It may send infrared (IR) commands directly to equipment, or—in some setups—use HDMI Consumer Electronics Control (HDMI-CEC) to control compatible devices connected over HDMI. “Universal” does not guarantee compatibility with every device or every function.
What makes a remote universal?
A universal remote can control multiple devices, such as a TV and audio equipment, rather than being limited to one device. It works by sending commands the target equipment recognizes. Depending on the remote and devices, you may enter a device code or teach the remote an IR signal from another remote. Apple and Bose describe these approaches in their support guidance (Apple Support; Bose Support).

The word “universal” describes the multi-device purpose, not universal compatibility. The remote must support the device’s model or control codes, and its control method must match the device’s. Even when a device responds, available functions can vary.
How does a universal remote communicate?
Infrared (IR)
Many universal remotes send infrared commands toward a device’s sensor. IR control generally requires an unobstructed line of sight; Samsung advises pointing the remote toward the sensor for devices that use IR (Samsung Support). An IR remote may therefore fail if equipment is hidden behind a cabinet door or the sensor is blocked.

HDMI-CEC
HDMI-CEC is a feature of compatible devices connected over HDMI, not another name for programming an IR universal remote. It allows devices to exchange control commands over the HDMI connection. Google describes CEC as allowing HDMI devices to be controlled with one remote; depending on the equipment, this can include automatic input switching or powering on (Google Support). Sony lists functions such as power, volume, device menus, and basic playback for compatible BRAVIA Sync setups, while noting that operation depends on connected equipment (Sony Support).
Radio frequency (RF)
Some remotes use radio frequency rather than IR. An IR-only remote cannot directly control equipment that requires RF, unless the setup provides another compatible control path. Logitech explains how to distinguish IR and RF for its Harmony products; that guidance applies to that product line, so check the documentation for your own remote and device (Logitech Support).

Can a TV remote work like a universal remote?
Sometimes. A TV may offer a universal-control feature for supported HDMI-connected equipment, and HDMI-CEC can let one device’s remote operate basic functions on another. Samsung documents universal control for supported external devices, while Sony describes CEC functions available on compatible equipment (Samsung Support; Sony Support).
Do not assume that every connected device or feature will work. One remote may handle power and volume but not a connected device’s menus or playback, for example. The exact capabilities depend on the TV, connected equipment, and their settings.

How to check whether a universal remote will work
- Identify the exact devices. Note the model of each device you want to control, not just its brand or general type.
- Check the remote’s supported-device list. Confirm that the exact model, or an applicable code set, is supported. A remote’s learning feature may help with some unsupported commands, but it does not guarantee that every function can be learned.
- Confirm the control method. Check whether the device uses IR, RF, or HDMI-CEC and whether your planned setup supports that method. A remote designed for IR will not automatically control an RF-only device.
- Match expectations to functions. Look for support for the specific controls you need—such as power, volume, input selection, menus, and playback—rather than assuming that basic control means full control.
- Consider placement for IR. If the device uses IR, make sure the remote can reach its sensor without an obstruction.
What a universal remote does not mean
- It does not mean one remote works with every make and model.
- It does not mean every command or feature will be available.
- Programming an IR remote and using HDMI-CEC are different methods, even though both can reduce the number of remotes you need.
