“Supports ICO” does not necessarily mean “can decode PNG images stored inside an ICO.” Windows Vista or later is the documented baseline for PNG-backed ICO support, but compatibility still depends on the specific program. Browser documentation lists general ICO support without guaranteeing that every browser version handles PNG-backed entries correctly.
Why PNG-backed ICO files can fail to open
An ICO file is a container with a directory of image entries. Those entries can hold BMP image data or complete PNG images, including the PNG file header. A reader must recognize the ICO container and decode the encoding used by the particular entry; supporting the first does not guarantee the second. MDN Web Docs’ image format guide describes both entry types and cautions that PNG-in-ICO support may not be well supported in all readers.

This distinction explains why a program might open some ICO files but fail on one whose selected image is PNG-backed. It also means that a compatibility claim about ICO in general should not be treated as a guarantee for every encoding inside the container.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat Windows support means
MDN identifies Windows Vista as the point when support for PNG images inside ICO arrived. That is a useful historical baseline for native Windows support, not a promise that every older or newer third-party application, icon editor, or decoder will handle such entries.

Microsoft documents a native ICO decoder in Windows Imaging Component (WIC). Its icon guidance explains that an icon resource can store several images, commonly at 16, 32, 48, and 256 pixels, and that Windows selects the closest image for the requested display size and color depth. Those details describe Windows decoding and entry selection; they do not establish support in every application that edits or imports icons. See Microsoft’s About Icons and Windows Imaging Component overview.
Compatibility by application
| Context | What the documentation establishes | Practical guidance |
|---|---|---|
| Windows | MDN places PNG-in-ICO support at Windows Vista. Microsoft documents a native ICO decoder and Windows icon-entry selection. | Use Vista or later as the documented baseline for native support; verify the exact editor or application if it matters. |
| Web browsers | MDN lists ICO support in Chrome, Edge, Firefox, Opera, and Safari, but separately warns that PNG-backed ICO entries may not be well supported. | General ICO support is not a version-by-version guarantee for PNG entries. Test the target browsers or use a conventional favicon or image format when reliability matters. |
| Electron applications | Electron supports PNG and JPEG across platforms and recommends PNG; it also allows ICO file paths on Windows. | For shared cross-platform image paths, follow Electron’s PNG guidance. Use ICO when the app runs on Windows and the relevant API accepts it. See Electron’s nativeImage documentation. |
| Chrome extensions | Chrome’s extension guidance recommends PNG icons, while permitting ICO among supported formats. | Follow the manifest guidance and supply suitable PNG sizes unless a specific need calls for ICO. See Chrome’s extension icons documentation. |
The available documentation does not give a complete current support matrix for native macOS apps, individual image editors, or each browser version’s handling of PNG-backed entries. Check the named application and version rather than assuming support from the operating system or browser brand alone.

How to check a specific reader
- Identify the exact application and version. Look for documentation that names PNG-compressed or PNG-backed ICO entries, not merely ICO support.
- Open a representative file. Use an ICO that contains a PNG-backed entry matching the size you need.
- Inspect the intended entry and rendering. Confirm the application displays the desired size and preserves transparency as expected.
- Test the actual destination. If the file is for a browser, extension, or app, check it in that target rather than relying only on an editor preview.
Which format should you choose?
Choose for the receiving application, not for the container label alone. If you need a multi-size Windows icon resource, ICO can hold the set of sizes Windows uses to select a best match. For Electron’s cross-platform image paths, its documentation recommends PNG. Chrome’s extension guidance likewise points to PNG as the general choice while allowing ICO. The sources do not establish one universally best format for every platform or use.
