PlusCal offers an algorithm-oriented way to begin; TLC explores executable specifications, while TLAPS can support mathematical proofs. None of these steps proves that an implementation is correct unless the model and proof actually cover the relevant implementation details.
Why model a concurrent algorithm before coding?
Concurrent and distributed programs do not follow one simple sequence of instructions. Their behavior depends on interleavings: one process may pause between two operations while another proceeds. Nondeterministic choices, message delays, and assumptions about whether a process eventually runs can make a flaw hard to see in a code review or a few test runs.

TLA+ makes those choices explicit. Leslie Lamport describes it as “a language for modeling software above the code level and hardware above the circuit level.” In a TLA+ model, a behavior is a sequence of states; an event is represented by two consecutive states. The model is an abstraction built for a purpose, not a complete account of a physical system.
That distinction is central: a model can reveal that an algorithm permits a bad outcome, but it only covers behaviors and details represented in that model. Modeling is most useful when you decide what to leave out as carefully as what to include.

How do I choose what to model?
Set the abstraction boundary
Start with the question you need to answer. For example, are you checking that two processes never enter a critical section together, that a message is never accepted twice, or that a request can eventually complete? Include enough detail to make that property meaningful, but avoid modeling unrelated implementation machinery.
Write down the assumptions that make the abstraction valid. These might concern which processes can fail, whether messages can be lost or reordered, or which actions are possible. If a property depends on an assumption, keep that dependency visible rather than treating it as an algorithm guarantee.
Identify state and transitions
Choose variables for the parts of the system that affect the properties under study. A message-passing model might need to represent each process’s control state and the messages currently in transit. Define the initial states, then describe the actions that can change the state. The next-state relation combines the permitted actions; it defines which transitions, and therefore which behaviors, the model allows.
Think in terms of observable state changes rather than copying source code line by line. An atomic action in a model represents one indivisible step at the chosen abstraction level. If an implementation can be interrupted partway through what you modeled as one step, that abstraction may hide an important interleaving.

What are PlusCal and TLA+, and how do they fit together?
PlusCal is an algorithm notation intended especially for concurrent and distributed algorithms. You can write and debug an algorithm in PlusCal, translate it into a TLA+ specification, then inspect and check the resulting model. This can be an approachable starting point when thinking in terms of processes and algorithm steps is more natural than writing a specification directly.
Direct TLA+ is useful when you want to shape the specification more freely or need to express temporal properties beyond the algorithm notation. PlusCal and TLA+ are complementary ways to describe a system, not production execution languages. The official PlusCal tutorial presents TLC as a primary way to debug translated specifications and notes that proving correctness with TLAPS is possible but can require substantial effort.
| Part | Role | What it does not establish by itself |
|---|---|---|
| PlusCal | Algorithm-oriented notation for describing concurrent behavior; translates into a TLA+ specification. | It does not execute the production algorithm or guarantee correctness merely because it translates. |
| Direct TLA+ | Specification language for describing states, transitions, and properties, including temporal properties. | A specification alone does not show that an implementation conforms to it. |
| TLC | Explicit-state model checker for executable TLA+ specifications; can check safety and liveness. | A result applies to the specification and model configuration explored, not automatically to every system or deployment. |
| TLAPS | Proof system for establishing stated properties through mathematical proof obligations. | A proof establishes only the obligations actually discharged; it is not a substitute for specifying the right system and properties. |
SANY, included among the TLA+ tools, parses specifications and checks their syntax. Passing a parser or syntax check is not the same as checking a behavioral property. Tool and language versions can differ from those described in older books, so consult current tool documentation for version-specific setup and usage.
How do I model concurrent algorithms in TLA+?
- Choose one concrete question. State the unwanted outcome or desired progress precisely, such as whether two processes can hold the same exclusive resource at once.
- Define the state. List the variables needed to distinguish situations relevant to that question. Keep the model small enough to inspect, while preserving the interactions that could affect the result.
- Specify the initial condition. Describe every allowed starting state. Omitting a valid initial case can make a later check irrelevant to the system you intended to represent.
- Specify next-state actions. Define the events that can change state and how they may interleave. Ensure the relation allows all behaviors within the chosen abstraction, not just the expected execution.
- Write safety properties first. State invariants that must hold in every reachable state, such as mutual exclusion or a rule forbidding acceptance of an invalid message.
- Add progress properties separately. Express what must eventually happen as a temporal property, then identify the fairness assumptions that the claim needs.
- Check the model with TLC. Use a finite model and configuration that represent the cases of interest. Review the explored state space and any error trace rather than treating a successful run as a universal proof.
- Refine and rerun. Correct the algorithm, adjust an inaccurate abstraction or assumption, or expand the model to cover missing cases. Rerun the relevant checks after each change.
How should I state safety and liveness?
Safety: nothing bad happens
A safety property says that every reachable state satisfies a condition. If an invariant is violated, a finite trace can show how the model reached the bad state. Common examples include mutual exclusion, preservation of a resource limit, and rejecting a message that fails a validity rule.

