Choose HLS when you need to distribute live or on-demand video to many viewers through ordinary web and CDN infrastructure, with adaptive bitrate playback. If conventional HLS’s delay is too high, assess Low-Latency HLS (LL-HLS), but it requires compatible production, delivery, and playback components. There is no universally correct protocol or fixed end-to-end latency: measure the complete system you plan to deploy.
What WebRTC and HLS are designed to do
WebRTC: real-time exchange
WebRTC is a set of browser APIs and real-time protocols for exchanging media and application data with another browser or device. Its standards address real-time transport and the network intermediaries involved in connectivity, including relays, firewalls, and NATs. It is a real-time communications approach, not simply another way to deliver media files or HTTP segments. See the W3C WebRTC Recommendation and IETF RFC 8835.

HLS: HTTP-based live and on-demand delivery
HTTP Live Streaming (HLS) delivers live and on-demand media over HTTP. Apple describes HLS as using ordinary web servers and CDNs, with multiple bitrate variants that allow playback to adapt as network bandwidth changes. Its baseline is specified in RFC 8216; Apple’s HLS documentation points implementers to an evolving second-edition specification. Check current authoring and playback requirements for your deployment.

In practice, choose by the interaction your product needs, the audience and distribution design, client support, and required content features. Treat the comparison as a decision framework, not a benchmark: no head-to-head test or single universally representative latency measurement is established here.

When Low-Latency HLS is an option
LL-HLS extends HLS to lower latency while retaining scalable delivery. It uses partial media segments and changes to playlist and server behavior, including playlist delta updates, blocking playlist reload, preload hints, and rendition reports. A producer can publish partial segments before the longer parent segment is complete. Apple’s guidance illustrates the mechanism with a six-second parent segment and a 200-millisecond partial segment; those are examples, not required settings for every stream.
LL-HLS does not become low latency merely because a player requests it. Production and delivery systems need to follow LL-HLS rules. If required server behavior is absent, clients may fall back to regular-latency HLS. Review Apple’s LL-HLS implementation guidance and verify compatibility across your producer, origin/CDN, and player.

Interpreting Apple’s historical latency figures
At Apple’s 2019 WWDC presentation, Roger Pantos described a one-to-two-second delay from live as LL-HLS’s design target at scale over the public internet, subject to a reasonable round-trip time. In that same presentation, he cited two to eight seconds as the then-current broadcast latency benchmark. These are figures attributed to a 2019 presentation, not current guarantees for every LL-HLS service, nor a head-to-head measurement against WebRTC. Plan and test the whole system before promising latency
- Define what “live enough” means. Identify whether a brief delay is acceptable for your use case or whether participants must react to one another in real time.
- Map the full delivery path. Include capture, encoding, transport or packaging, network traversal, origin/CDN behavior, player buffering, and playback. A protocol label alone does not specify end-to-end delay.
- Check features and clients. Confirm the exact browsers, devices, player stack, and content features your audience needs. Do not assume universal parity or compatibility.
- Test realistic network conditions. Measure from capture to playback across representative connections and devices. For WebRTC, include the connectivity and relay behavior your deployment may encounter. For LL-HLS, verify partial-segment and playlist/server behavior throughout production and delivery.
- Publish only measured expectations. Report the conditions and scope of your own measurements; do not turn an implementation target or one test into a universal latency claim.
Keep a YouTube channel live with prerecorded video
WebRTC and HLS describe approaches to media exchange and delivery; they are not, by themselves, a way to keep a YouTube channel continuously live from uploaded recordings.
