Indonesia has not been excluded from MSCI yet. On October 15, 2026, MSCI began consulting on a proposal to move its Indonesia indexes from Emerging Market to Standalone Market status, with a final decision due by the end of June 2027. Until that process ends, Indonesia remains in an existing freeze that blocks increases in foreign-inclusion factors and share counts, new additions to MSCI Investable Market Indexes, and upward moves between size segments.
If MSCI ultimately removes Indonesian securities from its investable benchmark family, passive funds that replicate those benchmarks could have to sell affected holdings around the effective rebalance. Active managers would retain more discretion, but their tracking-error limits, risk budgets and client expectations could change. The largest pressure would normally fall on liquid, foreign-owned stocks with substantial MSCI weights; the size and timing of any flows are not yet known.

What MSCI’s October 2026 announcement actually says
The October 15 consultation is a proposal, not a completed reclassification. MSCI said it would announce a final decision by the end of June 2027, and that the current freeze would remain in place until further notice. Investors therefore face a period in which market-access rules are restrictive but the ultimate index status is unresolved.
MSCI’s June 23, 2026 Market Classification Review identified concerns about shareholder transparency and suspected coordinated trading. In MSCI’s wording, “Both concerns materially limit investors’ ability to assess true free float and to rely on observed market prices for portfolio construction and index replication.” The organization said that, without sufficient progress by its November 2026 review, it could consider options including moving Indonesia from Emerging Market to Frontier Market status. The later consultation introduces a different possible outcome: Standalone Market status for the MSCI Indonesia Indexes.

These labels matter because index classification determines which global funds can use an index as an investable benchmark. A consultation can influence prices immediately through expectations, but it does not itself create a final list of securities to be removed or a fixed amount of forced selling.
What the current MSCI freeze does
MSCI’s July 2026 update keeps Indonesia subject to several operational restrictions:
- Foreign Inclusion Factors (FIF) cannot be increased.
- Number of Shares (NOS) used in index calculations cannot be increased.
- No new Indonesian securities can be added to MSCI Investable Market Indexes.
- Indonesian securities cannot migrate upward between size segments, including a move from Small Cap to Standard.
The same restrictions appear in MSCI’s consultation document. A freeze is not the same as a deletion: existing constituents can remain in their indexes, but their representation cannot expand through higher free-float factors, additional shares or upward size migration. Companies that might otherwise qualify for inclusion or a larger segment are unable to obtain that index treatment while the freeze lasts.

What a move to Standalone status or an exclusion could mean
Passive funds face the clearest mechanical obligation
Index-tracking funds generally aim to hold the securities and weights in their benchmark. If MSCI removes Indonesian constituents from the relevant investable benchmark family, a passive fund whose mandate requires benchmark replication would normally sell those positions by the implementation date or rebalance window. The actual orders depend on each fund’s prospectus, the affected index, the effective date and the manager’s trading process.

There is no authoritative security-by-security selling list or final dollar estimate. MSCI has not published one, and the eventual flow would depend on which indexes change, how many funds track them, whether Indonesia is replaced by another market in a composite benchmark and how much exposure investors hold outside the benchmark.
Active funds have more choices, but not no consequences
An unconstrained active manager can continue to own Indonesian shares after a deletion. A benchmark-aware manager may keep a smaller position to control tracking error, while a mandate that permits only securities in designated emerging-market indexes could require an exit. Even when selling is not mandatory, the benchmark change can alter the manager’s risk budget, performance comparison, internal limits and conversations with clients.
Standalone status is different from a routine emerging-market deletion
Standalone status would signal that MSCI does not consider Indonesia suitable for inclusion in its developed, emerging or frontier investable market frameworks under the relevant accessibility and investability criteria. The consultation concerns the MSCI Indonesia Indexes, so the practical effect would be concentrated in products that use those indexes or broader families that include them. It would not automatically remove every Indonesian company from every international index provider or prohibit foreign ownership under Indonesian law.

How selling pressure could reach Indonesian stocks
The strongest market channel is usually concentrated in securities with three characteristics: a large weight in the affected benchmark, substantial foreign ownership and limited day-to-day liquidity. When many benchmark-linked portfolios trade in the same direction, sellers can exhaust displayed bids, widen bid-ask spreads and increase price impact. Dealers may demand a higher return for holding the risk, which can lower valuations even after the initial rebalance.

Those are scenario effects, not guarantees. Some investors may anticipate the decision and trade before the formal implementation date; others may buy at lower prices. A stock with little benchmark weight may see limited direct selling even if the country is reclassified, while a heavily weighted blue-chip can experience pressure despite sound operating results.
On October 16, 2026, the Jakarta Composite Index fell 10.64% intraday and trading was temporarily halted by an automatic circuit breaker after the consultation announcement, according to contemporaneous reporting by Cinco Días and El País. That episode demonstrates an immediate market reaction to the announcement; it does not establish that every Indonesian stock would fall by 10.64% or that a final decision would produce the same move.
Why MSCI is questioning Indonesia’s investability
Free-float and ownership transparency
MSCI’s core concern is whether investors can identify the shares genuinely available for public trading. Opaque ownership structures can make a company appear to have more free float than is actually accessible, causing an index to assign a weight that cannot be replicated without moving the price. Reliable shareholder data is also necessary for foreign investors to understand concentration and control risks.

MSCI has cited suspected coordinated trading as a risk to price formation. If related investors act together, an observed market price may not represent independent supply and demand. That undermines the use of the price in portfolio construction and can make an index weight difficult for outside investors to implement.

