For automated attacks, bot management is the control that identifies and governs automation; a WAF is the control that evaluates requests for web-application exploits. They solve different problems, so most public websites benefit from using both, with rate limiting added where repeated requests threaten sensitive routes. A bot can send an exploit, and a human can send a malicious request—neither control alone answers every security question.
What a WAF and bot management do
Web application firewall
A web application firewall (WAF) inspects incoming web and API requests against security rules. Managed rulesets target established application-attack patterns such as SQL injection and cross-site scripting. Some WAF products also offer attack scoring or anomaly signals to flag suspicious variations that do not match an exact known signature. Those signals need careful tuning to avoid blocking legitimate traffic. Cloudflare’s WAF documentation describes the distinction between managed-rule signatures and attack scoring.

Bot management
Bot management estimates whether a request comes from automation, then lets an operator allow, challenge, or block it according to the route and policy. In Cloudflare’s implementation, the bot score runs from 1 to 99, with lower scores indicating more automated traffic; a separate verified-bot indicator helps identify recognized, permitted bots. Its example guidance treats scores 2–29 as likely automated and score 1 as definitely automated. These are Cloudflare-specific scoring conventions, not universal thresholds. Cloudflare’s bot-score documentation was last updated in 2026.
Rate limiting
Rate limiting constrains how many requests a client or other selected counting characteristic can make during a defined period. It can complement a WAF and bot classification—for example, by limiting repeated attempts on a login route, with bot signals used to focus the policy where supported. It controls request volume; it does not, by itself, determine whether a request is an exploit or whether the client is genuinely automated. Cloudflare’s rate-limiting documentation explains the available rule approach.

Which control addresses which attack?
| Problem | Primary control | How it helps |
|---|---|---|
| SQL injection, cross-site scripting, or another exploit payload | WAF managed rules | Matches request content or behavior against known attack patterns and applies the configured rule action. |
| An exploit variation that evades an exact signature | WAF attack scoring or other anomaly detection | Adds a suspiciousness signal for requests that do not match a known signature; thresholds need tuning to manage false positives. |
| Automated scraping, credential abuse, or scripted misuse | Bot management, often paired with rate limiting | Estimates automation, then applies an allow, challenge, or block policy based on route, score, and business needs. |
| Excessive traffic to a sensitive route | Rate limiting, optionally informed by bot signals | Constrains repeated activity; the effect depends on the selected counting characteristic and rule configuration. |
Neither a bot score nor a WAF match is a complete verdict. A bot score indicates a view about automation, not whether the request is harmful. A WAF match indicates a view about request content or behavior, not whether a legitimate automated service sent it.
How to deploy the controls without blocking useful traffic
- Map sensitive routes and clients. List login, signup, checkout, search, inventory, and API endpoints. Decide what automation is legitimate on each; a scripted API integration may be expected on one route and abusive on another.
- Start with maintained WAF rules. Enable the provider’s managed coverage for common application attacks, then inspect any application-specific exceptions rather than disabling broad protection without understanding the match. Cloudflare’s managed-rules guidance describes its rulesets.
- Observe bot traffic before broad blocking. Review bot analytics or security events, identify known-good crawlers and partner clients, and apply route-specific challenges or blocks. Cloudflare advises starting with a small scope and raising thresholds over time. Its bot-management getting-started guidance gives provider-specific setup context.
- Validate exceptions. Allow verified bots and known partner or API traffic where required. A user-agent string alone does not prove identity; verification can involve reverse-DNS or IP validation. Confirm the provider’s supported method before relying on an exception.
- Set route-appropriate rate limits. Choose a limit period and counting characteristic suited to the workflow, then combine with bot signals if your service supports it. A login form, public search endpoint, and partner API may need different policies.
- Monitor after changes and tune narrowly. Check security events after rollout. Mobile clients, monitoring services, shared infrastructure, or unusual request bodies can trigger false positives. Prefer adjusting a threshold or a scoped exception to leaving a broad block unreviewed. Cloudflare’s false-positive guidance discusses monitoring and tuning.
Cloudflare availability is provider-specific
Cloudflare’s documentation describes Bot Fight Mode on Free plans, Super Bot Fight Mode on Pro, Business, and Enterprise plans, and Bot Management as an Enterprise add-on. Its WAF attack-score guidance describes limited access on Business and full access on Enterprise. These are Cloudflare’s documented tiers, not an industry-wide packaging rule; product availability can change, so confirm current plan terms with the provider before choosing a design. Cloudflare’s bot-plan documentation and WAF getting-started guidance cover these product-specific distinctions.

- HARDWARE PLUS SECURITY SERVICES: FortiGate-60F Firewall Appliance bundled with 1 year of FortiCare Premium and FortiGuard Unified Threat Protection.
- UNIFIED THREAT PROTECTION (UTP): Secures against advanced online threats with comprehensive web filtering and anti-botnet technologies.
- OPTIMIZED FOR MEDIUM-SIZED BUSINESSES: Tailored for businesses needing robust security without the infrastructure of larger enterprises.
- RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
Cloudflare also cautions against blocking solely on a broad attack-score threshold without considering false positives. Its documentation notes that some OWASP Core Ruleset deployments can produce false positives and may add only marginal value over Cloudflare’s managed rules and attack score. That is a provider-specific observation, not a general evaluation of OWASP CRS across products or deployments. Cloudflare’s false-positive guidance provides its context.
Choosing the right combination
- Use WAF rules to cover known application exploit patterns and suspicious request behavior.
- Use bot management when the problem is automated abuse, such as credential attempts, scraping, or scripted traffic.
- Add rate limits when a workflow needs a ceiling on repeated requests, whether or not the traffic is confidently classified as a bot.
- Scope actions by endpoint and client type. Preserve legitimate search crawlers, monitoring agents, partner APIs, and mobile app traffic through validated, deliberate policies.
The right thresholds and product choice depend on a site’s architecture, traffic, endpoints, budget, and tolerance for challenges and false positives. The available documentation establishes the roles of these controls and one provider’s product example; it does not establish a market-wide vendor ranking or independent performance comparison.
