What a Data Breach Can Expose—and What Stolen Data Lets Scammers Do

A breach can expose passwords, identity details, or financial information. Find out what each may enable and how to respond safely.

A data breach does not expose the same information in every incident, and exposure does not mean your information will definitely be misused. Start with the breach notice: it should identify the information involved and any steps or services offered. Then match your response to what was exposed. The FTC recommends using IdentityTheft.gov’s breach guidance for steps tailored to the situation.

What information was exposed in the breach?

Read the notice from the affected organization and look for the specific data types it names. FTC guidance covers information such as Social Security numbers, usernames and passwords, account numbers, and personal or financial details, but no single list applies to every incident. The notice—not the fact that a company reported a breach—is the source for what was involved in yours.

Do not assume information was encrypted or protected in a particular way unless the notice or another authoritative source says so. If the notice is unclear, contact the organization through a website or phone number you independently know is genuine, not contact details in an unexpected message.

What can someone do with my information after a data breach?

Stolen data can support attempts to access accounts, impersonate you, or deceive you. The possibilities below describe ways information may be misused, not a prediction that every exposed record will be abused.

Username and password

A criminal may try a stolen username and password on the account they belong to. If you reused that password elsewhere, those accounts may also be at risk. The FTC warns that criminals buy credentials taken in breaches and test them on the associated account. Change the exposed password and every reused version; see the FTC’s two-factor authentication guidance.

Social Security number or other identity details

Identity information can be used in attempts to open accounts, obtain a tax refund, seek medical treatment, or impersonate you in other settings. IdentityTheft.gov lists warning signs including unfamiliar accounts and activity. If your Social Security number was exposed, review your credit reports and look for accounts you do not recognize. A credit freeze or fraud alert can make it harder for someone to open new credit in your name; the FTC explains both in its breach-response guidance.

Bank, payment, or other account information

Financial or account details may help a scammer attempt unauthorized transactions or make a convincing impersonation attempt. Watch for unfamiliar charges, withdrawals, or account changes. If you see suspicious activity, contact the financial institution or affected company using a verified route. The FTC’s scam-response guidance explains steps to take when money or account access may be at risk.

Email or social account access

Someone who gets into an email or social account may use it to impersonate you, target your contacts with scams, or distribute malware. What should I do after a breach?

  1. Read the notice. Identify the information involved, any deadlines, and any services offered. Follow the FTC’s breach-specific guidance where it applies.
  2. Change exposed passwords. Update the affected account and any account where you reused the same password. Turn on multifactor authentication if available. Before relying on a new sign-in method, make sure your recovery email and phone number are current.
  3. Verify follow-up messages independently. Do not click unexpected links, open unexpected attachments, or provide passwords, account numbers, or Social Security numbers in response to an unsolicited email or text. Instead, visit a known genuine website or call a number you already trust. The FTC explains how to recognize and avoid phishing scams.
  4. Check for identity misuse. If identity data was exposed, review credit reports and unfamiliar accounts. Consider a credit freeze or fraud alert if appropriate.
  5. Act if you find fraud. Contact the company where the fraud occurred, ask about closing or freezing affected accounts, and change relevant logins and PINs. IdentityTheft.gov’s recovery steps can provide a personalized plan.
  6. Consider the services offered in the notice. The FTC advises taking advantage of free credit monitoring or identity-theft insurance offered by the affected organization. Monitoring can help you spot some activity; it does not guarantee that misuse will be prevented.

Which account protections are useful?

Choose protections based on what was exposed and what the relevant account supports. A monitoring service, a credit freeze, and multifactor authentication address different risks; none is a substitute for responding to suspicious activity.

Protection What it can help with What to know
Password change Limits use of an exposed password on the affected account and reused-password accounts. Update every place the same password was used.
Multifactor authentication Adds a second sign-in check if a password is stolen. The FTC says an authenticator app or security key is more secure than a code sent by text or email when available. A security key works only with accounts that support it. See the FTC’s account-protection advice.
Credit freeze or fraud alert Can make it harder for a thief to open new credit in your name. Consider these when identity information such as an SSN is exposed; they address new-credit risk, not every kind of account fraud.
Credit monitoring or identity-theft insurance May help identify certain changes or provide support, depending on the service. Check what the breach notice offers and what it covers. Monitoring does not prevent all misuse, and a paid service is not required to follow the official recovery steps.

How do I know if a breach-related email is a scam?

A message may refer to a real breach and still be fraudulent. Scammers can use a believable event to pressure people into revealing credentials or financial details. Be cautious of unexpected messages asking you to click a link, open an attachment, or provide sensitive information. Verify the claim through the organization’s genuine website or a phone number obtained independently. The FTC’s phishing guidance describes other warning signs and safer ways to check.
