The Dockerfile Said `fr_FR.UTF-8`. Why PHP Saw `C.UTF-8`

A Dockerfile can declare fr_FR.UTF-8 while PHP still runs with C.UTF-8. Check the running process, locale data, and the category your code actually needs.

A Dockerfile can set LANG=fr_FR.UTF-8 without making that locale active in PHP. The environment variables describe configuration; PHP’s process locale categories are separate state. For locale-dependent behavior, check the category in the running PHP process, confirm the image has the locale data, and initialize the needed category explicitly—or use a normalization library whose behavior does not depend on the process locale.

What the mismatch means

In a reported Debian-based PHP container, the Dockerfile set LANG="fr_FR.UTF-8", LANGUAGE="fr_FR:fr", and LC_ALL="fr_FR.UTF-8", and generated the French locale. The author reports those variables remained present in the container and ECS Exec session, while PHP reported LC_CTYPE as C.UTF-8. The task definition did not override the variables; the application’s two setlocale() calls targeted LC_TIME, not LC_CTYPE. These are the author’s observations for that deployment, not an independently reproduced test. The case report

The distinction is that environment variables supply values a program can use, while the active locale categories belong to the running process. PHP documents that setlocale() changes or queries locale settings; libc documentation describes a process starting in the portable C locale and needing an explicit setlocale(category, "") call to adopt environment settings. A Dockerfile’s ENV lines alone do not demonstrate what locale PHP is using. PHP: setlocale · Linux man-pages: setlocale(3)

Check the process, not just the image definition

Inspect both the environment and the locale category used by the code that depends on it. For example, query the relevant category inside the PHP process with setlocale(LC_CTYPE, null); query LC_TIME separately if date formatting is the concern. setlocale(LC_ALL, null) queries all categories. A query does not initialize a locale: it reports the current setting.

In PHP, a locale request such as setlocale(LC_CTYPE, '') asks the underlying system to use the applicable environment setting. On glibc, the lookup order is LC_ALL, then the category-specific variable such as LC_CTYPE, then LANG. If the selected locale is invalid or unavailable, the call fails and the current setting remains unchanged. Check the return value and query the category again rather than assuming the request worked. PHP’s manual says the function returns the new locale or false if the locale is unavailable or invalid, or locale functionality is unsupported on the platform. PHP: setlocale · Linux man-pages: setlocale(3)

Make sure the locale data exists

On Debian, setting an environment variable does not create locale data. The locales package provides locale templates, and locale-gen compiles the locales selected in /etc/locale.gen. A named locale must be available to the system before PHP can successfully select it. Debian man page: locale-gen · Debian Wiki: Locale

Generation and activation solve different problems: locale generation makes data available; setlocale() changes the process’s active category. Check both. Also distinguish C.UTF-8 from fr_FR.UTF-8: Debian describes C.UTF-8 as a Debian-specific option that retains C-like behavior while supporting UTF-8. It is not the French locale, and exact availability and behavior depend on the platform. Debian Wiki: Locale

Choose the category that matches the feature

Locale settings are divided into categories. LC_CTYPE governs character classification and conversion; LC_TIME governs date and time formatting. A change to LC_TIME does not establish that LC_CTYPE has changed. PHP exposes categories including these and LC_ALL, which applies a setting broadly. PHP: setlocale

Amazon Basics Aluminum USB-C to RJ45 Gigabit Ethernet Adapter, Portable, Fast Network, Grey, 2.07 x 0.81 x 0.6 inches
  • Adapter for converting a USB 3.1 Type-C port to a RJ45 Gigabit Ethernet port
  • Integrated Ethernet port supports 10M/100M/1000M bandwidth; offers instant Internet connection to the host
  • USB-C input allows for reversible plugging; offers complete compatibility with current computers and devices; compatible with Nintendo Switch
  • Ready to use, right out of the box; no external power adapter needed
  • Slim, compact size and lightweight aluminum housing for easy portability

When locale behavior is required, initialize the narrowest category that serves the feature and verify the resulting value. Calling setlocale(LC_ALL, '') instead requests environment-based settings for all categories. That broader change can affect other locale-sensitive behavior. PHP also warns that locale state is process-wide, with caveats for multithreaded server environments, so consider the runtime and application effects before changing it globally. PHP: setlocale

Why the reported accent-normalization bug mattered

The case report describes a normalization key built with iconv('UTF-8', 'ASCII//TRANSLIT', $string) before Doctrine flushed records. In the author’s reproduction with strict LC_CTYPE=C, "Matériel" became "Mat?riel" rather than "Materiel". A duplicate that the application expected to detect therefore escaped its deduplication step and later collided with a database uniqueness constraint. The report separately says the observed runtime locale was C.UTF-8; the strict C result is specific to the reported reproduction, not a guarantee about all iconv implementations or containers. The author’s repair used Symfony String’s u($string)->ascii()->toString(), which they report returned materiel both under the current locale and with LC_CTYPE=C forced. The point is not that this output is universally interchangeable with iconv’s //TRANSLIT: the report cautions that the transliteration rules may differ. If normalized values form identifiers or deduplication keys, test the exact inputs and confirm that the output agrees with the application’s database uniqueness and comparison rules. The case report

Compare the two remedies against your requirements

Approach Runtime scope What it depends on What to validate
Initialize locale with setlocale() One category, such as LC_CTYPE, or all categories with LC_ALL The requested locale must exist in the system’s locale data, and the process must successfully adopt it Check the return value and active category; test other locale-sensitive behavior if changing LC_ALL
Use a library routine for normalization Applies to the operation that uses the routine, rather than changing process locale categories The library’s own transliteration rules and supported input Test output equivalence against the application’s identifier, deduplication, and database matching requirements

Neither approach is a universal winner. Locale names and behavior can vary across operating systems and C libraries, while library transliteration can produce different results from locale-sensitive conversion. Choose based on whether the feature needs system locale behavior or stable operation-specific normalization.

Account for the container’s libc

The reported deployment was Debian-based, and the locale lookup order above is for glibc. The official PHP Docker image documentation distinguishes Debian and Alpine variants; Alpine uses musl rather than glibc. Do not assume that locale availability, names, or behavior transfer unchanged between image families or tags. Verify the actual base image and its locale implementation.
