A video streaming service delivers video over the internet to an internet-connected device. It may let you choose a programme from a catalogue, show video live as an event happens, or offer both. “Streaming service” describes how video is delivered—not whether it costs money or requires a subscription.
What makes a service a streaming service?
The defining feature is internet delivery: you watch video through a service’s website or app on an internet-connected device. The service might run on a television, computer, tablet, or phone; no particular device defines streaming.

Streaming is the delivery method, while the viewing format and payment model are separate questions. A service can be live or on demand, free or paid, and supported by advertising, subscriptions, individual purchases, or a mix.
How does streaming differ from on-demand and live viewing?
On-demand video
With video on demand (VOD), you select a programme from a provider’s catalogue and watch at a time you choose. The ITU glossary describes VOD as allowing a subscriber to select or view stored video when desired (ITU-T Recommendation J.1, January 2024).

Live streaming
Live streaming delivers video as an event happens. A service may carry live programming, on-demand titles, or both; not every streaming service is a catalogue you browse at any time.
Linear television
Linear television follows a schedule: programmes are provided at set times for viewers to watch then. The European Commission distinguishes this scheduled model from on-demand services, where viewers choose from a catalogue and watch at their convenience. That distinction comes from the EU audiovisual framework, not a universal legal definition (European Commission, Audiovisual Media Services Directive – general principles).

How do streaming services charge for viewing?
Payment models describe how access is funded, not how video is delivered. Industry terminology includes these common models (IAB Europe, Digital Video Framework, Glossary & FAQs):

- AVOD (advertising-based video on demand): on-demand viewing is funded by advertising.
- TVOD (transactional video on demand): viewers pay for an individual title, commonly by renting or purchasing it. Online pay-per-view can also charge a one-time amount for an individual movie, programme, live event, or sports match (ACMA, Glossary: Annual consumer survey, 2025).
- FAST (free ad-supported streaming TV): viewers watch free, scheduled linear channels funded by advertising. It resembles channel-based television more than an on-demand catalogue.
- BVOD (broadcaster video on demand): an on-demand catalogue or catch-up service associated with a traditional broadcaster, often supported by advertising.
These categories are not mutually exclusive. One provider can combine subscriptions, advertising, and title-by-title transactions, or offer different tiers.

Is a video streaming service the same as Netflix?
No. Netflix is one example of a streaming service, while the term covers a broad category of services that deliver video over the internet. It does not imply a particular catalogue, schedule, price, or payment model. A provider’s current catalogue, advertising, availability, and compatible devices depend on that provider and can change.
