Neither WatchGuard Firebox nor Fortinet FortiGate is a single appliance, and the available vendor documentation does not establish an overall winner. Compare named models sized for the same traffic and deployment, then match security subscriptions, management needs, and support terms. Both product families describe integrated security functions and centralized management; what you get and how you administer it depend on the model, software, service, and configuration.
Start with the deployment and model, not the brand
“Firebox versus FortiGate” is a family-level comparison. WatchGuard offers tabletop Firebox T-series appliances and rackmount M-series models, as well as cloud and virtual deployment options. FortiGate is a product family associated with FortiOS and Fortinet’s wider Security Fabric ecosystem. A fair comparison needs a specific appliance or deployment type on each side, selected for a similar site size, traffic load, interfaces, VPN requirements, and inspection workload.

WatchGuard positions its T-series tabletop models for smaller sites and its M-series rackmount models for larger or higher-throughput environments. Its tabletop page describes the T25 for a few users and simpler networking, the T45 for small to midsize organizations, and the T85 for sites up to 50 employees or busier, higher-traffic locations. Those are WatchGuard’s positioning statements, not independent sizing recommendations.

Security features: compare entitlements, not feature-list length
Both vendors describe security functionality, but a capability appearing in a product-family overview does not by itself tell you whether it is included with a particular appliance, requires a subscription, or is enabled in your configuration. Confirm the exact model, current firmware entitlement, security bundle, and renewal terms before treating any feature as part of the purchase.
| Area | WatchGuard Firebox | Fortinet FortiGate | What to verify |
|---|---|---|---|
| Security functions and services | WatchGuard’s Firebox materials describe functions and services including IPS, antivirus, application control, content filtering, DNS protection, sandboxing or advanced threat protection, and detection and response. | Fortinet describes FortiGate as an NGFW platform and FortiGuard services within its Fortinet ecosystem. | For each named model and subscription, identify which functions are included, which require paid services, how they are licensed, and whether the required protection is enabled. |
| Segmentation and access | WatchGuard’s Firebox family page describes network segmentation and zero-trust access, among other capabilities. | The reviewed Fortinet materials establish the FortiGate and FortiOS ecosystem context, but do not provide a model-matched feature comparison for these functions. | Test the policies and access boundaries your organization actually needs rather than assuming similarly named capabilities behave identically. |
| Inspection performance | WatchGuard publishes model-specific figures for some rackmount appliances, with different values for UTM full scan and HTTPS full scan. | A corresponding model-matched Fortinet figure under the same test conditions is not stated in the reviewed product materials. | Compare performance with the same traffic mix and security services enabled; do not equate a headline firewall figure with inspected traffic capacity. |
WatchGuard’s Firebox family page describes the listed security functions at family level. Fortinet’s FortiOS overview describes its ecosystem. These vendor descriptions establish what each vendor says its products offer; they do not establish comparative detection effectiveness or protection outcomes.

Management: choose for the size and workflow of your fleet
Management products are not interchangeable with the firewall appliances themselves. The useful question is whether the management path supports your number of sites, administrative roles, change process, reporting and logging requirements.
| Management option | Vendor-described role and capabilities | Best fit to evaluate |
|---|---|---|
| WatchGuard Cloud | WatchGuard promotes WatchGuard Cloud for Firebox visibility and management. | Determine whether its management and visibility functions fit your day-to-day administration, fleet size, and reporting needs. |
| FortiGate Cloud | Fortinet documentation describes remote management for SMB to mid-size FortiGate sites, hosted logs, analytics, scheduled reports, zero-touch provisioning, cloud scripts or API, and backups. The guide typically associates this use case with models 40–200. It also describes optional or associated threat services. | Evaluate it for remote administration of smaller or midsize deployments, including log hosting, reporting, provisioning, and the relevant service entitlements. |
| FortiManager Cloud | Fortinet positions FortiManager Cloud for enterprise customers with high-end FortiGates who need more automation and control across sites. | Consider it when centralized enterprise administration and fleet automation matter more than a basic remote-management workflow. |
| FortiManager | Fortinet’s data sheet describes appliance, virtual, cloud, and hardware-as-a-service availability, plus centralized policy and object administration, revision history, role-based access control, and zero-touch provisioning. | Check which delivery form and features are available under the proposed deployment and contract. |