Accessibility and consistent implementation
Indonesia’s regulators and market institutions have announced reforms acknowledged in MSCI’s June review. They include disclosure of shareholders above 1%, more granular investor classification, a High Shareholding Concentration framework and a roadmap toward a 15% minimum free-float requirement. MSCI stressed that announcements alone are insufficient: international institutions need consistent implementation and evidence that the changes have a sustained effect on trading and ownership data.
Which Indonesian shares are most exposed?
The MSCI Indonesia Index measures the large- and mid-cap segments, not every company listed on the Indonesia Stock Exchange. A potential MSCI action therefore has a different effect on an index constituent, a smaller domestic stock and a private company with no MSCI representation.
| Exposure factor | Why it matters | Questions for an investor |
|---|---|---|
| Benchmark weight | A larger weight can create more mechanical selling when a fund must remove the security. | Is the stock a constituent of the affected MSCI Indonesia or composite index, and at what weight? |
| Foreign ownership | High foreign participation can increase the number of investors responding to a benchmark change. | How much stock is held by foreign public investors, and are ownership limits close to being reached? |
| Trading liquidity | Thin order books magnify price impact and spread widening during one-way flows. | Could the position be exited over several sessions without materially moving the market? |
| Free-float reliability | Unclear public availability can lead to further index adjustments or a higher risk premium. | Are controlling holders, related parties and strategic stakes disclosed clearly? |
| Company size | MSCI’s Indonesia index coverage is concentrated in large and mid-cap stocks. | Is the company actually in the index universe, rather than merely listed in Indonesia? |
What foreign investors should evaluate before deciding to hold or sell
- Identify the mandate. Determine whether the portfolio is a strict index tracker, benchmark-aware active strategy or unconstrained fund. The permitted response to a deletion differs substantially among these categories.
- Map implementation dates. A consultation announcement, a final classification decision and an index rebalance are separate events. Do not treat the October 15 announcement as the date on which every fund must trade.
- Estimate implementation cost. Review average daily value traded, bid-ask spreads, foreign ownership room, local settlement arrangements and the ability to stage orders. A theoretical exit price is not the same as an executable price in a stressed market.
- Check free-float and control data. Read company disclosures and exchange filings for strategic holdings, shareholder concentration and investor categories. A headline free-float percentage may not describe the shares available to a foreign public investor.
- Stress-test the required return. Consider a wider spread, lower turnover quality, a higher country or governance risk premium and the possibility of another MSCI notice. Compare that risk-adjusted valuation with the company’s earnings, balance sheet and local alternatives.
- Separate company risk from index risk. A deletion can affect market access without changing a company’s cash flow. Conversely, a company with weak governance may deserve a lower valuation even if it remains in an index.
Possible outcomes and what each would mean
| Outcome | Likely market implication | What is known now |
|---|---|---|
| Indonesia remains in the emerging-market framework after reforms | The freeze could eventually be lifted, allowing index additions, higher FIF or NOS and upward size migration if MSCI is satisfied with implementation. | MSCI has not announced that the freeze will be lifted. |
| Indonesia is moved to Frontier Market status | Benchmark weights, eligible funds and trading flows would change because frontier-market portfolios use a different opportunity set and risk framework. | This option was identified in the June 23 review if progress was not sufficient by the November review. |
| MSCI Indonesia Indexes become Standalone | Funds that require investable emerging- or frontier-market benchmarks could remove affected securities, while unconstrained investors could still hold them. | MSCI opened this consultation on October 15 and plans a final decision by the end of June 2027. |
| No immediate final change | Uncertainty and the existing freeze could persist, limiting index growth and keeping a governance discount in valuations. | The freeze remains in force until further notice. |
Implications for Indonesian companies and regulators
Companies seeking international capital would face a higher burden of proof on ownership disclosure, free-float calculations and shareholder concentration. Clear identification of controlling, strategic and public holdings can reduce uncertainty about how much stock is genuinely tradable. Consistent application of the announced disclosure and concentration frameworks matters more than a single compliance announcement because index providers and institutional investors assess patterns over time.
For regulators and market operators, the issue extends beyond one index. Reliable investor classification, surveillance of coordinated trading and transparent price formation affect the credibility of the entire market. Progress that is visible in filings but not reflected in trading conditions may not satisfy the accessibility test used by global institutions.

Timeline investors should monitor
- June 23, 2026: MSCI’s Market Classification Review described the transparency, free-float and coordinated-trading concerns and warned that reclassification options could be considered if progress was insufficient.
- July 2026: MSCI confirmed the freeze on FIF, NOS, new Investable Market Index additions and upward size migration.
- November 2026 review: MSCI indicated that it would assess whether sufficient progress was evident. This is a review point, not necessarily the final decision on the Standalone consultation.
- October 15, 2026: MSCI launched the consultation on Standalone Market status and kept the freeze in place.
- By the end of June 2027: MSCI says it will announce a final decision on the consultation proposal.
Between these dates, investors should distinguish an MSCI statement, a classification decision, an index methodology notice and the effective rebalance date. Each can produce a different trading response.
Bottom line for a foreign holder of Indonesian shares
There is a real index-access risk, but there is no final exclusion yet. Passive funds are the most mechanically exposed; active funds can often remain invested but may face tighter risk and tracking-error constraints. The stocks most vulnerable to forced-flow pressure are likely to be large MSCI constituents with high foreign ownership and limited liquidity. The eventual effect cannot be quantified responsibly until MSCI publishes the final decision, affected indexes and implementation schedule.
Investors should therefore price the possibility of wider spreads, weaker liquidity and a higher required return rather than assume a uniform country-wide sell-off. Company fundamentals, ownership transparency and the practical ability to trade remain decisive even if MSCI changes Indonesia’s classification.
