That is not a guarantee supplied by one codec, protocol, or device. Encoding, ingest, processing, delivery, buffering, decoding, and network conditions all affect the result. It is worth pursuing when people need to react to what they see; for passive viewing, a longer delay can make delivery more resilient and flexible.
What is ultra-low-latency streaming?
It describes a target for the full journey from capture to playback, often called glass-to-glass latency. The authors of IETF RFC 9317 define ultra-low-latency media delivery as having a glass-to-glass delay target under one second. The figure is a definition, not a measured average or a service guarantee.

Latency labels are not uniform across standards. RFC 9317 uses these rough categories: ultra-low latency under one second, low-latency live under 10 seconds, non-low-latency live from 10 seconds to a few minutes, and on-demand hours or more. ITU-T Recommendation H.705.2 (09/2023) instead classifies high latency as above five seconds, low latency as one to five seconds, and ultra-low latency as below one second. If a product or team says “low latency,” ask what end-to-end target and measurement it means.
Neither a low ping nor a fast connection alone proves that a stream meets a glass-to-glass target. Ping measures network round-trip time between endpoints; glass-to-glass latency also includes media capture, encoding, platform processing, player buffering, decoding, and rendering.

How does low-latency live streaming work?
A live stream is a chain of operations. The total delay is affected by every stage, so changing the delivery protocol cannot eliminate delay added elsewhere.
- Capture: A camera, microphone, screen, or rendered scene produces the audio and video. WebRTC’s media model can use device inputs such as a camera or microphone, as well as a mix or composition.
- Encode: The source encodes the media locally. Encoding settings and buffering affect when frames can be sent and the bitrate and quality required.
- Ingest: The source uploads the stream to a live platform or media server. ITU-T H.705.2 describes low-latency workflows using protocols such as RTMP or WebRTC for this step.
- Process and package: A service may transcode and package the incoming media for delivery. For HTTP-based live workflows, CMAF chunking can make parts of a segment available before the entire segment is complete.
- Distribute: An origin, CDN, or other delivery infrastructure sends media to viewers. Reaching a large audience with lower delay may require a dedicated premium service, according to RFC 9317.
- Receive and render: The player receives media, buffers enough to cope with variation, decodes it, and presents sound and picture. That playback buffer helps smooth interruptions but adds delay.
The central trade-off is buffering: it can absorb jitter and other changes in delivery, but time spent buffering pushes playback farther behind the live event. Reducing that buffer can make the stream less tolerant of changing network conditions.

When should you use WebRTC instead of LL-HLS?
Choose around the interaction the experience requires, the audience and infrastructure you must support, and the latency you can verify in practice. There is no universally best protocol or a guaranteed glass-to-glass result across arbitrary networks.

| WebRTC with RTP | Two-way or strongly interactive audio and video, such as collaboration, games, or control feedback. | WebRTC is a real-time communication framework. IETF RFC 8834 specifies RTP media transport in that context. | It requires a real-time media architecture and network handling. It does not promise a fixed end-to-end delay on every network. |
| LL-HLS | Broad live playback where HTTP delivery and established HLS workflows matter, with less delay than conventional segmented delivery. | RFC 9317 describes LL-HLS using CMAF chunks, which can be retrieved as they become available rather than waiting for a complete segment. | Low-latency operation has additional transport and client requirements and can be more sensitive to network disruption. |
| LL-DASH | HTTP-based adaptive streaming when DASH packaging and player support suit the deployment. | RFC 9317 describes LL-DASH using CMAF chunked transfer, sending chunks as they arrive. | Check support across the actual players, CDNs, browsers, and devices, then measure the end-to-end result. |
| WebTransport | Client-server applications that need bidirectional streams or datagrams, including some gaming and state-synchronization designs. | The W3C WebTransport explainer describes reliable streams and unreliable datagrams over a QUIC-oriented web API, and distinguishes client-server WebTransport from peer-to-peer WebRTC. | The explainer is a living source, not proof of universal browser support or production readiness. Verify the current specification, deployed clients, server support, and fallback behavior. |
When comparing implementations, assess end-to-end latency under expected conditions, one-way versus two-way interaction, audience size and geography, quality and bitrate flexibility, tolerance for jitter and loss, player and device support, operational complexity, and total service cost. RFC 9317 warns that reducing delivery latency at scale can bring trade-offs in cost, media quality, bitrate or resolution flexibility, and robustness.

When is sub-second delivery worth the trade-off?
Use an ultra-low-latency design when a viewer’s response depends on seeing an event close to when it happens. ITU-T H.705.2 identifies interactive commerce, online education, live sports, and live shows among low-latency scenarios; its ultra-low-latency discussion includes viewport-dependent VR and cloud gaming. In these situations, a conversation, action, or feedback loop can be disrupted if participants are too far apart in time.
For news or other largely passive viewing, extra seconds may not harm the experience. RFC 9317 notes that conventional HLS and DASH delivery with latency of 10 seconds or more has historically been common and that such latency is often adequate for news. A longer buffer can give the player more room to cope with variation and may preserve broader delivery options. Decide from the audience’s actual need to respond, not from the assumption that the smallest possible delay is always best.

How can you reduce live stream delay?
Start with a measurable target and work through the whole path. The reviewed standards do not establish one set of encoder values or a universally achievable latency for an unspecified deployment, so test settings with the actual ingest, packager, CDN, player, devices, and geography.
- Define what “fast enough” means. Set an end-to-end target based on the interaction. Decide where capture begins and playback ends, and use a consistent method to measure the same path during tests.
- Measure capture to rendered playback. Do not use ping as a substitute. Include encoding, ingest, platform processing, packaging, delivery, buffering, decoding, and rendering in the measurement.
- Choose a delivery model that fits. For two-way interaction, evaluate a real-time WebRTC architecture. For HTTP-based live delivery, evaluate LL-HLS or LL-DASH with the actual packaging and player support you intend to use.
- Inspect each source of delay. Check encoder buffering, ingest, any transcoding or packaging, delivery behavior, and player buffer. Change one stage at a time so you can identify what helped and what made playback less stable.
- Test under expected network conditions. Include the browsers, devices, networks, and locations your viewers will use. A target that works on a stable test connection may not hold when jitter, packet reordering, loss, Wi-Fi error correction, or bufferbloat are present.
- Retest after changes. Lower buffering can reduce delay while increasing stalls or visible artifacts. Confirm both responsiveness and acceptable picture, sound, and continuity before setting expectations for viewers.
What commonly prevents an ultra-low-latency target?
- Playback is still several seconds behind even with a low ping: Ping does not include most of the media pipeline. Measure capture-to-render delay and locate the time spent in encoding, platform processing, packaging, and player buffering.
- Playback becomes choppy after the buffer is reduced: The player has less margin to absorb jitter, loss, reordering, or other network changes. Test a more resilient buffer and decide whether the added delay is preferable to interruptions.
- Latency differs between devices or locations: The complete delivery path includes the viewer’s network, CDN route, player, and device. Test the actual device and geographic mix rather than treating one successful result as universal.
- LL-HLS or LL-DASH still waits for media: Chunked delivery can expose parts of a segment before the full segment is ready; it does not remove buffering, processing, or network delay. Verify that the packager, delivery path, and client support the intended low-latency workflow.
- A WebRTC design does not reach the expected audience reliably: WebRTC’s interactive role does not establish a universal scale limit or guarantee. Validate the architecture, network handling, and end-to-end behavior at the audience size and locations you need.
- A WebTransport prototype fails on some clients: Support and deployment details must be checked for the actual clients and servers. Confirm current compatibility and fallback behavior before relying on it in production.
