1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteChoose a hosting model by the guarantees and operating work your application needs—not by the label. A VPS is a virtual machine with plan-defined resources; “cloud” covers many services and may itself be a virtual machine; and dedicated hosting can mean a whole physical server or dedicated tenancy within a cloud provider. Check CPU allocation, scaling mechanics, isolation, licensing, and total operating cost before deciding.
What the three hosting terms actually mean
VPS: a virtual machine with plan-specific resources
A virtual private server is a virtual machine, not a promise that every resource is exclusively yours. For example, DigitalOcean describes a Droplet as a Linux-based VM on virtualized hardware. RAM, disk storage, and network bandwidth are dedicated to the Droplet, but CPU may be shared or dedicated depending on the plan. With shared CPU, access can depend on neighboring workloads; it does not guarantee a full hyper-thread when neighbors are busy. DigitalOcean explains the CPU plan differences.

Cloud: a service category, not one performance or scaling model
Cloud compute can mean a VM, a managed service, or a larger system built from several services. AWS describes EC2 as on-demand scalable compute, while a provider’s cloud VM may also be used alone. A cloud label does not guarantee that an application will scale automatically: you need to know whether capacity is added by resizing a VM, launching more instances, or configuring another service.

A dedicated physical server gives a customer access to an entire physical machine, unlike a VPS partition. Cloud providers also use “dedicated” to describe tenancy. AWS Dedicated Instances run on hardware dedicated to one AWS account; they do not provide host placement visibility or affinity. Dedicated Hosts offer visibility into sockets, cores, and host ID, targeted placement, and more comprehensive bring-your-own-license support. The two are not interchangeable. See AWS’s dedicated server and VPS comparison and its Dedicated Instances documentation.

Compare the models against your workload
| Decision | VPS or packaged VM | Broader cloud compute | Dedicated server or tenancy |
|---|---|---|---|
| Resource allocation | Plan-defined virtual resources; verify whether CPU is shared or dedicated. | Instance types and connected services vary; inspect compute, storage, networking, and scaling configuration. | Capacity or tenancy is dedicated according to the offering. Confirm whether it is a physical server, Dedicated Instance, or Dedicated Host. |
| Likely fit | Websites, applications, development and test environments, or modest workloads that fit the plan. | Workloads needing configurability, elastic capacity, or integration with other cloud services. | Resource-intensive work, physical control, host placement requirements, or licensing constraints. |
| Scaling | Usually resize or reallocate resources within product and host limits. | May add or remove instances or resources, depending on architecture and service configuration. | Physical capacity may require hardware changes or additional servers; cloud dedicated tenancy can still be automated. |
| Performance | Shared CPU can vary; dedicated-CPU plans provide stronger CPU guarantees. | Check instance-specific CPU behavior and sustained-performance terms. | More physical resources may be available, but application performance still depends on plan details and workload. |
| Cost and operations | Bundles may be simpler to assess; include bandwidth, storage, backups, support, and resource ceilings. | More configuration can mean more services and cost components to monitor. | Include administration, redundancy, and capacity planning as well as compute. |
| Isolation and licensing | Virtual isolation alone does not establish regulatory compliance. | Tenancy options and controls vary by product. | Verify hardware tenancy, placement, bring-your-own-license support, and the applicable regulatory requirements. |
This is a decision framework, not a guarantee that every provider’s product behaves the same way.
Match the choice to the job
Choose a VPS or packaged VM for a bounded, straightforward workload
A VPS is a sensible starting point when the application fits a known resource envelope and you want a single server to configure and operate. It can suit a small site, an application, or a development environment. Confirm CPU allocation first: a shared-CPU plan and a dedicated-CPU plan are different performance commitments even if both are VPS products.

Amazon Lightsail is one documented packaged example. AWS calls a Lightsail instance a VPS and bundles a virtual server, RAM, vCPUs, SSD storage, and a data-transfer allowance. AWS says Lightsail is designed for web servers, developer environments, and small databases, and describes its CPU behavior as burstable. A larger plan can be created from a snapshot to upgrade. See AWS’s Lightsail instance documentation.