Make the invariant explicit rather than relying on the phrase “the algorithm should be safe.” Then ask whether it is true initially and whether every permitted transition preserves it. TLC can search the reachable states of an executable model for a violation.
Liveness: something good eventually happens
A liveness property says that progress eventually occurs—for example, a request is eventually handled. It is not implied by safety: a system can avoid every bad state by doing nothing forever.
Progress claims often require fairness assumptions. Fairness is an assumption about scheduling or action occurrence, not a feature that the algorithm automatically provides. If the model allows a process to be postponed indefinitely, a request may remain pending forever even though no safety invariant is broken.

What does a TLC result tell me?
TLC explores states in an executable TLA+ specification and can check both safety and liveness properties. When it finds a violation, its counterexample trace gives a sequence of modeled states and actions to investigate. Read the trace as a debugging aid: identify which action led to the failure, whether the sequence represents a real design possibility, and whether an assumption or model detail is missing or wrong.
A successful run means that TLC found no violation among the behaviors covered by that specification and configuration. It is evidence about the checked model, not a blanket guarantee for every input size, implementation, hardware behavior, or deployment. In particular, a finite model that constrains process counts, message values, or other domains cannot establish behavior outside those bounds without additional reasoning.
- Counterexample found: determine whether it exposes a design flaw, an unintended transition, or an abstraction that needs correction.
- No counterexample found: confirm which states and assumptions were included, and whether the checked properties express the guarantee you need.
- Syntax or parsing error: resolve it before interpreting any behavioral result; successful parsing alone says nothing about safety or progress.
When do refinement and auxiliary variables help?
A higher-level specification may describe what a system should do, while an algorithm model describes more detailed steps. Refinement reasoning connects the two: it asks whether the detailed behavior implements the abstract specification. Auxiliary variables can help make that relationship visible, especially when the algorithm’s state does not directly expose the abstract state or history needed for the argument.

Random freezes, missing sound and display glitches usually trace back to one bad driver. They also make the scope of verification important to report. In its Byzantine Paxos example, the official TLA+ material reports that safety refinements were checked with TLC and safety proofs were checked by TLAPS, while some liveness proof steps were not checked. That is a useful distinction: describe which properties and proof steps were verified, rather than compressing partial evidence into “the algorithm was proved correct.”

| Specifying Systems: The TLA+ Language and Tools for Hardware and Software Engineers | Readers seeking broader coverage of the language and tools. | Reference-oriented coverage including liveness and fairness, composition, advanced examples, and TLC; the official page also offers specifications and exercises. |
These are complementary study options rather than substitutes for deciding which properties to model and verify. Retail availability, current edition status, and price are not established here.
Where should I draw the conclusion?
TLA+ is most useful as a disciplined bridge between an algorithm idea and implementation: make state and allowed behavior explicit, state safety and progress obligations separately, then use model checking and proof techniques appropriate to the claim. Treat every result in proportion to its scope. A checked model can expose subtle design errors early, but confidence in deployed software still depends on whether the model faithfully covers the implementation details that matter.
