Compare your PC with the published requirements
Steam lists the following minimum and recommended configurations. These are store-listed requirements, not independent benchmark results or a guarantee of a particular frame rate, resolution, or graphics preset.

Compare each part of your PC, not just memory or the graphics card. A machine can meet one listed requirement and fall short on another. Also distinguish between the minimum and recommended tiers: being at or near minimum does not promise smooth performance, while the listing does not specify what resolution or quality settings its recommended tier is meant to support. Steam’s requirements are the only title-specific hardware figures established here.

If Waltz and Jam will not launch

Rockstar Games Support notes that, when a game provides a supported safe mode, running in it can help distinguish whether graphics settings are too high. The Steam information for Waltz and Jam does not establish that the game has a safe mode. Use one only if the game’s own documentation or support explicitly describes it; do not assume a Windows safe-start procedure is an equivalent game setting.
