A digital-to-analog TV converter box receives over-the-air digital broadcasts through an antenna and converts them into a signal an analog television can display. You need one only if your TV lacks a compatible digital tuner and you want to keep watching antenna broadcasts on it.
What “TV converter box” means
The phrase can describe different kinds of television equipment. This article uses it in the broadcast sense: a separate tuner for receiving digital over-the-air TV and converting it for an analog-only television. The FCC put the function plainly: “The converter box will convert the over-the-air digital signals into signals that analog TV sets can receive and display.” FCC consumer advisory

For the historical U.S. coupon program, federal law defined a digital-to-analog converter box as a device whose function was to convert digital television signals into analog signals for display on an analog television, with remote control permitted. 47 U.S.C. § 309(j)(14)(C) A cable or satellite provider’s set-top box is different: it is part of a subscription service, not necessarily an antenna-fed converter for an analog TV.

Do you need one for your TV?
Start with the signal source and the TV’s tuner. If you want to watch antenna-fed broadcasts, check whether the television can itself receive and display the relevant digital signal. If it can, a separate converter is not needed for that purpose. If it cannot, a compatible converter box may let you continue using the television with an antenna. The FCC described a digital TV, a converter box for an analog set, and subscription television as alternatives during the U.S. transition to digital broadcasting. FCC consumer advisory

- TV with a compatible digital tuner: Connect a suitable antenna to the TV, subject to reception and connection requirements.

- Cable or satellite service: Follow the provider’s equipment and connection requirements; that set-top equipment serves a different role.
The U.S. full-power television transition date, February 17, 2009, is historical context, not a current deadline. The converter-box function remains relevant only where the TV and the intended broadcast signal are not directly compatible.
How the box connects to an antenna and TV
The antenna feeds the converter, which tunes broadcast channels and sends a compatible output to the television. Exact connections depend on the particular box and TV, so compare the labels and ports on both devices before choosing equipment.

- Identify the TV’s inputs. Check the back or side panel for antenna/coaxial, composite video and audio, or other inputs.
- Check the converter’s outputs and tuner standard. Confirm that its supported broadcast standard matches the broadcasts you intend to receive and that an output matches an input on the TV. The historical NTIA description included composite video with stereo audio and switchable channel 3 or 4 RF output, but those details should not be assumed for every current model. NTIA proposed rule
- Connect the antenna to the converter’s antenna input. If you do not already have a suitable antenna or cable, you may need one; reception depends on signal conditions and setup.
- Connect the converter output to a matching TV input. Select the corresponding input on the TV, or tune it to channel 3 or 4 if the converter uses RF output and its instructions require that setting.
- Run channel setup on the converter. Use the exact model’s instructions to scan for available channels, then use the converter’s remote to change channels.
NTIA’s notice cautioned that antenna reception can vary with geography and other factors. A converter makes the digital signal usable by an analog TV; it does not guarantee reception where the antenna cannot receive a usable signal. NTIA proposed rule
What to check before choosing a converter
- Broadcast compatibility: Verify the precise broadcast standard supported by the box and whether it matches the signals available where you live.
- TV connection: Make sure the converter’s output can connect to an input on the TV. A model’s actual ports matter more than the generic label “converter box.”
- Antenna setup: Confirm that you have an appropriate antenna and cable, and account for local signal conditions.
- What you want to watch: A broadcast converter is for antenna-based over-the-air TV; it is not a replacement for a cable or satellite subscription receiver.
The historical NTIA coupon-program description specified an antenna-only input, analog outputs, channel tuning, and a remote control. Those specifications describe that program-era device, not a current universal product standard.
