In the Linux Foundation’s 2025 World of Open Source Survey, respondents reported broad OSS adoption across core technology areas alongside relatively low rates of defined strategy and implemented open-source program offices (OSPOs). The figures describe survey respondents—not every organization—and point to a practical challenge: treating open source as production infrastructure requires decisions about maintenance, support, security and governance, not just permission to download code.
How widely are organizations using open-source software?
The Linux Foundation Research survey describes open-source penetration of 40–55% across operating systems, cloud platforms, databases, DevOps and AI. That range is the report’s framing of adoption across those technology areas; it is not a claim that 40–55% of all software is open source. The report also found that reported open-source AI/ML adoption increased by 5 percentage points from 2024, a statistically significant change in the survey samples (p = 0.0388). Adoption and perceived opportunity do not always line up. Respondents said 33% currently use open source in cybersecurity, while cybersecurity ranked third among the technology areas they thought would benefit most from open-source development. This is a contrast between reported current use and perceived potential; it does not show that open-source security tools are inherently better or worse than alternatives.

Not according to the survey’s reported figures. In 2025, 34% of surveyed organizations said they had a clearly defined open-source strategy, and 26% said they had implemented an OSPO. The report describes these as increases of 2 and 1 percentage points, respectively, from 2024. Those modest changes sit alongside the survey’s broader adoption findings.
#1 Best Overall
The report’s conclusion, reproduced by the Linux Foundation, captures this tension: “The 2025 World of Open Source Survey reveals a paradox: while open source software has achieved mission-critical status with widespread adoption across enterprise technology stacks, organizational maturity significantly lags behind this adoption.” The report does not attribute the sentence to an individual speaker.
What an OSPO can—and cannot—do
An OSPO can give an organization a place to coordinate open-source policy and practice. The Linux Foundation’s 2025 OSPO research page describes OSPOs taking on responsibilities that include risk management, AI oversight and supply-chain security. Organizations with OSPOs also report higher contribution and other benefits, but the page does not establish that an OSPO alone causes those outcomes. Linux Foundation, 2025 OSPO research.
Rank #2
An OSPO is one governance option, not a substitute for clear ownership across engineering, security, legal and procurement. Organizations can also define policy and accountability without creating a dedicated office; the important question is whether someone owns decisions such as component approval, licensing review, vulnerability response and contribution rules.
What do organizations expect when open source runs in production?
Survey respondents described substantial operational expectations for production OSS. Seventy-one percent expected a support-provider response in under 12 hours, 53% expected long-term support guarantees, and 47% required rapid security patching. These are expectations reported by respondents—not service commitments made by providers or a certification of any particular project or vendor. Linux Foundation Research, 2025.
Open-source availability does not by itself include a production support agreement. Before relying on a component, decide who will monitor it, investigate incidents, maintain internal forks if necessary and communicate with users when a fix is unavailable. If support is purchased, check the contract’s scope, response clock, coverage hours, severity definitions, escalation path and maintenance period. A response-time promise is not necessarily a resolution-time promise.
How do teams assess a new OSS component?
When asked what actions their organization usually takes before using a new OSS component, respondents reported these checks:
| Reported check | Share of respondents |
|---|---|
| Review community activity | 44% |
| Check release frequency | 37% |
| Review direct dependencies | 36% |
| Check ratings and download statistics | 36% |
| Run automated security testing | 31% |
| Manually inspect source code | 28% |
These are self-reported practices, not proof that a component is safe. Each check answers a different question: activity can indicate whether a project is maintained; release history can reveal cadence; dependency review can expose inherited risk; popularity can show adoption but not quality; automated tests can identify known classes of issue; and source review can help assess behavior but depends on reviewer expertise and scope. For a production decision, use these checks as layers rather than a pass/fail shortcut. Record the component version, source and license; identify transitive dependencies; establish how vulnerabilities and releases will be monitored; and set a replacement or maintenance plan if upstream activity stops. The right depth of review depends on the component’s privileges, exposure and impact if it fails.

What barriers limit use and contribution?
The survey separates concerns about using OSS from concerns about contributing to it. For use, respondents most often cited licensing or intellectual-property concerns (37%), lack of technical support (36%) and security concerns (33%). For contribution, leading barriers included fear of IP leakage (33%), legal or licensing concerns (33%) and uncertain return on investment (29%). These are distinct obstacles: a team may be comfortable using a component while being unable or unwilling to contribute changes upstream. Linux Foundation Research, 2025.
Organizations can address these issues with clear intake and contribution processes. Define who can approve licenses, how source and dependencies are recorded, what code may be contributed externally, and when legal or security review is required. Contribution decisions also benefit from stating the expected engineering and maintenance costs alongside potential benefits such as upstream fixes or reduced divergence.
What does the broader open-source ecosystem activity show?
OpenSSF’s 2025 annual report lists more than 270 active contributors across 112 organizations, nearly 20,000 course enrollments and $663,000 in Technical Initiative funding awarded by its Technical Advisory Council. Those numbers describe activity within OpenSSF, not the open-source ecosystem as a whole. They show the scale of work in one security-focused organization, but do not by themselves establish the security level of OSS projects generally. OpenSSF, 2025 annual report.
Why does end-of-life software remain part of the picture?
Adoption also creates a lifecycle responsibility: teams must know when a distribution or component stops receiving maintenance and decide how to respond. The Open Source Initiative’s secondary summary of the Perforce OpenLogic 2025 State of Open Source Report says that 26% of organizations still used end-of-life CentOS, including 40% of large enterprises; it also says one in four of those large organizations had not decided on a migration plan. These figures are as reported in the OSI summary, not independently detailed here, so they should not be generalized beyond that report’s account. Open Source Initiative summary of the Perforce OpenLogic report.
For any end-of-life dependency, establish the actual support status of the version in use, the exposure of the systems running it, and the owner and timetable for migration or compensating controls. Continued operation may be necessary temporarily, but it should be a consciously managed exception rather than an assumption that upstream maintenance continues.
