VPN vs. Proxy vs. Tor: Which Protects Your Online Privacy?

A VPN shifts trust to its provider, a proxy usually relays selected browser traffic, and Tor distributes trust across relays. Here’s what each protects—and what it doesn’t.

A VPN, web proxy, and Tor all route traffic through intermediaries, but they protect different things. A VPN can route traffic from your device through one provider; a web proxy usually relays selected browser requests; Tor Browser routes its own traffic through multiple relays. For privacy, the key question is not simply which hides your IP address, but who can connect your identity to your destination—and what traffic is covered.

How the three options differ

Option What it routes Who you trust Best suited to Main limitation
Web proxy Usually selected browser requests The proxy operator, which may see both your connection and destinations Relaying browser traffic through an intermediary May cover only one browser or selected requests; one operator is a single point of trust and failure. See Tor Project’s proxy comparison.
VPN Browser traffic or device traffic, depending on configuration The VPN provider Hiding destinations from a local network or ISP, or routing device traffic through a provider Moves trust from the local network or ISP to the VPN provider; it does not make you anonymous to everyone. Mozilla notes VPN providers may track browsing activity.
Tor Browser Tor Browser traffic through multiple Tor relays Trust is distributed across relays Making it harder for a single intermediary to link you with your destination; accessing onion services Your local network can see Tor use, and Tor Browser does not route other apps by default. Exit relays can see unencrypted traffic.

Who can see your identity and destination?

Web proxy: one intermediary

A typical proxy provider can know who is connecting and what sites that person visits. It is therefore a central trust point: the proxy sits between you and the destination, and its privacy practices matter. A proxy also does not automatically protect traffic from other apps on your device.

VPN: trust shifts to the provider

A VPN can prevent your local network or internet service provider from seeing the destinations carried through the VPN tunnel. The VPN provider, however, becomes the party handling that traffic. A VPN changes the network path; it does not erase account identity, cookies, or other ways sites may recognize you.

Tor: trust is split across relays

Tor Browser sends traffic through multiple relays with layered encryption. The design aims to keep any one relay from knowing both who you are and where you are going. The first relay can see that you are connecting to Tor; the exit relay, which connects to the public internet, can see traffic that is not protected by HTTPS. Tor’s protections and limits are described by the Tor Project.

What does each one cover?

A web proxy commonly handles requests from a browser or a particular web connection. A VPN may cover one application or traffic from the whole device, depending on how it is configured. Tor Browser protects its own traffic, not every application on your device.

Do not assume that routing another browser through Tor makes it equivalent to Tor Browser. The Tor Project warns that other browsers can leak identifying information or enable deanonymization; Tor Browser is designed with additional privacy protections. See About Tor Browser.

Privacy, anonymity, and location are different goals

  • To limit what a local network or ISP sees: a VPN can route covered traffic away from that observer, but the provider becomes a trust decision.
  • To relay selected browser traffic: a web proxy can do that, but it may expose both your identity and destinations to its operator.
  • To make it harder for one intermediary to link you with a destination: Tor distributes trust across relays, while accepting that Tor use may be visible locally.
  • To access onion services: Tor Browser supports this use; a conventional VPN or web proxy is not the same thing.

None of these tools prevents you from identifying yourself by logging into an account. Browser fingerprinting, cookies, and the security of your own device also affect privacy. Tor Browser clears cookies when closed, but third-party cookies can still be set during a session; the Tor Project explains these limits in its guidance on identities and linkability.

Why HTTPS still matters with Tor

Tor and HTTPS protect different parts of a connection. Tor’s relays obscure the source IP through routing; HTTPS encrypts the connection between your browser and the website. If you use Tor to visit a site without HTTPS, the exit relay may be able to read the unencrypted traffic. The Tor Project explains the distinction in its HTTPS and Tor guidance.

Should you combine a VPN and Tor?

Combining them is not automatically more private. The configuration changes which parties can see or infer parts of your connection, and a mistake can undermine privacy. The Tor Project’s general advice is: “Generally speaking, we don’t recommend using a VPN with Tor unless you’re an advanced user who knows how to configure both in a way that doesn’t compromise your privacy.” That guidance is from the Tor Project.
