A penetration test is an authorized security assessment that attempts to use selected weaknesses in a realistic, controlled way. It helps an organization learn whether security controls can be bypassed, what access an attacker might gain, and whether defenders can detect and respond. The work must stay within written boundaries: testing can disrupt or damage systems, and careful planning reduces that risk but cannot eliminate it.
What is a penetration test?
NIST defines penetration testing as security testing in which assessors mimic real-world attacks to identify ways of circumventing an application’s, system’s, or network’s security features. The aim is not simply to produce a list of possible weaknesses. Testers attempt to validate selected vulnerabilities and understand how they might combine into a path to greater access.

In practical terms, a test asks whether weaknesses can be used under the conditions agreed for the engagement. Depending on its objectives, it can also help assess what level of attacker sophistication would be needed and how well the organization detects and responds to the activity. NIST’s foundational guide, Special Publication 800-115, was published on September 30, 2008; it provides an overview of testing methods and planning, not proof of the latest requirements for every sector or jurisdiction.

The scope determines what is tested. A penetration test does not automatically include social engineering, physical intrusion, source-code review, or every system the organization owns. Those activities need to be explicitly included and authorized where relevant.

What happens during a penetration test?
NIST presents four common stages—planning, discovery, attack, and reporting—while noting that acceptable methodologies may group activities differently.
1. Planning
The organization and testing team establish the purpose, targets, constraints, responsibilities, schedule, resources, and deliverables. They also agree on permission and rules of engagement before any testing begins.
2. Discovery
Testers gather information about the agreed targets and identify systems, ports, services, and potential weaknesses. Depending on the engagement, techniques can include network discovery, port and service identification, vulnerability scanning, wireless scanning, or application security testing.

Testers attempt controlled exploitation of selected potential vulnerabilities to check whether they are usable and what impact they could have. A successful attempt can validate a weakness and reveal which safeguards did or did not prevent the attack. It must remain within the agreed limits.

4. Reporting
After testing, the team analyzes its findings, identifies root causes where possible, recommends mitigations, and communicates results in a final report. The report should give the organization information it can use to address the underlying issues, not just reproduce tool alerts.
How is a penetration test different from a vulnerability scan?
A vulnerability scan uses tools to identify potential weaknesses based on observed systems, services, and known issues. A penetration test can use scanning as one input, then apply analysis and controlled exploitation to check whether selected weaknesses can actually be used and how they might combine.
| Activity | What it helps answer | Typical role |
|---|---|---|
| Vulnerability scan | What potential weaknesses do the tools identify in the observed environment? | Automated identification that can support a broader assessment. |
| Penetration test | Can selected weaknesses be exploited under the agreed rules, and what could an attack path enable? | Assessment that validates selected issues and may examine how they combine. |
They serve different purposes rather than replacing one another. A scan can help identify issues to investigate; a penetration test assesses exploitability and consequences for the targets and objectives in scope.

What must be agreed before testing?
Written authorization and a clear scope are essential because testing may involve real attacks on real systems and data. NIST describes rules of engagement as detailed guidelines and constraints established before a test; they give the team authority to perform defined activities, not blanket permission to test anything it can reach.

Before work begins, the parties should document:
- Which assets are in scope and which are explicitly excluded.
- The assessment objectives and permitted techniques.
- Testing dates, timing constraints, and relevant operational conditions.
- Team roles, points of contact, escalation steps, and conditions for pausing or stopping work.
- Expected deliverables and how findings will be communicated.
NIST cautions that a target system may be damaged or made unavailable during a penetration test. Experienced testers can mitigate operational risk, but it cannot be fully eliminated. Appropriate expertise, notice, limits, and planning help reduce risk; they are not a guarantee that testing will be harmless.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What should a penetration-test report include?
A useful report gives decision-makers and technical teams enough context to understand and act on validated findings. NIST’s post-execution process includes analyzing results, determining root causes, recommending mitigations, and producing a final report. For each material finding, readers should be able to understand the affected asset, what was validated, the potential impact, and the recommended response; where a root cause cannot be established, that uncertainty should be clear.
The report is also bounded by the engagement: it describes what the team assessed under its agreed scope and methods. It should not be treated as evidence that untested systems are secure or that every possible attack path has been ruled out.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →How should an organization choose the scope?
Start with the decision the organization needs to make, then define a scope that can answer it safely. Relevant choices include whether the target is an application, network, wireless environment, or another system; which manual reviews, automated techniques, and controlled exploitation are appropriate; and whether the goal is to validate exploitability, assess defensive detection, or provide evidence for a specific purpose.
Reporting detail and remediation support should also be agreed in advance. Compliance requirements vary by jurisdiction and sector, so an organization making a procurement or compliance decision should confirm the applicable requirements and ensure the proposed scope meets them. NIST SP 800-115 is a useful methods guide, but NIST describes it as not being a comprehensive information-security testing program.