Choose broader cloud compute when configuration or elastic capacity matters
Use broader cloud compute when you need more control over instance choices, want to add or reduce instances, or need to connect compute to other cloud services. Treat scaling as an architecture decision: define what triggers a scale-out, how requests are distributed, where state is stored, and how the system scales back down. A VM in a cloud does not automatically provide those behaviors.

AWS recommends EC2 rather than Lightsail for highly configurable environments that need consistently high CPU performance, such as video encoding or high-performance computing. The useful distinction is not simply VPS versus cloud: it is a packaged VPS-style service versus configurable compute selected for the workload.
Choose dedicated capacity when tenancy, placement, or licensing justifies it
Consider a dedicated physical server when the application benefits from control of an entire machine or when its resource profile makes that arrangement appropriate. In a cloud environment, identify the exact tenancy product. AWS Dedicated Instances isolate hardware to a single account but do not expose host placement visibility or affinity. Dedicated Hosts add visibility into host topology and placement, and support more comprehensive BYOL use cases. AWS notes that dedicated tenancy has service and instance-type limitations, so confirm eligibility for the workload and instance type before designing around it.

Check CPU, scaling, and limits before committing
Read the CPU guarantee, not just the vCPU count
Virtual CPU counts alone do not tell you whether CPU capacity is shared or dedicated, or how sustained use is handled. DigitalOcean documents both shared and dedicated CPU Droplets; its dedicated CPU plans guarantee access to the full hyper-thread. Its documentation, last verified October 1, 2026, lists v5 Shared configurations from 1–8 vCPUs and 1–24 GB of memory, and General Purpose configurations from 2–64 vCPUs and 4–512 GB. Those specifications apply to supported datacenters and can change. Check the current availability and terms for your region rather than treating the ranges as universal.
Understand how resizing works
Resizing is not the same as adding instances, and product rules can constrain both. DigitalOcean documents resizing bundled Droplet plans, but v5 configurations can resize only to other v5 configurations. Lightsail’s documented upgrade route is to create a larger instance from a snapshot. For any provider, confirm whether a resize requires downtime, whether storage changes with the compute plan, and what happens if you need to move back to a smaller configuration.

Design explicit scaling for multi-instance systems
If a workload must handle changing demand, determine whether the service supplies scaling controls or whether you must configure them. Adding instances only helps if the application can distribute traffic and handle shared state, sessions, files, and background jobs across those instances. For steady demand, a suitably sized VM may be simpler; for variable demand, the extra architectural and monitoring work may be worthwhile.
Compare total cost and operational burden
There is no defensible universal price winner across VPS, cloud, and dedicated hosting without comparing current, like-for-like offerings. Prices must be matched for region, CPU guarantees, memory, storage, bandwidth, backup, support, and expected utilization. A low compute price can cease to be economical if the team must separately provide resilience, administration, or monitoring.
- For a packaged VM, include the plan’s data-transfer allowance and the cost or limits for storage, backups, and support.
- For broader cloud compute, account for all selected services and configuration-dependent charges, not just the instance.
- For dedicated hardware or tenancy, include management effort, redundancy, and the cost of planning capacity for peak demand.
Verify isolation, compliance, and licensing separately
Neither a VPS label nor dedicated hardware automatically satisfies a regulation. Identify the specific regulatory requirement, then verify the provider’s controls, contractual commitments, service scope, and configuration that apply to it. If a license must be assigned to particular hardware or sockets, confirm the exact offering’s placement visibility and BYOL terms; “dedicated” by itself is not enough to establish that the requirement is met.

A practical decision checklist
- Write down the workload’s normal and peak CPU, memory, storage, bandwidth, and availability needs.
- Decide whether shared CPU is acceptable; if not, select a plan with an explicit dedicated-CPU guarantee or a verified dedicated tenancy option.
- Specify how capacity should change: resize one VM, add instances, or add physical servers.
- Check the product’s regional availability, resizing constraints, instance-type limitations, and sustained-performance terms.
- Calculate the full operating cost, including related services, backups, support, administration, redundancy, and monitoring.
- Validate tenancy, compliance controls, and license placement against the actual requirement rather than the hosting label.
