. A fintech may expose services through its own API layer, connect to a bank or infrastructure provider, or combine those approaches. The European Banking Association’s 2024 report also treats partnerships and organizational alignment as part of embedded finance: interfaces alone do not resolve who operates a service or how the organizations coordinate.
Where fintech companies use API-first infrastructure
Embedded payments
A marketplace or software platform can incorporate payment processing into its own customer journey, so a customer can pay without leaving that experience. Stripe identifies embedded payments as an API banking use case. For a fintech, the design question is not just whether a payment endpoint exists: it is whether the service supports the actual payment flow, including the surrounding status updates and operational handling the product needs.

Banking as a service and embedded banking
A bank or infrastructure provider can make selected capabilities available to another platform, which may then offer accounts, cards, credit, or payments within its own customer experience. Stripe discusses banking as a service (BaaS) as a way to expose banking capabilities through APIs. HDFC Bank’s FY 2024–25 annual report describes partner-app access to savings accounts, loans, and credit cards as an operating example of embedded banking and API orchestration. That is a bank-reported example for that institution and reporting year, not evidence that every partnership uses the same model or produces the same result.
Account aggregation and open banking
With appropriate authorization, APIs can provide account information to another application for a consolidated view or a financial workflow. Oracle describes account aggregation and consent management in its banking API materials; AWS’s open banking guidance describes sharing data with third parties after customer consent. These are provider materials describing approaches and capabilities, not proof that any particular implementation meets every applicable legal or technical requirement.
Payment initiation
An API-based workflow can initiate a payment after authentication and validation. A 2021 report from the Bank for International Settlements (BIS) examines two approaches in a centralized API architecture. The report expressly limits its scope: it did not assess all possible alternatives and does not endorse adoption of the scheme it analyzed. It is useful as an example of payment-initiation design, not as a universal prescription.

APIs can also support business-facing capabilities, including cash and liquidity management, virtual accounts, payments, lending, trade, and supply-chain finance. Oracle lists these among its banking API capabilities. That list is a vendor’s product description; a buyer should verify that the required functions are available in the relevant product, region, and version.

What teams need to design and operate
API-first work spans more than endpoint design. A practical implementation commonly includes financial services or domain logic, a gateway or equivalent layer for routing and policy enforcement, identity and access controls, consent handling where relevant, monitoring and audit records, and processes for testing and managing changes. This is a synthesis of the approaches described by Stripe, AWS, and Oracle, not a universal architecture mandate.
Define the contract and capability coverage
Specify what each operation accepts, what it returns, and how it behaves under expected and failed conditions. Decide which business capabilities are available to API consumers and whether those match the material capabilities offered through staff or customer-facing tools. A product may technically expose an API yet still require manual workarounds if a necessary operation is missing or only available through a separate interface.
Ask how contracts are published and versioned, how incompatible changes are communicated, and what support is available during an upgrade. The UnPay material offers vendor-published practical evaluation prompts around API parity and behavior; these are useful questions, not an independent standard or certification.
Make documentation and testing useful
Documentation should describe the workflow, not just list endpoints. Look for examples, authentication instructions, error behavior, and guidance on the sequence of operations. A sandbox should let a team exercise realistic scenarios—including failures and status changes—before it connects to production. Oracle describes documentation and a sandbox among its product capabilities; verify that the actual environment reflects the workflows and limitations that matter to your integration.

