The quickest method depends on the PDF. If you can highlight its words, use the PDF reader’s Select tool, copy the passage, and paste it into Word. If you cannot select anything, determine whether the page is a scan and run OCR before copying. For a long section or a complete document, open the PDF in Word or export it to a Word file, then check the converted text and layout.
Choose the method that fits your PDF
| Situation | Best route | What to check |
|---|---|---|
| A few lines or paragraphs and the words are selectable | Select, copy and paste | Reading order, columns, line breaks and substituted fonts |
| A scanned page or image text that cannot be selected | Run OCR, then copy or export | Recognition accuracy and completeness |
| Most or all of a text-heavy PDF | Open the PDF in Word or export it to Word | Changed page breaks, formatting and paragraph structure |
| Many graphics, charts or complex positioning | Convert a copy and inspect the result | Elements that remain images or move during conversion |
| Copy commands are unavailable | Check the PDF’s permissions | Whether the author disabled copying |
Copy a short passage from selectable PDF text
- Open the file in a PDF reader that supports text selection.
- Choose the reader’s Select Tool, if it is not already active.
- Drag across the words you need.
- Copy the selection, then switch to Word and paste it.
- Read the pasted passage against the PDF. Correct broken paragraphs, column order, symbols and missing characters before using it.
Fonts that are not installed on your computer may be substituted in Word, so the appearance can change even when the words copied correctly. Adobe’s instructions also note that a PDF author can disable copying through security settings; in that case, the copy command may be unavailable.

When the PDF is a scan: run OCR first
A scanned PDF page is an image, not a normal text layer. As Adobe explains, scanning a paper document produces image data rather than searchable text. OCR (optical character recognition) analyzes that image and adds a selectable, searchable text layer.

Adobe Acrobat desktop steps
- Open the scanned PDF.
- Choose All tools > Scan & OCR > In this file.
- Select Recognize Text and let Acrobat process the pages.
- Select and copy the recognized words, or export the OCR-processed PDF to Word.
- Compare the result with the page image, checking names, numbers, punctuation, tables and every page you intend to rely on.
OCR output is recognition, not a guaranteed transcription. Poor image quality, unusual type, skewed pages, columns and handwriting can produce errors, so review it for accuracy and completeness.

If copying is blocked
First check whether the document is a scan or whether its permissions prohibit copying. In Acrobat, inspect the document properties and security permissions. A restriction set by the PDF author is different from image-only text. Do not treat OCR as a way to bypass a copy restriction: respect the document’s permissions, and obtain an unrestricted copy or authorization when necessary.
Convert a larger section or the whole PDF
Open the PDF directly in Word
- In desktop Word, choose File > Open.
- Select the PDF.
- Accept Word’s prompt to convert it to an editable document.
- Save the resulting Word document under a new name so the original PDF remains unchanged.
- Review the converted text and layout before editing or sharing it.
Word creates an editable copy; it does not rewrite the original PDF. Microsoft says this works best when the source is mostly text. Because PDF stores the positions of items on a page rather than all of their structural relationships, Word may move page and line breaks. A graphics-heavy page may be represented as an image instead of editable text.

Export from Adobe Acrobat
Acrobat can export a PDF as a Word document. Its converter applies OCR when it detects scanned text, which can move a large amount of recognized content into an editable file at once. Inspect the export just as you would a Word conversion, especially where the PDF uses columns, tables, sidebars, charts or positioned text.
Why pasted or converted text looks wrong
- Columns paste out of order: select one column at a time, or convert the document and verify the reading order.
- Line breaks appear after every line: remove manual breaks carefully rather than joining headings, list items or separate paragraphs.
- Tables collapse: rebuild the table in Word or keep the relevant table area as an image if exact layout matters more than editability.
- Symbols or accented characters change: compare them with the PDF and check the font or character encoding.
- Images are not editable: run OCR on image-only pages; OCR recognizes text but does not turn a chart or photograph into an editable drawing.
- Page numbers and headers repeat in the body: remove them only after confirming they are not meaningful content.
Preserve layout or get editable words?
Copy and paste is usually the least disruptive choice for a small excerpt because you control exactly what enters Word. Full conversion is more practical when you need many pages, but it makes a trade-off: more content transfers at once while page geometry, breaks and complex objects may change. If the document will be quoted, audited or republished, keep the PDF beside the Word copy and proofread the extracted text against it.