- Trade an earlier-generation WatchGuard appliance and move up to a new WatchGuard solution. The program includes options to trade up to a physical or virtual appliance. The owner must retire an earlier generation WatchGuard appliance to activate Trade Up products. By retiring a WatchGuard product, it no longer appears amongst your managed products; it is incapable of upgrades, add-on activation, or software downloads, and ownership cannot be transferred.

| Firebox M695 | 2,000 users listed | A WatchGuard target or capacity figure; it is not a guaranteed workload or a definition of supported traffic. |
WatchGuard also lists Firebox Cloud firewall throughput of 2 Gbps for Small, 4 Gbps for Medium, 8 Gbps for Large, and “Unrestricted” for XLarge. These are vendor-published tier figures, not a benchmark or guarantee; WatchGuard cautions that throughput varies by environment and configuration. See its Firebox Cloud product page.

No model-matched, independently published Firebox-versus-FortiGate benchmark is established here. Do not compare figures unless both vendors’ numbers use sufficiently similar conditions, including the same inspection services, traffic mix, and workload. Peak firewall throughput alone may not describe the capacity you will get with security inspection enabled.

Compare the deployment shapes, including cloud and virtual
For a physical branch, choose similarly sized appliances and compare ports, connectivity options, VPN needs, and the expected inspection load. For a larger site, compare rackmount models rather than using a small-office tabletop appliance as the reference point. For cloud deployments, distinguish the firewall’s deployment form from the service used to manage it: a cloud management console is not itself the firewall.
WatchGuard describes Firebox Cloud for public-cloud environments including AWS and Microsoft Azure, with WatchGuard-to-WatchGuard VPN tunnels and integration with Dimension for visibility and reporting. Fortinet’s reviewed materials describe cloud management services for FortiGate, but that is a separate question from choosing a physical, virtual, or cloud firewall deployment. Confirm the exact deployment option, supported services, and contractual entitlements for the model and region you plan to use.
Run a proof of concept that can answer the buying question
A useful evaluation tests the same workload and administration tasks on both platforms. Before the trial, select a named appliance or deployment on each side and write down the requirements that will determine success.

- Match the use case. Record site count, users, interfaces, VPN requirements, expected traffic, availability assumptions, and whether the appliance is physical, virtual, or cloud deployed.
- Match security inspection. Enable equivalent required services, including the relevant IPS, antivirus, application, web, DNS, and HTTPS inspection policies. Record what is included in each proposed subscription.
- Use the same traffic and policy tests. Exercise representative applications, encrypted traffic, VPN traffic, and policy rules. Measure the performance relevant to that workload, not just an unqualified firewall throughput number.
- Test management work. Have administrators create and revise policies, review changes, provision a site, manage roles, restore a backup, and generate the reports the team needs.
- Verify logs and integrations. Confirm retention duration, storage location and region, search and export options, alerting, and any required integrations against the proposed service terms.
- Price the same scope. Request current regional quotes for the appliances, security subscriptions, support, management services, renewals, and implementation. Compare the recurring and one-time items on the same term and coverage assumptions.
Which should you choose?
- For a small office or branch: shortlist tabletop or similarly sized FortiGate models that meet the actual interface, VPN, traffic, and inspection requirements. WatchGuard positions its T-series for smaller sites, but that positioning is not a substitute for sizing against your workload.
- For a larger site or higher throughput: compare appropriate rackmount models and the required inspection performance. The WatchGuard M-series figures above are useful only when kept with their model and test labels; obtain comparable conditions for the FortiGate candidate.
- For a distributed organization: compare WatchGuard Cloud with FortiGate Cloud or, for the enterprise use case Fortinet describes, FortiManager Cloud. Test the policy, provisioning, role, reporting, and logging workflows your team will actually use.
- For an MSP or multi-tenant environment: confirm administrative separation, role boundaries, fleet provisioning, and reporting across tenants before selecting a platform. Do not assume a management option meets multi-tenant requirements based only on a general centralized-management description.
- For public-cloud or virtual use: compare like deployment types and include network architecture, management, logging, and service entitlements in the evaluation rather than comparing a cloud console with a physical appliance.
The vendor sources establish product descriptions and vendor-published specifications, not independent comparative security effectiveness, usability, uptime, or total value. Make the choice using a matched proof of concept and current quotes for your region; pricing, renewal terms, support, and the right model depend on the specific deployment.