Postman describes shared API artifacts, documentation, mock servers, environments, tests, monitors, and governance as part of API-first tooling. Those tools can support a development process, but they are not financial infrastructure or a substitute for the provider’s own API contract, production monitoring, or operational readiness.
Plan for retries and changing state
Money-moving requests need predictable retry behavior. If a client times out after sending a payment request, it needs to know whether a retry could create a second payment or whether the request can be safely repeated under the provider’s contract. Confirm what protections, such as idempotency checks, are supported, how they work, and what request identifiers or retention rules apply; Oracle lists idempotency checks in its product description, but the implementation details must be verified for the service being considered.
Some operations do not finish at the instant of the request. A payment or account workflow may change state later, so the integration needs a defined way to learn about the outcome and reconcile it with its own records. Ask how asynchronous updates are delivered, what happens if an update is missed, and how the client can check the authoritative status. The exact event mechanism and recovery behavior are provider-specific.
Security, consent, and governance
Security belongs in the design of the interface and the service behind it. A useful review covers who is calling, what that caller is permitted to do, what customer authorization is required, which data is exposed, and how activity can be investigated later. Access should be limited to the scope needed for the workflow, with records that let the organization trace relevant activity.
Best Value
AWS’s open banking guidance describes customer consent using OAuth 2.0, mutual TLS (mTLS) for protected third-party access, and tamper-resistant logging and audit. Oracle describes OAuth 2.0, OpenID for UK open banking, consent and entitlement management, and authentication features in its product materials. These are examples of controls and technologies, not a checklist that is automatically sufficient everywhere. Appropriate controls depend on the jurisdiction, applicable standards, threat model, and the system’s current design.
Consent is not just a technical token. Teams need to understand what the customer agreed to, the scope and duration of access, how access is managed, and what records support later review. The parties also need clear processes for handling incidents, disputes, customer support, and partner oversight. The allocation of those duties depends on the specific service, contract, product, and jurisdiction.
How to assess an API provider or implementation
Compare options against the work your product must perform, rather than using endpoint count or the “API-first” label as a proxy for quality. The following dimensions turn the architecture discussion into questions a technical, product, security, and operations team can evaluate together.

| Assessment area | Questions to ask | Evidence to request |
|---|---|---|
| Capability coverage and parity | Can API clients perform the material workflows they need? Are comparable capabilities available through human-facing tools? | Current API documentation and a walkthrough of the specific product journeys. |
| Authorization and data handling | How are customer consent, authentication, permissions, and data access limited and recorded? | Technical controls and the applicable product and jurisdictional terms. |
| Resilience and operations | How do retries, errors, timeouts, delayed outcomes, and missed state updates work? | Contract details and sandbox scenarios that exercise normal and failure paths. |
| Documentation and change management | How are versions, breaking changes, examples, and support handled? | Published documentation, version policy, and the provider’s support arrangements. |
| Fit with existing systems | How will the service connect to the current core, gateway, identity, and security systems? | A design review using the actual systems and migration work in your environment. |
| Responsibilities and obligations | Who handles customer support, disputes, compliance processes, incident response, and partner oversight? | The proposed operating model and contract, checked against the relevant jurisdiction and product. |
Oracle says its banking API service is designed to integrate with existing technology and describes tooling, libraries, third-party management, authentication, documentation, sandbox, and API monetization. Treat those as vendor statements, not independent assessments of fit or performance. AWS provides cloud architecture guidance for consent, access control, scalability, APIs, and audit; it is not a neutral comparison among cloud providers. The relevant test is whether a proposed service works with your actual architecture and operating requirements.
What API-first cannot promise
An API does not grant a financial-services license, satisfy regulatory duties, or transfer legal responsibility away from the companies involved. Using a cloud platform, API management service, or BaaS provider does not by itself make a fintech compliant. Teams must determine the obligations that apply to their activity and location, and agree who performs the operational and control functions in the specific partnership.
Nor does API-first automatically remove legacy integration work. Oracle describes its platform as intended to coexist with existing technology, but compatibility claims need to be checked against the systems, interfaces, data, and migration constraints in the buyer’s environment. A new API layer can make capabilities easier to consume while still depending on older core systems behind it.
Finally, the available materials support qualitative benefits and describe company examples, but they do not establish a neutral causal estimate for time-to-market, revenue, or cost improvements that applies across fintech companies. Treat those outcomes as hypotheses to validate in the proposed product and operating model, not guaranteed effects of adopting an API-first architecture.
