AI is not running into one global shortage of electricity. The bottleneck is the mismatch between fast-growing, concentrated data-center loads and the slower-moving grids, connection approvals, power equipment supply, and server supply needed to serve them. Global electricity demand can be adequate while a particular data center still cannot get a timely connection.
Why is AI using so much electricity?
AI computing requires electricity to run servers and the systems that support them. The amount depends on the work: a simple text query is not equivalent to generating video, performing extended reasoning, or running an agent that takes many steps. The International Energy Agency (IEA) says video generation, reasoning, and agentic tasks can use hundreds or thousands of times more energy per query than simple text generation. By contrast, if conventional internet searches were performed as simple AI text queries, the IEA estimates their annual electricity use would be less than 4 TWh—under 1% of current data-center consumption. These comparisons do not establish a single energy cost for “an AI query.” IEA, 16 April 2026

Demand is also growing as more people use AI and applications become more energy-intensive. Meanwhile, efficiency improvements are reducing electricity use per AI task. Those forces pull in opposite directions, so improved efficiency does not by itself guarantee a decline in total electricity consumption. IEA, Key Questions on Energy and AI (2026)

The IEA reports that global data-center electricity demand grew 17% in 2025, while consumption at AI-focused data centers grew 50% that year. Those are measured growth rates for the stated categories; they do not mean all data-center electricity is used by AI. For context, data centers used about 415 TWh in 2024, equivalent to 1.5% of global electricity consumption, according to the IEA’s 2025 report. IEA, Energy and AI (2025)

In its central outlook, the IEA projects global data-center electricity consumption to rise from 485 TWh in 2025 to 950 TWh in 2030, nearly doubling. That is a forecast, not a measured result for 2030. The IEA also reports that capital expenditure by five large technology companies exceeded $400 billion in 2025 and was set to rise by a further 75% in 2026. That figure concerns company capital expenditure—not electricity spending or data-center investment alone. IEA, 16 April 2026
For the United States specifically, the Department of Energy’s data-center resource hub relays an LBNL 2025-update estimate that data centers could account for 9.5% to 15.3% of U.S. electricity use by 2030, with a central estimate of 11.8%. This U.S. range should not be confused with the IEA’s global projection. U.S. Department of Energy, Powering America’s AI Future—Data Center Resource Hub
What is the AI power bottleneck?
Electricity use is measured as energy over time, such as terawatt-hours (TWh). Grid and equipment capacity is commonly discussed as power, such as gigawatts (GW). A large annual energy forecast and a local connection constraint describe different problems: the former is about how much electricity data centers may consume, while the latter is about whether infrastructure at a particular place can deliver power when needed.

Data-center developers need a suitable grid connection, and utilities and authorities must assess and approve connection requests while planning infrastructure. A surge of projects can outpace local connection capacity and the processes used to manage applications. The IEA estimates that grid constraints could delay around 20% of global data-center capacity planned for construction by 2030. This is capacity at risk in an analysis—not a finding that one in five data centers has already been delayed. IEA, Energy and AI (2025), “AI and energy security”
Power equipment supply
Even where a project can obtain a connection, it depends on equipment such as transformers and power electronics. The IEA identifies tightening supply chains for these energy technologies as another constraint. That means adding generation alone may not resolve a project’s delay if the equipment and infrastructure needed to connect and deliver the power are not available on schedule. IEA, 16 April 2026

Denser AI server racks
AI hardware is concentrating more power demand into each rack. The IEA says AI server rack power density increased 11 times between 2020 and 2025 and is projected to rise a further fourfold by 2027. It illustrates the scale by estimating that one AI server rack could reach peak power demand equivalent to 65 households by 2027. That is a comparison of peak power, not annual electricity use or a typical rack’s average consumption. Higher density raises the demands on power delivery and makes rapid changes in load more consequential. IEA, Key Questions on Energy and AI (2026)
AI server components
The bottleneck is not limited to energy infrastructure. The IEA identifies high-bandwidth memory as a constraint on AI server production, expected to persist through at least the end of 2027. More available electricity cannot, on its own, remove a shortage of a component needed to build and deploy servers. IEA, 16 April 2026

Will data centers run out of power?
The evidence points to a risk of local delays and tighter infrastructure constraints, not a prediction that the world will run out of electricity. A project’s prospects depend on its location, connection timetable, available equipment, and ability to secure power. A global supply-and-demand outlook cannot tell a developer whether a specific site can connect on time.
The IEA summarizes the mismatch this way: “The speed of the AI revolution is increasingly contrasting with the speed of the physical, social and economic systems that underpin it.” It is a statement about the pace of infrastructure and planning relative to AI deployment, not a forecast of a universal blackout or an inevitable halt to AI development. No single intervention resolves every constraint. Measures need to match the problem at a proposed site: connection and approval delays call for better planning and queue management; equipment shortages require supply-chain capacity; a tight local power balance may call for new supply or flexibility. The IEA recommends several complementary approaches.

Choose sites with power and grid capacity in mind
Locating data centers where power and grid availability are stronger can reduce pressure on constrained areas. Siting cannot be judged by electricity availability alone: a workable project also depends on whether infrastructure and approvals can meet its schedule. Reducing permitting times and managing connection applications more effectively can help planning systems handle rapid project growth. These steps address process bottlenecks; they do not create generation or equipment by themselves. IEA, Energy and AI (2025), “AI and energy security”
Use storage and flexible data-center loads
Data centers may be able to operate more flexibly, and storage can support reliability or provide a grid service when incentives make that worthwhile. The IEA estimates that data-center battery storage could reach 20–25 GW globally by 2030. That is a potential deployment estimate, not capacity already installed. It is expressed in GW of power capacity, not TWh of stored energy; the figure alone does not specify how long batteries could deliver power. IEA, Key Questions on Energy and AI (2026)
These measures involve trade-offs in deployment time, reliability, local grid effects, costs, emissions, and the ability to scale at a site. Storage and flexible operation can help manage constraints, but they do not substitute automatically for every needed connection, equipment upgrade, or source of electricity.
What the bottleneck means for AI’s growth
AI’s electricity challenge is best understood as a coordination problem across energy and IT infrastructure. Demand is rising quickly, while grid connections, approvals, electrical equipment, and some server components may not arrive on the same timetable. The outcome will vary by location and project, and the IEA’s 2030 figures are scenarios and estimates rather than observed results. As the agency put it in its 2025 report, “Securing the supply of affordable and reliable power for data centres is at the heart of the challenge of energy for AI.” IEA, Energy and AI (2025), “AI and energy security”
